LinkedIn Sales Navigator vs Recruiter Lite: Which Can Recruiters Use? (2026)

The Cognitive homepage

For recruiting, buy Recruiter Lite, not Sales Navigator. LinkedIn's Service Terms, dated 6 August 2026, give Sales Navigator one job. Section 2.1 says a customer may use it "solely for sales, prospecting, or other business development purposes", and adds: "Customer may not use the Sales Navigator Service for recruiting purposes." Recruiter Lite is the self-serve LinkedIn seat licensed for hiring.

On paper, Sales Navigator gives a recruiter more: 50 InMail credits a month against Recruiter Lite's 30, and 50+ search filters against 20+. None of that helps if the use is barred. Pick Sales Navigator only for agency business development, such as winning new clients among the heads of talent who buy recruiting.

Pick Recruiter Lite for the candidates themselves. It suits one person, or a team of up to five, hiring a few people a year. Neither product connects to an ATS.

Sales Navigator vs Recruiter Lite at a glance

Both are LinkedIn seats you can buy online, and both send InMail. The differences that matter to a recruiter sit in the terms, the filters and the integrations.

Can you use Sales Navigator for recruiting?

No. Section 2.1 of LinkedIn's Service Terms opens:

Customer may use the Sales Navigator Service solely for sales, prospecting, or other business development purposes. For the avoidance of doubt, the Sales Navigator Service must not be used, directly or indirectly, for recruitment, talent sourcing, candidate identification, or any hiring-related activities. Customer may not use the Sales Navigator Service for recruiting purposes.

"Directly or indirectly" closes the usual workarounds. Finding candidates in Sales Navigator and messaging them somewhere else would still be candidate identification.

Section 1.3 limits Recruiter Lite to recruiting for your own company, or for your clients if you are a staffing agency: members may be recruited "to become employees and consultants of its clients." The same section adds: "BPOs are prohibited from using the Recruiter Lite Service."

The bar runs both ways. Section 1.4 says: "Customer shall not use the Recruiter products for purposes unrelated to recruiting, including but not limited to sales prospecting, lead generation, or other non-hiring activities." A recruiter who sells as well as hires cannot use one seat for both jobs.

LinkedIn treats a breach of the Recruiter sections as "a material breach of the Agreement", and each seat belongs to one designated user who may not share their access.

The one recruiter use the terms allow

Business development is allowed, so an agency recruiter can use Sales Navigator to find the people who buy recruiting: heads of talent, hiring managers and founders at target accounts. That is selling, and selling is what Sales Navigator is licensed for. The candidates for those clients' roles have to come from somewhere else, such as Recruiter Lite.

Search filters, alerts and Open to Work

Search filters and who you can reach

Sales Navigator offers "50+ filters like function, seniority level, years at company, experience, and more". They are built to find buyers inside accounts.

Recruiter Lite offers "20+ smart filters, saved search alerts, and daily candidate recommendations", and lets you "find and message candidates within your 1st, 2nd, and 3rd-degree LinkedIn network". Profile views are "Limited". Full LinkedIn Recruiter raises that to 40+ filters, including "Open to Work" and "More likely to respond", with unlimited profile views. The full Lite against Recruiter breakdown lives in the LinkedIn Recruiter Lite review.

Both products take Boolean strings, with different operator and result caps. Those caps, plan by plan, are in the LinkedIn Boolean search guide.

Saved searches and alerts

Recruiter Lite allows a maximum of 10 candidate search alerts per seat, sent daily or weekly. Full Recruiter allows 50. Ten is enough for a handful of open roles with two or three searches each, which is the hiring load Lite is built for.

Sales Navigator has saved searches and alerts on "real-time signals like job changes and new content", but its plan and feature pages give no cap on saved searches. Its published limit is on saved leads: "up to 1,000 leads in each list and 10,000 total leads."

Who can see Open to Work?

Open to Work has two settings. "All LinkedIn Members" shows the signal to everyone and adds the #OpenToWork photo frame, so any user can spot it on a profile, whatever seat they hold. "Recruiters only" shows it to people using LinkedIn Recruiter. LinkedIn says it takes "steps to prevent LinkedIn Recruiter users who work at your current company from seeing your shared career interests".

Filtering for those candidates is a full Recruiter feature. LinkedIn's help says the Open to Work spotlight "is available in Recruiter only". Recruiter Lite gets two spotlights instead: "Have company connections" and "Interested in your company".

Sales Navigator lists no Open to Work filter. If the private Open to Work pool is the reason you are buying, neither seat delivers it. More on the settings is in who sees Open to Work on LinkedIn.

InMail credits: 50 against 30, and the rules behind them

Sales Navigator gives 50 InMail credits a month on every plan, and LinkedIn Help says you cannot buy more. Unused credits carry over, up to 150 in total, and each must be used within 90 days. A credit comes back for every InMail answered within 90 days.

