How we ranked these 10

I started with 11 tools that founders see when they search for recruiting software for startups or a startup recruiting platform: Ashby, Workable, Dover, Gem, Wellfound, Juicebox, Pin, Teamtailor, Breezy HR, TestGorilla and Greenhouse. A tool made the list only if a founder can start without a sales process, through a free plan, a free trial or a published price. Greenhouse quotes every account and lists no startup plan, so it's out, even though it now sells Voice AI first interviews. Teamtailor is out for the same reason.

The Cognitive is first on a test you can check. I counted 4 jobs a founder with no recruiter needs from one account:

TestGorilla calls itself a "proof-first AI recruiting platform". Its Gorilla Sourcing product lets you "Search 900M+ profiles", turns a plain-language brief into editable criteria, and lets you email people "from a connected mailbox". Its AI interviews "feel like a live call", and the AI interviewer "asks dynamic follow-up questions in the moment".

The strength is the skills library: paid plans list 350+ tests. The limit is contact data. I found no phone numbers or SMS on its sourcing or pricing pages, and free sourcing is "browse & preview only". 3. Ashby: best ATS for a funded startup that will scale past 50 people

Ashby's Foundations Plan is built for companies "Up to 100 employees". It's a full ATS with scheduling, analytics and a CRM, and its "AI Candidate Search" generates search filters "from a typed natural-language prompt". A "Sourcing Chrome Extension" and email lookups let you add people from the web into sequences.

The trade-off is screening. Ashby's AI reviews inbound applications against your criteria, and its AI Notetaker, a paid add-on, records interviews you run yourself. It doesn't interview candidates for you. Pricing is by company size and usage, with the Foundations price published and larger plans through sales. Gem's startup page promises "Everything you need to hire your first 100 people", and says: "Under 30 employees? Get Gem for free for your first six months." Its AI "searches 800M+ profiles", and the startup bundle includes sourcing, CRM, scheduling, analytics and an ATS.

Dover calls itself "The Ultimate Free ATS for Startups". The free plan includes "Unlimited Users and Jobs", "100+ Job Board Integrations" and Gmail and Outlook integrations, and it's labelled "Best for Founding Teams". Premium adds "AI Applicant Scoring" and "AI Note Taking".

Dover also runs a marketplace of fractional recruiters where "Recruiters set their rates". The limit is that the AI scores applicants who come in; sourcing is a Chrome extension, and there's no AI interview. Dover isn't on The Cognitive's ATS list, so you'd move candidates by CSV and share reports by link.
