Healthcare Recruiting Software for Hospitals and Staffing Agencies: The 10 Best in 2026

The best healthcare recruiting software in 2026 is The Cognitive for finding licensed clinicians who aren't applying and interviewing them on a slot they book themselves. It searches ~900M public profiles from a plain-English brief, treats a required licence as met only when the profile shows it, and runs a live, two-way AI video interview as a first-round screen. Hospitals keep their ATS, and staffing agencies keep their staffing platform.

The shortage is the reason sourcing matters here. The US Bureau of Labor Statistics projects about 180,800 openings for registered nurses every year through 2035. Meanwhile the National Council of State Boards of Nursing found more than 138,000 nurses left the workforce after 2022, and 39.9% of RNs said they intend to leave or retire within 5 years. Posting a job and waiting won't cover that gap.

The 10 best healthcare recruiting software platforms in 2026

  1. The Cognitive: best for sourcing licensed clinicians who aren't applying and interviewing them live with AI.
  2. SeekOut: best healthcare-only search database, with filters for active licence state.
  3. Bullhorn: best healthcare staffing agency software, from credentialing to shifts and pay.
  4. symplr Recruiting: best ATS built only for hospitals and health systems.
  5. Phenom: best for large health systems that want AI agents to screen for licence and shift.
  6. Workday Recruiting: best for health systems already running Workday HCM.
  7. iCIMS: best enterprise ATS and CRM for hospital recruiting teams.
  8. HireVue: best for video interviews and healthcare assessments at volume.
  9. Paradox: best for text-based screening and scheduling of caregivers, aides and nurses.
  10. Avionté: best for travel nurse, allied and locum staffing firms that run payroll in house.

Full disclosure: I run The Cognitive. It ranks first on one test you can check: it's the only tool here that finds people outside your database and runs a live, two-way AI video interview with them, in an account you can open without a sales call, at a published price. The order after #1 is my judgment for a hospital or healthcare staffing team, weighted toward healthcare-specific features you can read on the vendor's own site. I have not used the other 9 on a paid account. What I say about them comes from their own websites, read on 3 October 2026.

What is healthcare recruiting software?

Healthcare recruiting software is the software hospitals, health systems and healthcare staffing agencies use to find clinical and non-clinical staff, screen them and move them toward a start date. Buyers also call it healthcare recruitment software, medical, physician or nurse recruiting software. What separates it from general recruiting software is licences, shifts and credentialing.

The 10 on this page fall into 4 kinds:

The case for AI interviews in hospitals is in AI interviews for healthcare hiring. This page compares the software.

How does healthcare recruiting software compare?

Here is how they stack up. I filled in every cell from the vendor's own site on 3 October 2026:

"Finds people who haven't applied" means a built-in search over profiles outside your own database. Rediscovering past applicants in your own ATS doesn't count.

How did we rank healthcare recruitment software?

I started with 11 names and dropped AMN Healthcare and Aya, which sell staffing services and workforce technology rather than recruiting software. To make the 10, a product had to show a healthcare page or healthcare-specific feature on its own site.

I checked both halves of the #1 test against all 9 others. SeekOut is the only other one that clearly searches outside your database, and its AI interviewer, Sam, runs interviews asynchronously. Its AI screening is in the top tier, which is "Custom" priced, or sold as an add-on. HireVue's AI Interviewer is two-way but by voice. Phenom's runs in real time and is sold through a demo. Bullhorn lists external search and AI interviews in Amplify, both by quote.

After #1, I weighed the healthcare-specific work each product shows on its own site, such as licences, credentialing and shifts, then how much of the hiring chain it covers and whether you can see a price. That's why SeekOut sits second and Paradox, a strong scheduler with no outside search, sits ninth.

How do you choose healthcare recruiting software?

What's the best recruiting software for hospitals?

