What is staffing software?
Staffing software is the system a staffing firm uses to fill temp, contract and contract-to-hire orders and then get paid for the hours worked. Buyers also call it software for staffing agencies, staffing agency software, staffing firm software or recruiting software for staffing firms. A staffing firm carries the worker on its payroll, so its software has to follow every shift from the order to the invoice. A full staffing platform usually has 5 parts:
- Front office. An applicant tracking system (ATS) plus a staffing CRM for clients, job orders and submittals.
- Middle office. Timesheets, pay and bill rates, and invoicing.
- Back office. Payroll, tax filing and W-2s in the US.
- VMS connections. Feeds from the vendor management systems (VMS) enterprise clients use to release orders.
- Onboarding and mobile. Forms, credentials and a worker app for shifts and time.
Contract staffing software and temp staffing software are mostly the same products with a different emphasis. None of these 5 parts finds you new people, which is the gap The Cognitive fills.

How did we rank this staffing software?
I started with 11 names: Bullhorn, Avionté, Ceipal, JobDiva, Erecruit, TempWorks, Crelate, JobAdder, Zoho Recruit, Vincere and Loxo. Erecruit isn't a separate pick, because erecruit.com now redirects to a Bullhorn page titled "Erecruit by Bullhorn". Loxo moved to "Also considered", because I found no timesheets or payroll on its site.
I sorted the other 9 by how much of the temp and contract chain each lists on its own site. Bullhorn, Avionté, JobDiva and Ceipal show front office, back office and VMS. TempWorks and Vincere show pay and bill but no VMS. JobAdder manages temp work without native pay and bill, Crelate hands payroll to connected providers, and I found no timesheet or payroll module in Zoho Recruit.
The Cognitive takes #1 on the test in the disclosure above. Bullhorn, Avionté and Ceipal list AI screening too, but only through a demo or quote.
How do you choose staffing software?
Do you need payroll and VMS in the same system?
If you carry hundreds of workers a week, re-keying hours between systems eats margin and invites payroll errors. Bullhorn, Avionté and JobDiva each list a back office and VMS connections under one brand, and Ceipal builds a VMS into its platform. If you place a few dozen contractors, a staffing CRM plus a payroll provider is often cheaper. Crelate connects to outside payroll providers rather than replacing them.
Which staffing software suits healthcare staffing agencies?
Healthcare staffing lives or dies on credentials. JobDiva's healthcare page covers credentialing with compact licenses and strike checking, a portable "Healthcare Wallet", and travel, locum tenens and per diem assignments. Ceipal Healthcare puts the ATS, credentialing, invoicing and shift management in one platform, and Bullhorn lists healthcare as its own segment. Which suits light industrial and hospitality staffing?
Light industrial and hospitality orders are shift-based, high volume and often filled the same day. Avionté says it processes 4.6 million W2s a year, and Bullhorn lists clerical and light industrial as a segment. I found no vendor here with a page built for hospitality staffing, so judge hospitality staffing software on shift scheduling and the worker app. TempWorks and Avionté both have mobile apps for workers.
Which suits IT and contract staffing?
IT contract desks win or lose on VMS speed and on how well they screen technical people before submittal. Ceipal sells to "general and IT staffing organizations" and puts a VMS next to the ATS. JobDiva lists VMS Synchronization. The screening part is where a live interview helps: in The Cognitive, the rubric stays fixed for the role while the questions follow each answer, so a vague claim about a cloud migration gets a follow-up. Do you need a staffing ATS and CRM, or a full staffing platform?
An ATS for staffing agencies tracks workers and submittals, and a staffing CRM tracks clients, contacts, job orders and the sales pipeline; a full platform adds timesheets, pay and bill and payroll. Firms that bill through an employer of record can live on a staffing CRM such as JobAdder, Crelate or Zoho Recruit. Firms that employ the worker need the back office of the first 4 platforms here. Bullhorn says "More than 10,000 companies rely on" its platform for their staffing processes. Its Bullhorn One edition runs front office to back office, with timesheets, time interpretation, invoicing and pay and bill automation. VMS Automation connects to "110+ major vendor management systems" and imports job records into the ATS. Erecruit now sits under Bullhorn too.
The limit is that most of what a staffing firm needs is quote-only. Bullhorn publishes per-user prices for Starter and Core, while Middle Office, VMS Automation, Amplify Search & Match and Bullhorn One are all "Get a quote". 3. Avionté: best for light industrial and clerical temp firms that run payroll in house
Avionté calls itself "The Staffing Intelligence Platform Built to Grow Your Agency". It connects the ATS and CRM to payroll and billing and a mobile talent app, and its solutions menu lists a fully integrated VMS. It says it processes 4.6 million W2s and $15 billion of payroll a year, with 25,000+ active users.