Recruiter Lite gives 30 InMail credits per seat a month. You can buy up to 70 more per seat each month, and a seat can bank no more than 120. Credits pool across seats on the same account. There is no bulk send, so each message goes one by one.

Two rules in LinkedIn's Recruiter help apply to Recruiter Lite. First, if any admin on a licence sends an InMail to a candidate, every admin on that licence waits 24 hours before sending another, unless the candidate replies sooner. Second, a quality bar: LinkedIn's Recruiter InMail policy says "we've established a 13% response rate threshold". Mass, generic InMail works against it.

Ashby's Talent Trends report on candidate sourcing found a 19.6% average reply rate across half a million outreach sequences. Campaigns using AI personalization did about 46% better (35.3% against 24.1%). Fewer, specific messages beat more credits. Renewal and rollover mechanics for the Recruiter family are in LinkedIn Recruiter pricing.

Team seats, ATS and CRM links

Recruiter Lite starts with one licence, and you can add "up to four more team members at extra cost". The account gets a multi-user dashboard and shared projects for up to 5 seats, and "Data is owned by the Purchaser Admin." It has no ATS integration and none of LinkedIn's AI features, including Hiring Assistant. ATS integration, with "28+ ATS partners", starts at Recruiter Professional Services and full Recruiter.

Sales Navigator's integrations are CRMs, not ATSs. Advanced Plus adds "Salesforce, HubSpot, Microsoft Dynamics, Oracle, and more", and can create leads and contacts in the CRM. No plan lists an applicant tracking system. A recruiting team on Sales Navigator would be copying candidates into its ATS by hand, on a seat the terms bar for that work.

Team features on Sales Navigator start at Advanced: team seat management, centralized billing, TeamLink, Smart Links and team reporting. You can "start a trial or purchase up to five LinkedIn Sales Navigator Advanced plan licenses online". Advanced Plus goes through sales.

Sales Navigator Core vs Recruiter Lite: does the tier matter?

The Sales Navigator tier only matters to a recruiter doing agency business development. Core, Advanced and Advanced Plus do not change the recruiting answer, because section 2.1 covers the whole Sales Navigator Service. They do not change InMail or filters either: all three have 50 credits and 50+ filters.

TierLinkedIn says it is best forWhat it adds
CoreIndividual sellersFilters, alerts, Lead IQ, 50 InMail
AdvancedSales teamsTeam seats, TeamLink, buyer intent, CSV upload
Advanced PlusSales teams using integrated CRMCRM sync, lead creation in the CRM

A solo agency recruiter hunting for clients needs Core. An agency with a business development team that wants shared seats, TeamLink and team reporting needs Advanced. Advanced Plus only earns its keep if the agency runs its client pipeline in one of the supported CRMs. Since 1 February 2025, Embedded Profiles have been an Advanced Plus feature only.

Pricing model and free trials

Sales Navigator is priced per licence, billed monthly or annually. LinkedIn publishes starting prices for Core and Advanced on its compare plans page, calls them estimates and says pricing is subject to change. Advanced Plus pricing "is customized", so it is quote only. Cancelling takes effect at the end of the current month or paid year.

Recruiter Lite "can be purchased online as a monthly or yearly subscription, and you can cancel at any time." LinkedIn prints no Recruiter Lite price on its product or help pages; its plan matrix lists no price, only a sign-up link. What buyers report paying, and how Lite compares with full Recruiter on cost, is covered in LinkedIn Recruiter pricing.

Both offer free trials, with conditions. The Sales Navigator trial covers Core or Advanced. It is open to members "not currently on any paid LinkedIn subscription (including Premium or Sales Navigator)" who "have not used a LinkedIn free trial in the past 365 days". LinkedIn asks for payment details up front and emails a reminder seven days before the trial ends.

For Recruiter Lite, LinkedIn says that if it is your first time signing up, "you may be eligible for a free trial". Recruiter Lite is not currently available to members in China.

The commercial use limit is not permission to recruit

Free LinkedIn accounts hit a monthly cap on profile searching. LinkedIn Help words it this way: "If you reach the commercial use limit for searching, your activity on LinkedIn indicates that you're likely using LinkedIn for commercial use, like hiring or prospecting." It adds: "Your free monthly usage resets at midnight PST on the 1st of each calendar month. We are not able to display the exact number of searches or views you have left and we also cannot lift the limit upon request."

What counts toward it: searching for profiles on LinkedIn.com and mobile, browsing profiles through the People Also Viewed pane, and viewing members on the People tab of LinkedIn Pages. What does not: searching by name in the top search box, browsing your 1st-degree connections, and searching jobs.