Most hospitals need an ATS first and a sourcing tool second. symplr Recruiting is built only for hospitals, Workday Recruiting fits a system already on Workday HCM, and iCIMS suits large teams that want a CRM too. Add The Cognitive for the units that stall, such as ICU or OR. It connects directly to Workday, iCIMS, Oracle Taleo and SAP SuccessFactors, among 60+ ATS integrations.

What's the best healthcare staffing agency software?

Staffing agencies need a system that carries credentials, shifts and pay. Bullhorn covers credentialing through to time and pay, and Avionté adds payroll for travel, allied and locum firms. The Cognitive fills the pipeline those systems track. Our best staffing software list compares the staffing platforms in more depth, and Bullhorn vs Avionté puts those 2 head to head.

How do you source nurses with a specific licence?

Put the licence in the search as a requirement, then check how the tool decides someone has it. SeekOut lets you "Filter by active license state, certification type, and specialty". In The Cognitive you write the licence into the brief as a must-have, and it only counts as met when the profile shows it. Anyone who doesn't meet it drops below the people who do. Either way, primary-source verification still happens in credentialing.

Can AI interview clinical candidates?

Yes, for a first-round screen, and no tool here replaces a clinical skills check. HireVue and Phenom interview by voice. Paradox screens by chat and text. The Cognitive runs a live, two-way video interview scored against a rubric you set for the role, with the questions adapting to each answer. It doesn't test clinical competency, and nothing is rejected automatically.

How do you interview nurses who work 12-hour shifts?

Let them pick the time. Paradox reports that 60% of Houston Methodist's candidates scheduled after hours through its AI assistant. In The Cognitive, candidates book their own interview slot without making an account, so a night-shift nurse can take it on a day off.

The 10 best healthcare recruiting software platforms, reviewed

1. The Cognitive: best for sourcing licensed clinicians who aren't applying and interviewing them live with AI

The Cognitive is AI recruiting software that does 2 jobs a hospital ATS or staffing platform leaves to you: finding people outside your applicant pool and holding the first interview. It doesn't post jobs, run credentialing or pay anyone. It sits in front of the system you already run.

You describe the role in plain English, such as the licence, unit, years and city for an ICU nurse, and the app reads the brief into filters you can edit. Every person found is judged against the must-haves in the brief. A required licence only counts as met when the profile shows it, and anyone who misses a must-have drops below the people who meet it. Nobody is removed.

Each result card opens with a "Why this match" line: 1 or 2 reasons traced to the profile, such as the current role. When the pool is thin, as it often is for a niche specialty in a small city, the search relaxes its softest filters and tells you what it broadened. Verified emails and phone numbers can be revealed. A search costs 1 credit per candidate it returns, 5 to reveal an email and 10 to reveal a phone number, charged only when a value comes back. On the Sourcing Pro plan, email and SMS sequences go out from platform mailboxes.

The interview is the second half. Candidates book their own slot without an account, which suits clinicians on rotating shifts, and the invitation tells them the interview is run by AI. It's a 10 or 20 minute live video interview in any of 9 languages. The rubric stays fixed for the role while the questions adapt, so a vague answer about a patient handover gets a follow-up. Treat it as a first-round screen. It isn't a clinical assessment.

The recording above is a 5-minute live AI interview for a go-to-market role, not a clinical one. The AI asks about an outbound email campaign, then follows up on reply rates and on how leads were qualified.

The report scores each criterion 1 to 5 with written feedback, rolls them into a weighted score out of 100 with a suggested verdict, and includes the transcript and recording. Integrity flags such as tab switches are logged, not scored. Nothing is rejected automatically.

Pick it if your hardest units are filled by clinicians who aren't applying and you want them screened before a nurse manager spends an hour on the phone. AI Sourcing starts at $49/month and AI Interview at $99/month, monthly and cancel anytime. See the healthcare page for how teams set it up.

