Best EOR Companies in 2026: 11 Employer of Record Providers Ranked, Plus the Step Before
By Sparsh Goyal, Founder at The Cognitive. Published · Last updated
- The best EOR companies in 2026 are Atlas HXM, RemoFirst, Playroll, Pebl and Remote, with The Cognitive first for finding and screening the person.
- The Cognitive is not an employer of record, so an EOR, a local entity or a contractor agreement is still needed to employ the person it helps you find.
- Every EOR here except Rippling publishes a starting price, and they differ most on owned entities, EOR country count, onboarding time and contract terms.
The Cognitive is not an employer of record. It is listed first because it handles the step before one: finding and screening the right person in another country. To employ that person you still need an EOR, your own local entity or a contractor agreement.
Among the EORs, Atlas HXM passes all five buyer checks, with RemoFirst, Playroll, Pebl (formerly Velocity Global) and Remote close behind. Atlas HXM and Remote own every entity they use; RemoFirst and Playroll state no minimum term. Every provider here except Rippling publishes a starting price.
Disclosure: The Cognitive is our product.

How the list was ranked
These providers are ranked using each vendor's own site and pricing page, plus feedback from recruiters the founder talks with on LinkedIn. Each EOR gets one point for each of five checks a buyer asks about:
- Owned entities: it says it employs through entities it owns, not local partners. "Some" means owned entities are mentioned without that statement.
- Coverage: its EOR covers 150+ countries.
- Contractors: the same provider hires or pays contractors.
- Onboarding: it states an onboarding time.
- Price listed: its EOR starting price is on its website.
Atlas HXM scores five. RemoFirst, Playroll, Pebl and Remote score four. Skuad, G-P and Papaya Global score three. Deel and Oyster HR score two, and Rippling scores one.
Ties go first to a provider that states no long-term commitment, then to the higher EOR country count, then alphabetically. That is why RemoFirst leads the fours, Skuad leads the threes and Deel leads the twos. Remote misses only the coverage point; Deel misses ownership, coverage and onboarding.
The Cognitive sits first on a separate, checkable rule: it is the one row that finds and screens candidates rather than employing them.
What does an EOR do, and what does it not do?
An employer of record is a company that legally employs a worker for you in a country where you have no entity. Everest Group describes EOR providers as third parties that take on hiring, compliance, payroll and benefits, so a business can expand or hire remote staff without a local legal entity. You still direct the work day to day.
What an EOR mostly does not do is find the person. You arrive with a name and a salary.
A few EORs now sell hiring help on the side. Deel's pricing page lists a talent option to "source, screen, and onboard qualified candidates". Pebl offers access to staffing agencies in 100+ countries. RemoFirst lists an AI talent matching product as coming soon. For most teams, the search still happens before the EOR is involved.
How do you find the person before you need an EOR?
Fully remote roles are common enough to hire for anywhere: among US employees whose jobs can be done remotely, 25% work fully remote, by Gallup's 2026 data. The hard part abroad is that most teams have no network there.
With The Cognitive, a recruiter describes the role in plain English, for example a payments engineer in Poland, and sees it turned into filters they can edit. The Location filter takes a country and can add Remote and a working time zone. The search runs across about 900M public profiles and gives a short reason for each match. From there, the person goes to an EOR from the list. For the rest of a remote hiring stack, see the best tools for remote recruitment.
How do EOR companies charge?
EOR companies charge a fee per employee per month on top of the salary and the employer costs the country requires. Ten of the 11 EORs here publish a starting price. Rippling sends a custom quote.
- Contract length: RemoFirst and Playroll state no minimum term. Skuad says "cancel any time", and Deel prices month to month. Remote's EOR price is stated for annual contracts.
- Deposits: Playroll asks for a fully refundable security deposit equal to one month's salary when you onboard an employee. Oyster HR also requires a refundable deposit for EOR staff.
How do you choose an EOR?
Does it own its entities, or use partners?
