What is a contact finder for recruiting?
A contact finder takes a person you already know about, usually from a LinkedIn profile or a search result, and returns an email address, a phone number or both. Recruiters use them because InMail is slow and expensive, and because a personal email or a mobile number reaches a passive candidate who never checks LinkedIn messages.
You'll see them sold as an email finder for recruiters, a candidate phone number finder or a recruiter email finder. They come in 3 kinds:
- Browser extensions. ContactOut, SignalHire, Kaspr, Lusha, RocketReach, Apollo and Seamless.AI sit on top of LinkedIn and other sites and reveal details on the page you're viewing.
- Sourcing tools with contacts built in. hireEZ and Juicebox find candidates and attach contact data to the same profile.
- Sourcing, contacts and an interview. The Cognitive finds candidates, reveals their contact details and interviews the ones you pick, live, with AI.
Most of these tools were built for sales prospecting first. That shows up in the details: work emails over personal ones, CRM links over ATS links, and pricing pages that never say "recruiter". The data figures are each vendor's own claim and they count different things, so treat them as a rough guide, not a ranking.
How did we rank these 10?
I started from the tools recruiters name most when they ask for ContactOut alternatives or SignalHire alternatives, then checked each one for 4 things on its own site: does it return personal emails and mobile numbers, does it work where recruiters work (LinkedIn Recruiter, an ATS), what does a failed lookup cost, and does it publish a price.
The Cognitive is #1 on the rule in the disclosure above. hireEZ also screens candidates, but with conversational AI by voice or chat rather than a video interview, and none of the others interviews anyone. After #1, the order is my judgment of fit for a recruiter who mainly needs contact details: support for LinkedIn Recruiter, personal emails, a link to an ATS, and a clear rule for what a failed lookup costs. That's why the 2 dedicated contact extensions sit above the 2 sourcing platforms, and sales-first tools sit at the bottom. That's my judgment, and I've said why for each one. Hunter didn't make the 10: it's a good work-email finder, but its pricing page doesn't mention phone numbers at all.
How do you choose a candidate contact finder?

Do you need personal emails or work emails?
For recruiting, personal emails usually matter more. Nobody wants a recruiter's message landing in the inbox their manager can see. ContactOut, SignalHire and RocketReach all say they return personal emails, and Juicebox prices a personal email at 1 credit. Sales-built tools such as Seamless.AI lead with "verified business emails". In The Cognitive, you reveal an email from the candidate's card and it tells you plainly when nothing is on file.
What happens when the lookup finds nothing?
This is the question that decides your real cost per candidate, and most pricing pages skip it. SignalHire says a credit is "only charged on success", and Seamless.AI refunds the credit "if an email is invalid". The other 7 on this list don't say. The Cognitive charges 5 credits for an email and 10 for a phone number, and only when a value actually comes back. Re-opening a contact you've already revealed is free.
Where will the contact go next?
A contact in a spreadsheet is a chore. ContactOut lists Lever, Greenhouse and Bullhorn, SignalHire pushes to ATS and CRM tools, RocketReach names Bullhorn, and Juicebox lists dozens of ATS systems on its top plan. Kaspr, Lusha, Apollo and Seamless.AI talk mostly about sales CRMs. In The Cognitive, the contact stays on the candidate, and you can email or text them from your shortlist on the Sourcing Pro plan or import them to a role for an interview.
Do you need a browser extension?
If your day starts in LinkedIn Recruiter, an extension is the fastest path. ContactOut and Kaspr both name LinkedIn Recruiter Lite, and ContactOut also names Recruiter Pro. The Cognitive has no extension. You find people in its own search, which ranks them against your brief first, so you only pay to reveal the people worth contacting.

