What an AI recruiter is

You describe the hire in a sentence. It searches the live market, ranks who fits, sequences the follow-ups, holds a structured first interview and hands back a scored record. The offer conversation is still yours.

What an AI recruiter does, stage by stage

  1. Brief You say who you want in a sentence. The system turns that into structured requirements, and you mark which of them are genuinely non-negotiable. "Senior backend engineer who has shipped payments, Remote EU, Go."
  2. Source An ai sourcing agent searches public professional profiles rather than waiting for applications, then ranks the pool against the brief instead of matching strings.
  3. Reach out It writes and sends a sequence in your name, personalised from what the profile actually says, and stops the moment someone replies.
  4. Interview A structured first conversation, two way, where the follow-up questions come from what the candidate just said rather than a fixed script.
  5. Score Every interview is rated against criteria fixed before the role opened, with the evidence for each rating attached so a person can check it.
  6. Decide A human reads the evidence and makes the call. This step does not move, and no serious vendor claims it does.

Will AI replace recruiters

No, and the labour-market projection points the other way. The US Bureau of Labor Statistics projects employment of human resources specialists to grow 6 percent from 2025 to 2035, faster than the average for all occupations, with about 73,700 openings a year on average over the decade.

That is a forecast, not a promise, and it counts a wider occupation than recruiting alone. It is still the only public number in the argument over whether recruiters will be replaced by AI. Every other page answering this does it with vendor reassurance and customer anecdotes.

What does change is the shape of the week. Searching, first contact, chasing replies and the first structured conversation are the parts software now does at volume. Calibrating a bar with a hiring manager, reading a hesitation, closing someone who has two offers: these have never been the parts that scaled.

The usual objection to ai for recruiters is that the ranking is a black box. A deep read answers it in sentences. Requirements show as met or as still unverified, never as a red mark against the person, and there is a career note plus a market signal such as open to work or time in seat.

What to ask before you buy an AI recruiter

The rules that apply when software screens people

New York City Local Law 144 bars employers and employment agencies from using an automated employment decision tool unless it has had a bias audit within one year of use, the audit results are publicly available, and required notices have been given. Candidates must be notified 10 business days before the tool is used. DCWP began enforcing the law on 5 July 2023.

The EU AI Act lists systems intended for recruitment or selection in Annex III, its high-risk category, naming systems used "to analyse and filter job applications, and to evaluate candidates". If you hire in the EU, that classification is the starting point for what you owe.

US state rules vary and keep moving. Before you deploy anything that screens people, check your own jurisdiction and ask the vendor directly for their most recent bias audit rather than accepting a compliance badge.

The scorecard the interview produces

A resume is a set of claims. The scorecard has a "Verified in this interview" section that marks each claim verified, refuted or unclear, with the evidence beside it, so the disagreement happens over a specific sentence rather than an impression. The recommendation is a label a person then acts on.

What is the difference between an AI recruiter and an AI recruitment agency?

An AI recruiter is software you operate on a subscription. An AI recruitment agency, sometimes advertised as an AI employment agency, is a service that operates tooling for you and bills a placement fee per hire. The practical difference is ownership: with software, the search history, the reasoning and every candidate you passed on stay in your account.

Is there a voice AI recruiter?

Voice AI recruiter is a phrase vendors use loosely, and the channels behind it vary: some products that market voice turn out to screen by text or video once you look. The Cognitive does not do voice. Its interview is a live two-way video interview that asks follow-up questions based on each answer, and its outreach channels are email and SMS only. Ask any vendor to name the channel they ship today.

Can an AI recruiter find passive candidates?

That is most of what sourcing does. It searches public professional profiles rather than an application inbox, so the majority of people it returns never applied. Do I still need an ATS?