An owned entity means the provider is the employer, with no third party in between. Remote says it uses "100% owned entities, no third parties". Atlas HXM employs through its own entities in 160+ countries, and Pebl says 90% of its employees sit on Pebl-owned entities. RemoFirst takes the other side: it works only with in-country partners that have run local payroll and compliance for 20+ years. Ask who signs the contract in your country.
Does it cover the countries you hire in?
Check the EOR figure, not the headline. Deel hires and pays in 150+ countries, but its full EOR covers 130+. No provider leads every region, so for a country such as Brazil or the UAE, compare each provider's own country page.
How fast can the person start?
Hiring already takes a month or more: Ashby's 2026 report gives a median of 30 days to hire business roles and 40 for technical ones. EOR onboarding comes after the offer. Pebl says as little as 24 hours, RemoFirst 1 to 3 days in most countries, Playroll 2 to 5 days, Remote three days on average and Atlas HXM as little as two weeks.
Which EOR fits a startup?
Watch the deposit as well as the terms, since one month's salary per hire adds up early. Playroll's sign-up is free with no credit card. For the hiring tools a small team needs, see the best recruiting software for startups.
The Cognitive and 11 EOR companies, reviewed
1. The Cognitive: best for finding and screening the person before you hand them to an EOR
Verdict: recruiting software, not an EOR, for teams hiring in a country where they have no network yet.
The Cognitive pairs AI sourcing with live AI interviews. For a hire abroad, set the country in the brief, pick out the people who fit and reveal a personal email for 4 credits, or a phone number for 12 on Pro and above. Emails go out from your own Gmail or Outlook mailbox, and follow-ups stop when the person replies. Compare it with other AI sourcing tools.
The first round is a live two-way AI video interview of 10 or 20 minutes. Candidates pick a slot shown in their own time zone, so nobody schedules across eight hours by email. Each role can run its interview in one of 9 languages.
Questions follow each answer while the rubric stays fixed, and the report scores the candidate with the transcript attached. The finalist then goes to the EOR. On plans that sync, it connects with 100+ ATS.
Best for: teams that need to find, reach and screen people abroad, then pass the chosen person to an EOR.
Watch out for: it does not employ anyone. There is no payroll, benefits, employment contract, visa support, compliance, offer management or contractor payment. Email outreach needs Sourcing Pro, and ATS sync needs Sourcing Max or Interviews Pro.
Pricing model: AI Sourcing and AI Interviews are separate monthly plans. Plans start at $99 a month (see pricing). Each person a search shows costs 1 credit, once, and a 20-minute interview costs 100.
2. Atlas HXM: best for owned entities in every EOR country it covers
Verdict: owned entities in 160+ countries, contractors, a stated onboarding time and a published price.
Atlas HXM calls itself "the global workforce platform built on compliance" and employs workers through its own legal entities instead of third-party partners. It says onboarding takes as little as two weeks, depending on the country. It adds visa support in 75+ countries and an Agent of Record service for contractors.
Best for: teams that want one legal employer, owned by the provider, in every country they hire.
Watch out for: EOR contract terms are not on its pricing page, and its stated onboarding of as little as two weeks is slower than some.
Pricing model: per employee per month; starting price on its website, with volume pricing for larger multi-country teams.
3. RemoFirst: best for fast onboarding and no minimum term through an in-country partner model
Verdict: 185+ countries, onboarding in days and a partner model it states openly.
RemoFirst says it employs your international talent in 185+ countries. It does not own its entities: it works only with in-country partners that have managed local payroll and compliance for 20+ years. It says onboarding takes 1 to 3 days in most countries once documents are in, and asks for no minimum contract.
Contractor management is free, with a monthly fee for each contractor you pay, and visas are offered in 110+ countries.
Best for: teams that want wide coverage and no minimum term, and accept a local partner as the legal employer.
Watch out for: a partner sits between you and the employee, so ask how issues are escalated in your country.
Pricing model: per employee per month, the same for any company size; price on its website.
