How did we rank this IT staffing software?

I started with 11 names: JobDiva, Ceipal, Bullhorn, Recruit CRM, Zoho Recruit, hireEZ, SeekOut, HackerRank, CodeSignal, Dice and Loxo. A tool made the list if an IT desk would use it between a new req and a submittal, and if its site let me fill every column of the table.

HackerRank moved to "Also considered" because its pricing page wouldn't load for me, and Loxo because it sells annual plans paid up front and leans toward perm search. The other 9 sit in 4 groups, in this order: IT staffing ATSs with VMS and back office, agency ATSs with published prices, tech talent sources, and the coding test. For each vendor I read the homepage, the pricing page and the AI or IT staffing page, and noted whether it connects to The Cognitive.

The Cognitive takes #1 on the test in the disclosure, checked against all 11. hireEZ's AI screening runs by voice, SeekOut sells its video screener only on custom-priced plans, Ceipal's AI interviews run by voice through a demo, and CodeSignal interviews but doesn't search for people.

JobDiva pulls reqs from "all major Vendor Management Systems" and brings in timesheets, expenses and statements of work (SOW) with them. Its back office handles billing and payroll for "both contract assignments and SOW projects", which suits IT firms that run consulting projects next to contractors.

Its sourcing works on data you already pay for: a harvesting tool pulls resumes from your job board subscriptions and applicants. I found no AI interview on its AI page, which lists resume summaries, email templates and chatbots. Pricing is by demo only.

Pick it if your IT desk earns most of its revenue from VMS programs and SOW work and needs both in one system.

3. Ceipal: best for IT staffing firms that want the ATS and a VMS in one product

Ceipal names "general and IT staffing organizations" as its first market and puts an ATS, a VMS and workforce management in one platform. Its ATS posts to 50+ job boards, Dice and LinkedIn among them, and searches those boards in real time from inside the app.

Bullhorn says more than 10,000 companies run their staffing on it. VMS Automation connects to "110+ major vendor management systems", and Amplify Search & Match adds external search to your database search.

Agentic screening appears under Bullhorn Max, and Max, Pro, VMS Automation and Search & Match are all "Get a quote". Recruit CRM calls itself an "AI First ATS + CRM built for recruitment agencies". Its AI Sourcing lets you "Source from across the internet with natural language", and a Candidate Submission Agent drafts the list you email to a client. A separate Timesheets product handles contractor pay.

6. Zoho Recruit: best free way to start an IT recruiting agency

Zoho Recruit's Staffing Agency Edition posts to 75+ job boards, and its assistant, Zia, drafts screening assessments for a job.

Its pricing page offers a Forever Free edition, a 15-day trial and a 45-day money-back guarantee, and lists "one-way or live video interviews", with video interview credits sold separately. Dice "connects you with qualified U.S. tech professionals ready for contract or permanent work". Its candidate search covers 3.7M tech professionals, with filters for work authorization, security clearance, salary expectations and contract availability.

The pool is people who joined Dice, mostly active job seekers. Dice publishes packages of job slots and monthly candidate views. I found no interview step.

Pick it if you fill W2 and C2C contract reqs in the US and need to filter by work authorization on day one.

8. hireEZ: best for GitHub and Stack Overflow signals on top of your ATS

hireEZ surfaces "matched technical skills and AI project experience reported from platforms like GitHub, Stack Overflow, and LinkedIn". It covers 1B+ profiles across 45+ channels and rediscovers people already in your ATS.

CodeSignal sells coding assessments, an AI Interviewer and live tech interviews in a shared IDE. CodeSignal doesn't find candidates, so it comes after your sourcing tool and first-round screen.