LinkedIn names three upgrades that increase the number of profile searches and views: Premium Business, Recruiter Lite and Sales Navigator. The limit's own wording names "hiring", and Sales Navigator is on the upgrade list, so it reads like a green light.

It is not. Raising the search limit through Sales Navigator does not make recruiting on Sales Navigator allowed; section 2.1 still applies. For a recruiter who keeps hitting the limit, the upgrade that fits both the need and the terms is Recruiter Lite.

Sourcing without a LinkedIn seat

Some teams want neither seat: they need more reach than Recruiter Lite's 3rd-degree network and 30 InMails, but not a full Recruiter contract. Direct outreach is worth the effort. Gem's 2026 Recruiting Benchmarks Report found that direct sourcing delivers 11% of hires from 2.6% of applications.

The Cognitive works outside LinkedIn's seat model altogether. A single brief written in plain English runs against about 900M public profiles, so reach is not capped by connection degree. Results come back with a short reason for each match.

There are no InMail credits to ration. A search charges 1 credit for each person it shows, and only the first time. To contact someone, unlock their personal email for 4 credits, or their phone number for 12 credits (Pro and above). Sequences, available from Sourcing Pro up, go out from the recruiter's own Gmail or Outlook account and halt once a candidate answers.

Sourcing and interviewing are priced as two plans, AI Sourcing and AI Interviews, and each starts at $99 a month.

It does not replace a LinkedIn seat if you need InMail to people with no findable email, LinkedIn's network degrees, or Recruiter's Open to Work filter.

Other options, from GitHub to niche job boards, are in sites like LinkedIn for recruiters, and tools that replace a full Recruiter seat are ranked in LinkedIn Recruiter alternatives.

To start, write the brief for one open role: title, must-have skills, two or three target companies, location. Run it on whichever tool you choose and judge the first page of results before you pay for more. The Cognitive's trial runs 7 days and asks for no card: start free.

Frequently Asked Questions

Is Sales Navigator or Recruiter Lite better for recruiting?

Recruiter Lite is the better choice for recruiting, because it is the one of the two that LinkedIn licenses for hiring. Section 2.1 of LinkedIn's Service Terms bars Sales Navigator from recruiting. Sales Navigator has more InMail credits (50 a month against 30) and more filters (50+ against 20+), but those numbers do not change what the seat is allowed to do.

LinkedIn Premium vs Sales Navigator vs Recruiter: which is for recruiters?

Recruiter Lite and full LinkedIn Recruiter are the products built for recruiters; Sales Navigator is licensed only for sales, prospecting and business development. Premium Business, Sales Navigator and Recruiter Lite all raise the commercial use limit on a free account's searches, but only the Recruiter products may be used to hire. Recruiter Lite adds candidate filters, 30 InMail credits per seat, search alerts and shared projects for up to 5 seats. Teams that need the full network, the Open to Work filter or an ATS link move up to full LinkedIn Recruiter.

What should a recruitment agency buy for business development and recruiting?

An agency that does both needs a seat for each job. Sales Navigator is allowed for business development, such as winning new clients among the heads of talent who buy recruiting. Candidates for those clients have to be found on a recruiting seat such as Recruiter Lite, because section 1.4 bars Recruiter products from "sales prospecting, lead generation, or other non-hiring activities". LinkedIn's plan matrix also lists business development modes for search and AI messaging in RPS+, which is sold through its sales team.

Can I use Sales Navigator with an automation tool to source candidates?

No, adding an automation tool does not change the terms. Section 2.1 bars using Sales Navigator "directly or indirectly" for recruitment, talent sourcing or candidate identification, whatever tool sits on top of it. If you need more reach than one LinkedIn seat gives you, use a recruiting seat or a sourcing tool built for hiring.

Can two recruiters share one Recruiter Lite seat?

No. LinkedIn's terms tie each seat to one designated user and bar sharing that user's access. A Recruiter Lite account starts with one licence and can add up to four more at extra cost, for 5 seats in all, with a shared dashboard and shared projects.

Does Recruiter Lite show candidates who are Open to Work?

Recruiter Lite has no Open to Work filter or spotlight; LinkedIn says the Open to Work spotlight "is available in Recruiter only." Members who choose "All LinkedIn Members" get the #OpenToWork photo frame, which anyone can see on their profile. Members who choose "Recruiters only" share the signal with people using LinkedIn Recruiter. The settings are explained in who sees Open to Work on LinkedIn.

Is Recruiter Lite worth it over full LinkedIn Recruiter?

Recruiter Lite is worth it for one person, or a small team, hiring a few people a year. Full Recruiter adds 40+ filters including Open to Work, 150 InMail credits per seat, unlimited profile views and links to 28+ ATS partners. The full comparison, with alternatives, is in the LinkedIn Recruiter Lite review.