4. Playroll: best for startups that want to sign up free and commit to nothing
Verdict: free sign-up and no minimum term, with a deposit to plan for.
Playroll pairs an employment platform with dedicated experts in 180+ countries. It states onboarding in 2 to 5 days and also sells contractor management. Signing up is free with no credit card, and there is no minimum commitment.
It charges no onboarding or offboarding fees but asks for a fully refundable security deposit of one month's salary when you onboard an employee.
Best for: startups making a first hire abroad that want to try a provider without a contract.
Watch out for: the deposit ties up cash, and its site does not state entity ownership.
Pricing model: per employee per month; price on its website.
5. Pebl: best for wide country coverage with mostly owned entities
Verdict: 185+ countries, mostly on its own entities, with onboarding stated in as little as 24 hours.
Pebl is the new name of Velocity Global. It calls itself an AI-powered employer of record that can hire "in as little as 24 hours" across 185+ countries. It says 90% of its employees sit on Pebl-owned entities and offers access to staffing agencies in 100+ countries.
Best for: companies hiring in many countries that want the employer to be Pebl itself in most of them.
Watch out for: its site does not state contract terms or a contractor service next to EOR, so ask for both in writing.
Pricing model: per employee per month; starting price on its website, with a quote option.
6. Remote: best for teams that want the legal employer to own every entity
Verdict: 100% owned entities and a three-day average onboarding, in 90+ EOR countries.
Remote's EOR covers 90+ countries through "100% owned entities, no third parties" and states an average onboarding time of three days. It also sells contractor of record and a US PEO, with no base platform fee.
Best for: companies that care most about who the employer is, hiring in countries Remote covers.
Watch out for: EOR covers 90+ countries, so check yours, and the published EOR price is for annual contracts.
Pricing model: per employee per month; starting price on its website.
7. Skuad (Payoneer WFM): best for small teams that want EOR and contractors with no lock-in
Verdict: 160+ EOR countries, contractor payments and a plain cancel-any-time promise.
Skuad, now Payoneer WFM, lets you "hire and pay anyone, in 160+ countries", covering onboarding, payroll, invoicing and contractor payments. It mentions owned entities across APAC, the Middle East and Africa, Europe and the Americas, without saying how many countries use them. Its pricing page promises "Start today, cancel any time."
Best for: small teams that want a published starting price and the freedom to cancel any time.
Watch out for: the brand is moving to Payoneer WFM, so ask what changes in contracts and support.
Pricing model: per employee per month for EOR, per contractor for contractors; starting prices on its website.
8. G-P: best for enterprises that want compliance guidance built into the platform
Verdict: 180+ EOR countries and an AI compliance product sold alongside.
G-P, short for Globalization Partners, says you can hire and manage employees in 180+ countries without entities, and contractors in 190+. G-P Gia, its AI compliance product, is sold per seat.
Best for: enterprises that want compliance answers in the same place as their global employees.
Watch out for: its pages do not say whether it owns its entities, so ask country by country.
Pricing model: per employee per month; starting price on its website, with separate contractor and per-seat pricing.
9. Papaya Global: best for enterprises running payroll and contingent workers in many countries
Verdict: an enterprise payroll and payments platform with EOR in 180+ countries.
Papaya Global leads with "Global payroll and compliance in 180+ countries, one platform." Its contractor of record service covers 160+ countries, and payroll, contractors and payments are separate tiers.
Best for: large companies that want EOR inside a wider payroll and contingent workforce system.
Watch out for: it is built for enterprises, and entity ownership is not stated.
Pricing model: per employee per month; starting price on its website, with a quote for the final figure.
10. Deel: best for one platform for EOR, contractors, payroll and HR on month-to-month terms
Verdict: EOR, contractors, payroll and a US PEO on month-to-month terms.
Deel's line is "Hire, manage, pay, & equip anyone, anywhere." Its EOR covers full legal employment in 130+ countries, and its homepage mentions owned entities without saying where. It also sells contractor plans, contractor of record and a US PEO, all on month-to-month pricing. Its pricing page lists a hiring option with AI screening, offer generation and interview scheduling.