Find and interview your next clinician on The Cognitive Describe the role and the licence, see who matches across ~900M public profiles, then interview the people you pick. Start free

2. SeekOut: best healthcare-only search database, with filters for active licence state

SeekOut promises you can "Recruit from the largest pool of healthcare workers". Its healthcare page claims "31M+ Healthcare profiles", including "8.2M" registered nurses, "4.1M" physicians and "6.8M" allied health professionals. You can "Filter by active license state, certification type, and specialty", and contacts come with "Email, phone, and postal contact info".

That licence-state filter is the strongest healthcare search feature on this list. The limit is the interview. SeekOut's AI interviewer, Sam, "runs structured, rubric-based interviews asynchronously", and the pricing page puts AI screening in the top tier or sells it as an add-on. Only Sourcing Core shows a price, with a 14-day free trial; the other plans are "Custom". Our review of SeekOut covers the rest of the platform.

Pick it if you recruit physicians, nurse practitioners or travel nurses by licence state and want a database built only for healthcare.

3. Bullhorn: best healthcare staffing agency software, from credentialing to shifts and pay

Bullhorn's healthcare edition says it's "Trusted by 22 of the top 25 healthcare staffing agencies". It covers credentialing with "full visibility into the compliance status", shift fills "at scale", and time and pay. It also uses AI "to instantly match open shifts with available, credentialed providers".

Its Amplify layer can "Conduct, summarize, and score candidate interviews around the clock" and surface candidates through Search & Match, but the page doesn't say whether those interviews run by voice, chat or video. On the pricing page, Starter and Core show per-user prices, while Amplify, VMS Automation and Bullhorn One are "Get a quote".

Pick it if you run a healthcare staffing agency and want credentials, shifts and pay in one system. The Cognitive integrates with Bullhorn directly. Before you sign, read our Bullhorn pricing guide, or Bullhorn alternatives for other agency platforms.

4. symplr Recruiting: best ATS built only for hospitals and health systems

symplr Recruiting is a "Healthcare Applicant Tracking System", "designed specifically for hospitals and health systems". If you're searching for HealthcareSource, this is where it went: symplr's site says "HealthcareSource is now a part of symplr". The ATS covers career sites, requisitions, onboarding and reporting, with texting and secure video interviews.

symplr adds 2 healthcare modules around it. symplr Talent Sourcing is recruitment marketing, with branded landing pages and email and SMS nurture for people who haven't applied yet. symplr Assessments uses behavioral science to find candidates who are "compassionate, customer-focused". I found no search of outside profiles and no AI interview. Pricing "is based on organization size, hiring volume, implementation scope, and selected capabilities", by demo.

Pick it if you're a hospital or health system replacing a generic ATS and want one built around healthcare roles.

5. Phenom: best for large health systems that want AI agents to screen for licence and shift

Phenom's healthcare page opens with "Nurses, techs, therapists, and aides won't wait for a callback." Its voice screening agents "confirm license, shift availability, and travel radius", then book qualified candidates into hiring managers' calendars.

Its AI Interviewer gives "Every candidate" a "structured, real-time interview", and Phenom is clear that the agent "doesn't decide who advances". The trade-off is buying it. Phenom is an enterprise platform with no price on the site, and every path starts with "Book a demo".

Pick it if you hire thousands of clinical and support staff a year and want screening for licence and shift built into one enterprise platform.

6. Workday Recruiting: best for health systems already running Workday HCM

Workday Recruiting is pitched as "AI-powered hiring, built for change." It adds a "Recruiting Agent" powered by HiredScore and a "Candidate Experience agent" powered by Paradox, which handles conversational questions and interview scheduling. Workday completed its purchase of Paradox on 1 October 2025.

The strength is fit: recruiting runs inside the Workday system a health system may already use for HR. The limit for a sourcing team is that the page doesn't mention searching outside databases, and there's no price on the site.

Pick it if your health system is on Workday HCM and you want recruiting inside the same system. The Cognitive connects to Workday directly.

