That gap costs placements: Gem's 2026 Recruiting Benchmarks, built on 1.2 million hires, found sourced candidates are nearly 8 times more likely to be hired than inbound applicants.

Bullhorn ATS reviews point to 4 reasons people look elsewhere:
- Cost for a small team. A staffing recruiter wrote on Capterra in October 2025 that it's "still one of the most expensive platforms on the market, but it's not worth the price". Not everyone agrees: a recruitment coordinator said the price is steep but "you get what you pay for".
- The learning curve. A staffing consultant wrote that "Bullhorn has a relatively high learning curve", which a small agency without an admin feels most.

Its strength for a Bullhorn customer is the move itself: Crelate's migration team names Bullhorn as a source system. Its pricing is per user, published for Essentials (paid annually) and Business ("annual or monthly"), and you can start a trial "without talking to sales". The limit: migration is a paid service, contact enrichment is an "additional fee", and there's no AI interview.

Recruiterflow is an ATS and CRM "trusted by 2,100+ search firms". AIRA Source lets you "source across 850M+ profiles without leaving Recruiterflow".
Its pricing page publishes a per-user price for the Platform Plan with a monthly or annual toggle. The AIRA Plan is custom, and the page doesn't say which plan carries AIRA Source. You start with a demo, not a trial. Migration is a free CSV import or a paid white-glove service. No AI interview.

4. Loxo: best for agencies that want their own talent graph inside the ATS
Loxo combines an agency ATS, CRM, outreach and AI agents, and its Professional plan adds Loxo Source, a graph of 850M+ professionals searched alongside your own database.
The pricing page publishes per-user prices for Core and Professional, and both are "Annual plans, paid up front". Enterprise is a custom annual agreement. There's a 7-day trial of Professional with no card, and free migration for Core teams of 3+ seats. Loxo's agents stop at the shortlist, so there's no interview.

JobAdder splits its plans by agency size. Lite is for 1 to 5 users, "for new and boutique agencies", Essential for 6 to 20 and Pro for 21+. Even Lite includes temp and contractor management.
The limit is the buying process. JobAdder's pricing page shows no price and offers to "create a tailored proposal". It doesn't list an outside profile database or an AI interview.
Pick it if you're a small agency placing contractors and you're happy to buy through a proposal.

Vincere, now sold as Access Vincere Evo, publishes a price for all 3 plans on its pricing page. Startup is 1 user on a "Flat fee, 30-day rolling contract". Core covers 2 to 7 users and is "fully digital, self-serve". Pro, for 7+ users, is "priced to your agency".
The trade-off: it doesn't advertise a public profile search or an AI interview.

Recruit CRM is an ATS and CRM for agencies and executive search firms, with AI sourcing that lets you "source from across the internet with natural language". Its pricing page offers monthly or annual billing and says: "Yes, you can cancel your subscription anytime you want."

8. Manatal: best low-cost ATS with an AI video screening add-on
Manatal publishes per-user prices, monthly or yearly, with a 14-day trial and no card. Its pricing page lists sourcing "from a database of over 700 million candidates", phone and email lookups, and data migration support on every plan.
The AI Interviewer runs "video interviews 24/7" using "structured interviews with defined questions and clear grading rules", with a recording and transcript. It's an add-on, and its price isn't on the pricing page.

Zoho Recruit has a staffing edition with a Client Portal where clients can open jobs and give feedback. Its pricing page publishes per-recruiter prices, monthly or yearly, alongside a free plan, a "15-day free trial" and a "45-day money-back guarantee".
Sourcing means searching job board resume databases such as Dice, Indeed and Monster. Video interviews, including one-way recordings, come as an add-on, and Zoho's Zia AI writes transcripts and summaries of recorded interviews rather than running them.

Ceipal puts an ATS, a vendor management system (VMS) and workforce management in one platform, and says it serves "2,500+ clients". Its Recruiter Assistant includes a Voice Agent and a Search and Tag Agent that can "trigger screening workflows, consent messaging, and voice AI interviews". Its January 2026 release notes added a Voice AI pre-screening interview.
The limit: there's no price on its pricing page, so you start with a demo. Sourcing runs through job portals such as Dice, Monster and LinkedIn, not a profile database of its own.