Best for: companies that want EOR, contractors and HR in one place and can leave month to month.
Watch out for: the 150+ country headline covers hiring and paying in general; full EOR is 130+.
Pricing model: per EOR employee per month, per contractor for contractors; starting prices on its website.
11. Oyster HR: best for impact-driven companies and teams that want HR advice
Verdict: contractors in 180+ countries and HR advice by the hour, with EOR in 120+.
Oyster HR offers compliant employment in 120+ countries and contractor contracts in 180+. People Services, its HR advice, is billed by the hour. Oyster for Impact discounts certified nonprofits and B Corps, and refugee hiring comes at no or discounted cost.
Best for: mission-driven companies and teams that want HR advice next to EOR.
Watch out for: EOR reaches 120+ countries, fewer than its 180+ headline, and a refundable deposit is required.
Pricing model: per employee per month with annual discounts; contractors per contractor, starting with a free 30 days.
12. Rippling: best for companies already running HR and payroll on Rippling
Verdict: a fit for Rippling customers; outside Rippling it is quote only.
Rippling's EOR runs compliance, payroll and benefits in countries where you have no entity, and EOR staff sit in the same HR, payroll and IT system as everyone else. It also sells contractor of record. If you later open an entity there, Rippling says it can convert EOR staff to direct hires without re-onboarding.
Best for: Rippling customers adding their first people abroad.
Watch out for: no EOR price and no country count on its EOR page.
Pricing model: custom quote; plans are priced per employee per month with a monthly base fee.
When not to pick The Cognitive
- You already have the person. If a referral or an agency gave you the hire, go straight to an EOR.
- You want one vendor to find and employ. Deel lists a hiring option with screening and interview scheduling, and Pebl connects you with staffing agencies. The Cognitive covers the search and the first interview only.
To start, pick one role in the country you plan to hire in, describe it in two lines, set the location and see who is there. The 7-day trial asks for no card, and your first 100 people are free. When you have a finalist, ask two or three EORs from this list for a quote for that country. Start free with The Cognitive.

Frequently Asked Questions
What are the best EOR companies in 2026?
Atlas HXM passes all five buyer checks, with RemoFirst, Playroll, Pebl and Remote next. To find and screen the person first, The Cognitive is listed first.
Does an employer of record find candidates for you?
Mostly no; an EOR employs a person you have already chosen. A few sell hiring help on the side: Deel lists a talent option with AI screening and interview scheduling, and Pebl offers access to staffing agencies in 100+ countries. Recruiting software such as The Cognitive handles the search and the first interview, and is not an EOR.
Which EOR is best for startups?
RemoFirst, Playroll, Skuad and Deel suit startups best, because each states no long-term commitment. Playroll also lets you sign up free with no credit card, but asks for a refundable deposit of one month's salary per employee. For the hiring tools a small team needs, see the best recruiting software for startups.
Is Deel or Remote better for EOR?
Remote is better if you want the provider to own every entity, and Deel is better if you want flexible terms and more countries. Remote's EOR covers 90+ countries through 100% owned entities, with its published price stated for annual contracts. Deel's EOR covers 130+ countries on month-to-month terms, inside a wider HR and payroll platform.
What is the difference between an EOR and a PEO?
An EOR employs the worker for you in a country where you have no entity, while a PEO shares employer duties for staff you employ through your own company. Deel, Remote and Rippling sell a US PEO as a separate product from their EOR.
Should you use an EOR or open your own entity?
Use an EOR for your first hires in a country, and consider an entity once the team there grows. Rippling notes that setting up an entity can take 6 to 12 months, while Remote states an average EOR onboarding time of three days.
What is the best all-in-one recruitment software?
For finding and interviewing people who never applied, The Cognitive covers the steps in one account. It searches about 900M public profiles, emails from your own mailbox and runs a live two-way AI video interview. Plans start at $99 a month. It is not an ATS and not an EOR.