Pick it if you employ high volumes of temp workers and want payroll and billing inside your staffing software.
4. JobDiva: best for healthcare and IT staffing that needs credentialing and VMS sync
JobDiva says more than 40,000 recruiters use it. The platform covers an ATS, a contact relationship manager, onboarding, a back office called DivaFinancials, VMS Synchronization and 100+ built-in integrations. Contractors log time and expenses in its MyTime app.
Its healthcare edition is the most detailed I read: credentialing with compact licenses and strike checking, shift scheduling and a Shift Marketplace for per diem work. I found no AI interview, and pricing is by demo only.
Pick it if you staff nurses, allied health or IT contractors and need credentials and VMS orders in the same system.
5. Ceipal: best for IT staffing firms that want a VMS inside the ATS
Ceipal pitches itself as a "Staffing OS" for "general and IT staffing organizations", healthcare staffing and corporate teams, with 2,500+ clients. Its core is a global ATS with a VMS and workforce management in one platform.

Pick it if you run IT contract desks and your clients want you to manage other suppliers through a VMS.
6. TempWorks: best for temp agencies that want payroll processing and payroll funding from their software vendor
TempWorks Software offers "end-to-end, all-in-one software solutions for recruiting and staffing agencies": an ATS, a CRM, pay and bill, onboarding tools and a mobile ATS called TempWorks Beyond. It goes further into the back office than most, with payroll processing as a service and payroll funding through a partner, Lone Oak Payroll.
I found no VMS connection or AI interview on its site. Pricing is by demo.
Pick it if you are a temp agency that wants help with payroll and cash flow, not only a place to store candidates.
7. Vincere: best for UK temp and contract desks on a 30-day rolling contract
Access Vincere Evo puts temp and contract management, "including scheduling and timesheets", in its Core plan, along with onboarding with DBS and Right to Work checks. Pay & Bill is "built in" on Pro, with a client portal. It says 22,000+ recruiters use it.
Startup and Core run on a "30-day rolling contract", with prices published in pounds up to 7 users. The catch is that pay and bill only comes on Pro, which is priced to your agency, and I found no VMS feeds.
Pick it if you run a small UK temp or contract desk and won't sign an annual contract.
8. JobAdder: best for growing agencies that mix perm with temp and contract
JobAdder builds for "both Perm and Temp/Contract placements". Its entry Lite plan already lists temp and contractor management, and Essential adds temp and contract talent pooling. It posts to 200+ job boards and lists 100+ integrations.
I found no pay and bill or payroll module, so a temp desk needs a payroll partner. JobAdder doesn't publish a price; it writes "a tailored proposal" for you.
Pick it if you are a mixed perm and temp agency that wants one front office and already has payroll covered.
9. Crelate: best for staffing and consulting firms that keep their own payroll provider
Crelate combines sourcing, a recruiting CRM and applicant tracking, and its discovery search reaches "up to 1 billion people and 20 million companies". For staffing, it connects to outside back office, HCM and payroll providers rather than shipping its own.
That suits a firm happy with its payroll provider, but you will run 2 systems. Crelate publishes prices on its lower plans and offers a free trial without a sales call. I found no AI interview.
Pick it if you run a professional or consulting staffing desk and want a strong staffing CRM next to the payroll you already trust.
10. Zoho Recruit: best free way to start a staffing agency on a real ATS
Zoho Recruit's Staffing Agency Edition covers client handling, candidate records, posting to 75+ job boards and sharing resumes with clients without exposing personal details. It treats payroll and billing as integrations, and I found no timesheet module. Its video feature records your own calls with candidates, and its assistant, Zia, writes screening assessments but doesn't interview.
Pick it if you are starting a staffing agency and want a client-ready ATS before you pay anything.
