An AI recruitment agency is one of 2 things: a recruitment agency that runs its sourcing, outreach and screening on AI, or software that does an agency's job for you, usually sold as an AI recruiter or AI recruiting agent. The first still sells you an outcome, often for a fee when you hire. The second sells you capacity on a subscription, and your own team makes the calls. Vendors use the same 3 words for both, so the first question on any sales call is which one you're being offered.
Agencies are adopting it fast, but unevenly. In Bullhorn's 2026 GRID report, a survey of nearly 2,300 recruitment professionals, top-performing staffing firms were 4 times more likely to use AI, yet only 10 percent of firms had put agentic AI across their full workflow. Most agencies that call themselves AI-powered still run a human desk with AI in a few steps.
Full disclosure: I run The Cognitive, which is the software route. Every agency and tool I name below is described from its own website, read on 4 October 2026. I haven't hired through any of them.
What is an AI recruitment agency?
An AI recruitment agency is a hiring service, or a product, that uses AI to do the work you'd pay an external recruiter for: finding candidates, contacting them, screening them and handing you a shortlist. People type it as ai recruiting agency, ai powered recruitment agency or ai recruitment agencies, and they mean one of these:
- An agency that runs on AI. You brief a company, as you would any agency, and its recruiters use AI to source, message and screen. Perfectly calls itself "the first ever AI native recruiting agency". GoodSpace calls itself "India's AI-native recruitment agency". You're buying an outcome from someone else's team.
- Software that does the agency's job. An AI recruiter or agent that you run. Finlay sells an "AI recruiter" that sits in Slack and advertises "0% success fees". The Cognitive is in this group. You're buying capacity, and the hire is your team's work.
- An agency that recruits AI talent. Some searchers mean firms that place machine learning engineers. That's a specialism, not a way of working, and this page leaves it alone.
The line blurs on price, which is the part buyers miss. Jack & Jill is software, an AI agent, yet it's paid like an agency: "We're paid by companies, and only when you get hired." Perfectly is an agency, yet its site says it charges "a plan based on number of searches". So judge each offer on 2 axes: who does the work, and what triggers the bill.
How does an AI recruitment agency work?
Whichever route you pick, the work runs through the same 6 steps. What changes is which steps a model does and which a person still owns.
- Intake. The role is written up and turned into criteria. AI can read a brief into search filters in seconds. A person still has to agree the must-haves with the hiring manager, because a wrong must-have poisons every later step.
- Sourcing. The search goes past the people who applied, into databases and public profiles. This is the step that earns an agency its fee. In Gem's 2026 benchmarks, sourced candidates are nearly 8 times more likely to be hired than inbound applicants.
- Contact and outreach. An email or phone number is found for each person, then a sequence goes out. The good tools stop the sequence the moment someone replies.
- Screening or interview. AI runs the first conversation. Formats vary a lot: GoodSpace puts shortlisted candidates through "an AI interview round before reaching you", Finlay sells AI voice screening calls as an add-on, and Hyring lists a two-way live AI video interviewer. In the Bullhorn survey, 46 percent of firms said AI cut screening time in half or better.
- Shortlist. The client or hiring manager gets the people worth meeting, ideally with evidence attached: scores, a transcript, a recording.
- Decision. A person decides who moves forward. If any vendor's AI rejects candidates on its own, ask how you'd audit that, and who is accountable when it's wrong.
Which AI recruitment agencies exist in 2026?
I looked for companies that describe themselves on their own site as an AI recruitment agency, or that sell one as a service. I found 5 that do, and I've added Finlay and The Cognitive as the software route for contrast. I dropped a Belfast AI recruiter that trade press covered in 2023, because I couldn't find its own website today. I also dropped Mercor, which now describes itself as "organizing human intelligence to power the AI economy" rather than as a recruiter.
Here is how they compare. I filled in every cell from each company's own site on 4 October 2026, and I print no fee or price figures for anyone but us:

Where each is strong, and where it's thin:
Perfectly is a Y Combinator Winter 2026 company that sources and sends outreach for startup recruiters, then sends interested candidates your calendar link. Its strength is the done-for-you model with a usage plan instead of a placement fee. The limit is access: you request it, and there's no public price.
GoodSpace runs 3 AI steps, sourcing from a 10M+ candidate database, an AI shortlister and an AI interviewer, with a recruiter shortlisting at the end. It publishes its success fee, which most agencies don't. Its database is its own pool, and its pages are written for hiring in India.
Hyring sells software and services side by side: self-serve AI interviews, a recruiter marketplace and a done-for-you agency, so you can start self-serve and hand roles off later. I couldn't confirm from its pages whether it searches outside its own network or reveals phone numbers.
Paraform matches companies with independent recruiters from what it calls the "World's largest recruiter network", and gives those recruiters AI tools free. You get specialist human recruiters. You don't get a price on the homepage, so the fee model is a sales conversation.
Jack & Jill splits the work in 2: Jack talks to candidates, Jill hires for companies, and they introduce people when both sides fit. It's the clearest example of software priced like an agency. Employers don't get an AI interview report from it; the mock interviews are for candidates.

AI recruitment agency vs traditional agency: what changes?
A traditional agency sells you a recruiter's time, network and judgment, and bills when you hire. Robert Half's annual filing, which our guide to recruitment agency fees and commission quotes, describes permanent placement fees paid only by the employer as a percentage of the new hire's annual compensation. An AI recruitment agency changes the cost of the work behind that fee, and sometimes the fee itself.
What changes:
- Search breadth. When a model reads the brief and ranks public profiles, the agency's private network matters less.
- Screening volume. An AI interview runs at whatever slot each candidate picks, so a desk is no longer capped by how many calls its recruiters can fit in a week.
- Evidence. Instead of a CV and a recruiter's summary, you can get scores against criteria, a transcript and a recording.
- Billing. Some AI-run agencies keep the success fee; others move to usage plans. Software moves to a subscription.
What doesn't change: someone still has to close the candidate, handle the offer and stand behind the shortlist. For senior and confidential roles, a recruiter whose value is who they know is still worth the fee.
How much does an AI recruitment agency cost?
An AI recruitment agency costs whatever its billing model makes it cost, so compare models before you compare numbers. These are the 6 models I found on the sites above and in agency filings:
- Contingency. You pay only if you hire someone the agency put forward, as a percentage of first-year pay. Most traditional agencies bill this way, and so do AI-run ones like GoodSpace and Hyring's done-for-you agency.
- Retained. You pay in stages whether or not the search ends in a hire. Common in executive search firms; I found no AI-native agency selling it.
- Contract staffing. You pay an hourly bill rate for a contractor, plus a conversion fee if you hire them permanently. Our answer on contract vs direct hire compares the two.
- AI agent on a success fee. Software that bills like a contingency agency. Jack & Jill works this way.
- Agency on a usage plan. A service that bills by searches or seats instead of hires. Perfectly is the example here.
- Software subscription. A monthly fee whatever you hire, and your team does the hiring. Finlay and The Cognitive sell this way.
The arithmetic is short. Agency cost is the fee rate times first-year salary, times the number of hires. Software cost is 12 months of the plan, plus the hours your team spends running it. The fee side grows with every hire; the subscription side doesn't. So the more often you hire the same kind of role, the harder the subscription is to beat, and for 1 senior search a year the agency can still be the cheaper, safer call.