1. The Cognitive: best overall, for recruiters who want the contact, the ranking and the interview in one account
The Cognitive is AI recruiting software that sources candidates across ~900M public profiles and interviews them live with AI. Contact reveals sit in the middle of that. You describe the role in plain English, the app reads your brief into filters you can edit, and every person found is judged against your must-haves. Anyone who misses one drops below the people who meet them. Only then do you reveal contacts, so the credits go on people who actually fit.
Revealing an email costs 5 credits and a phone number costs 10. If the lookup finishes with nothing on file, you're not charged and the card says so. You're never charged twice for the same field, and exporting people you've revealed to a CSV is free. I won't quote an accuracy rate, because I'd rather you test it on your own role than trust a number I picked.
What none of the other 9 does is the next step. Import the person to a role and invite them to a live, two-way AI video interview of 10 or 20 minutes, scored against the rubric you set. The honest limits: there's no browser extension, you reveal people one at a time from search results rather than uploading a list, and email and SMS outreach needs the Sourcing Pro plan.

2. ContactOut: best for finding personal emails while you browse LinkedIn Recruiter
ContactOut courts recruiters more openly than any other extension here: its recruiting page promises to "reach the best candidates in half the time." It covers "350M professionals across 40M companies", with "200M emails, 100M phone" numbers, and returns "verified work and personal emails". Its extension works on LinkedIn Standard, Recruiter Lite and Recruiter Pro, and it lists Lever, Greenhouse and Bullhorn integrations.
The limit is where the useful parts sit. The free plan is thin on phone numbers and, per its recruiting page, works on LinkedIn Standard only. Its pricing page puts "Works with recruiter Pro" and "Salesforce + ATS integrations" on the Team plan, which is "Contact us".
Pick it if you live in LinkedIn Recruiter and personal emails are what you need most.
3. SignalHire: best for paying only when a lookup succeeds, with a browser extension
SignalHire searches "900M+ profiles" and says "one credit returns every available contact for a profile and is only charged on success." Its pricing page is just as plain: a credit is used "if at least 1 email address or phone number is returned". It runs on Chrome and Firefox, enriches a CSV you upload, and pushes contacts to tools such as Zoho Recruit and Recruitee.
It claims "95%+ email accuracy with live verification". That's its figure, not one I've tested. The catch is plan design: emails and phones are sold as separate plans (Emails, Phones, or Emails & Phones), so check which one covers the candidates you call.
Pick it if you want an extension with a billing rule you can predict.
4. hireEZ: best for refreshing old contact details in your ATS
hireEZ is a sourcing platform first, searching "1B+ candidate profiles across 45+ channels", with "Email, SMS, and InMail engagement" built in. The contact angle that stands out is ATS Enrichment: it promises to "turn your dormant ATS into a living talent pipeline", which matters if your old applicants changed phones years ago. Contact accuracy is the weak spot reviewers name. On 30 September 2026 I read a G2 reviewer who wrote that "we receive contact information for a relative instead of the intended person." The solo plan has a published price and a 7-day trial; teams buy through sales. See our hireEZ alternatives.