7. iCIMS: best enterprise ATS and CRM for hospital recruiting teams

iCIMS sells "Healthcare & hospital recruiting software" as "a unified platform to attract, engage, and hire clinical, administrative, and support staff". It pairs the ATS with a CRM for rediscovering past candidates, texting and chat for "on-the-floor professionals", and video interviews.

Its AI page lists an "AI Sourcing Agent", AI search and match, and "AI-generated interview questions", but I found no AI interviewer that talks to candidates. Pricing goes through "Request demo" and "Talk to sales".

Pick it if you run a large hospital recruiting team that wants the ATS and the talent CRM in one enterprise product. The Cognitive connects to iCIMS directly.

8. HireVue: best for video interviews and healthcare assessments at volume

HireVue pitches healthcare buyers with "Hire skilled healthcare talent faster without compromising care." It offers OnDemand and live video interviews, "Validated assessments designed for healthcare's unique demands" and self-scheduling.

Its AI Interviewer, launched on 18 June 2026, runs "dynamic, two-way voice interviews with every applicant 24/7". It screens the people who apply; I found no search for people who haven't. Pricing is by demo, with an ROI calculator on the pricing page and no plan prices.

Pick it if you get thousands of applicants for clinical and support roles and want validated assessments in the screening step. If the demo-only path rules it out, compare alternatives to HireVue.

9. Paradox: best for text-based screening and scheduling of caregivers, aides and nurses

Paradox tells healthcare employers to "Treat your candidates like you treat your patients." Its assistant screens new candidates by chat and text, schedules and reschedules interviews, and answers candidates at any hour. Its healthcare page reports a 97% cut in interview scheduling time at Essentia Health.

Paradox is now part of Workday, and it's built for frontline volume rather than search. It doesn't find people who haven't applied, and pricing is by demo.

Pick it if you hire caregivers, aides and nurses at volume and your bottleneck is getting applicants booked into interviews. Our best high-volume hiring software list covers this kind of tool in more depth, and our hourly hiring software guide focuses on shift-based roles.

10. Avionté: best for travel nurse, allied and locum staffing firms that run payroll in house

Avionté's healthcare page is headlined "Source Better, Onboard Faster." It's built for "supplemental healthcare providers, including travel nurses, allied staff, and locum tenens", with healthcare sourcing tools, integrated video interviewing and "Expedited credentialing" through partner integrations.

The main site says it processes 4.6 million W2s and $15 billion of payroll a year, and lists AI for candidate discovery, pre-screening and interviews without naming the interview format. There's no price; you request a demo.

Pick it if you run a supplemental staffing firm and want payroll, credentials and a provider app under one vendor. Avionté isn't a direct integration for The Cognitive today, so you'd upload candidates as a CSV and share the read-only report link.

Who is The Cognitive built for?

It's built for hospital recruiters and healthcare staffing agencies whose hardest roles are filled by clinicians who aren't applying, such as ICU nurses in a city where every hospital is hiring from the same small pool. It suits teams that want those people screened on their own time before a nurse manager gets involved. Most keep their stack and add The Cognitive in front of it:

How much does healthcare recruiting software cost?

Of the 10 tools here, 1 publishes all its plan prices, 2 publish some, and 7 sell only through a demo or quote. They charge in 3 ways:

The Cognitive's AI Sourcing starts at $49/month and AI Interview at $99/month, billed monthly. With the quote-only vendors, ask which AI features are add-ons before the demo ends.

SeekOut offers 14 days of Sourcing Core with no credit card. The Cognitive has a free trial with 100 sourcing credits.

How do you test healthcare recruiting software before you buy?

Pick the unit with the longest open requisition, such as night-shift ICU or a rural clinic. Run that role through 2 tools from the table that cover the stage where it's stuck. After 2 weeks, count 4 numbers:

Book a screen on your own role and sit through it as a candidate. Then have a nurse manager review 5 shortlisted clinicians without knowing which tool found them. On The Cognitive's free trial you can run that role through it before you pay. See AI sourcing and the AI interviewer for each half.