Should you hire an AI-powered agency or run AI software yourself?
Hire an AI-powered agency when you lack the people or the network to run the search. Run the software yourself when you have someone who can own the role and you hire often enough for a subscription to pay back. These 5 questions settle most cases.
Do you have someone who can own this role every week?
Software saves hours, but somebody still writes the brief, reads the shortlist and talks to finalists. If nobody on your team has that time, hire an agency, AI-powered or not.
How many hires of the same kind will you make this year?
One hire favours a fee. Five account executives, or a steady stream of nurses, favours a subscription, because every extra hire on software costs credits and interview minutes, not another fee.
Is the value in the recruiter's network or in the search?
For a confidential CFO search, you're paying for who the recruiter can call. For a senior Go engineer in Europe, most of the people you want have public profiles, and a search across ~900M of them reaches them without a middleman.
Who should own the candidate relationships afterwards?
With an agency, the pipeline sits in the agency's system, and the runners-up rarely come back to you. With software, everyone you found stays with your role, so the second-best finalist is still there for the next opening.
How much evidence do you want before you meet anyone?
Ask any agency what arrives with each candidate. If the answer is a CV and a paragraph, you'll be running the first interview yourself. With AI cutting screening time in half or better at 46 percent of the firms Bullhorn surveyed, interview evidence with every shortlist is a fair ask.
How does The Cognitive do an agency's job as software?

When I typed "Senior backend engineer with 5+ years of Go who has built payments systems, Remote EU", the filters included "Remote EU", read as Germany plus 7 other countries. It then searches ~900M public profiles and judges every person against your must-haves. Anyone who misses one drops below the people who meet them; nobody is removed. Each result card opens with a "Why this match" line, 1 or 2 reasons traced to the profile, such as "Go listed in skills". There's no fit score.
Contacts and outreach. You can reveal verified emails and phone numbers, enriched from 30+ sources. On the Sourcing Pro plan you can run email and SMS sequences, sent from platform mailboxes; SMS goes to the US and Canada by default, and a reply or opt-out on either channel stops both. There's no LinkedIn InMail.
The live AI interview. Select any number of candidates and invite them in one go. Each books their own slot without an account, and the invitation tells candidates the interview is run by AI. The interview is live and two-way, 10 or 20 minutes, in 9 languages. The rubric is fixed for the role and the questions adapt to what each person says.
The recording above is a 5-minute live AI interview for a go-to-market role. The AI asks about an outbound email campaign, then follows up on reply rates and on how leads were qualified.
The report. You get a 1 to 5 score per criterion, overall written feedback on strengths, areas to improve and the reasoning behind the recommendation, a weighted score out of 100 and a suggested verdict. The transcript and recording are there too. The AI also picks up to 5 resume claims to probe, and marks each one VERIFIED, REFUTED or UNCLEAR with evidence from the interview. Nothing is rejected automatically, and you can share the report as a read-only link, which is what an agency would send a client.
What one agency reported. A UK staffing agency on The Cognitive went from 200 to 1,400 interviews a month with the same 8 recruiters. That figure is the agency's own; we haven't audited it. The trade-offs. The Cognitive isn't an agency, so nobody closes the candidate for you. It isn't an ATS either: there's no job posting, offer management or search of your ATS history. You become an AI recruitment agency by putting AI on the 3 steps that cap a desk's output, sourcing, first contact and first-round screening, while your recruiters keep the client relationship and the close. Bullhorn's survey points at where to start: among firms that grew revenue by more than 25 percent, 78 percent use AI tools embedded in their applicant tracking system.
The stack has 5 layers. Most agencies already own the first.

- Sourcing beyond your database. A search that reads a client's brief and reaches people who never applied to you.

Then change the desk workflow, one desk first. Here's the version I'd run:
- Take the job order and agree 3 to 5 must-haves with the client before you search.
- Paste the brief into the sourcing tool, check the filters it produced, and fix anything it read wrong.
- Shortlist from the ranked results and reveal contacts only for the people you'll message.
- Send a short sequence with an interview link, and tell candidates in writing that the first interview is run by AI.
- Read every report, call the strongest people yourself, and submit them with the report link next to the CV.
- Track 2 numbers per recruiter: interviews completed a month, and client interviews per submission.
I'd hold to 2 rules. A person reviews every rejection, because a model's ranking is a starting point, not a decision. And you tell clients exactly which steps AI ran, since a client who finds out later will trust the next shortlist less.