5. Juicebox: best for contact credits bundled into AI search
Juicebox searches "800M global profiles and 30+ diverse data sources" and sells contact credits with its seats. Its pricing page is clear about what a credit buys: "you get all emails and phone numbers associated with a profile", priced at 1 credit for a personal email and 3 for phone numbers. The limit is that the parts recruiters ask for sit on the top plan. "Integrate ATS or CRM" is on Business, a custom quote, and unlimited contact credits come only with Business or the paid Agents add-on. Pick it if you want search and contacts in one bill and can live without the ATS link at first.
6. RocketReach: best for executive search desks on Bullhorn
RocketReach says it covers "over 700 million professionals and 60 million companies", with "AI-validated phone numbers, personal emails, and social profiles". Its recruiting page says it "integrates effortlessly with Bullhorn and Zapier", and it pitches itself to executive search firms. Its custom plans page claims a "90-98% deliverability rate on our verified emails".
The limit is buying it as a team. Custom plans are "tailored for teams of 5+" and billed annually, and its pricing page didn't load for me on 30 September 2026, so I can't tell you what solo plans show today.
Pick it if you run an executive search desk on Bullhorn and want contacts to flow straight in.
7. Kaspr: best for European candidates and LinkedIn Recruiter Lite
Kaspr leads with "Instant access to accurate European contact data", claiming "500m+ verified and compliant phone numbers and email addresses" from "over 150 sources". Its extension works on LinkedIn, and the Business plan adds "Kaspr on LinkedIn Recruiter Lite". The free plan includes a few phone and direct-email credits each month.
The limit is the stack around it. The integrations it lists are sales CRMs and dialers, such as HubSpot, Salesforce and Aircall, with no ATS named on its pricing page.
Pick it if you hire across Europe and work from LinkedIn Recruiter Lite.
8. Lusha: best for privacy paperwork and certifications
Lusha claims "525M+ verified contacts" and publishes its credit rule: 1 credit to reveal an email, 5 for a phone number. Its privacy story is the most detailed here. Its GDPR page says it notifies people about the collection of their data "as required by Article 14", and it lists ISO 27701, ISO 27001 and SOC 2 Type 2.
The limit: it's a sales tool. The pricing page is headed "Flexible pricing for any GTM team", is written for sales teams; the only recruiting system in its integration list is Bullhorn, grouped with the sales CRMs. Teams above 5 users go to sales.
Pick it if your legal team wants certificates before anyone reveals a phone number.
9. Apollo: best free plan, if you can live with a sales tool
Apollo offers "240M+ contacts and 30M+ accounts", a free plan, and email campaigns "included on every Apollo account". Its pricing is published per plan, and credits are "pooled across your entire team", which helps a small agency share one budget.
The limit is fit. Apollo calls itself "the most loved sales platform on the planet", its pricing page never mentions recruiting, and unused credits "do not roll over".
Pick it if you want free contact lookups plus email campaigns and don't need an ATS link.
10. Seamless.AI: best for refunds on emails that bounce
Seamless.AI claims "1.8B+ verified business emails and 414M+ phone numbers" and offers what it calls credit back protection: "If an email is invalid, we automatically refund your credit." It's "free for up to 50 credits", then you talk to sales.
The limit is that it's built for selling, not hiring. The homepage pitch is "AI for sales prospecting", the emails it leads with are business emails, and there's no published price for paid plans.
Pick it if you recruit into sales roles and want the bounce risk on the vendor.
Is it legal to find a candidate's email and phone number?
Usually, yes, but how you use it matters, and this isn't legal advice. In the EU, and in the UK under the UK GDPR, Article 14 covers personal data you get from somewhere other than the person. Article 14 says you must tell them who you are, why you hold their details, what you hold and where it came from, within a month of getting the data and, if you use it to contact them, "at the latest at the time of the first communication".
In practice, that means 3 habits. Say in your first message how you found them. Keep only the contacts you'll actually use. Remove anyone who asks, straight away. Several vendors here offer opt-out tools: Lusha and SignalHire run opt-out pages, and ContactOut mentions "opt-out and suppression support". The Cognitive's own handling is in our privacy policy. If you hire in the EU at volume, ask your counsel to sign off on your outreach wording.

Almost all of them sell credits, and the credit rules matter more than the plan price. Here are the pricing models I found:
- Credits per field. Lusha, Juicebox and The Cognitive charge more for a phone number than an email. Ours is 1 credit per candidate a search returns, 5 to reveal an email, 10 to reveal a phone number.
- Credits per profile. SignalHire spends 1 credit per profile, that credit returns every contact it has for the person, and it's only spent when something comes back.
- Per seat, pooled credits. Apollo pools credits across the team; Juicebox and hireEZ sell seats.
- Annual team quotes. RocketReach custom plans, ContactOut Team, Juicebox Business and Seamless.AI paid plans go through sales.

How do you test a contact finder before buying?
Pick 20 people for a role you're hiring now, people whose real contact details you can check. Run the same 20 through 2 tools. Count 3 things: how many came back with a personal email, how many with a mobile number, and how many emails bounced when you wrote to them. Then work out what each tool charged you per contact that worked, including the misses. The Cognitive comes with a free trial with 100 sourcing credits, so you can try it on a real role before you pay.
That last number is the one to compare. Personalized email still works: across more than 500,000 sequences, Ashby measured a 19.6% average response rate, and sequences using its AI personalization got 35.3% replies against 24.1% for those that didn't.
