Full disclosure: I run The Cognitive, and it isn't free. Free recruiting software is any hiring tool you can use at no cost, either forever on a limited plan or for a fixed period on a trial. People search for it as free recruitment software, free ATS software, free hiring software or a free applicant tracking system. "Free plan" means you can keep using it without paying. "Trial" means it ends. I left out tools that only offer a trial, apart from The Cognitive at #1.
How did we rank the free recruiting software?
I started with 16 tools. To make the list, a tool had to show a free plan, a free tier or free posting on its own pricing or help page on 3 October 2026. That cut 6:
- Workable offers a 15-day trial, and its pricing page says "Free trial does not include Workable Agent."
- Manatal offers a 14-day trial with "No credit card required", but no free plan.
- Tellent Recruitee and Recooty offer trials only.
- JazzHR shows paid plans only, and Teamtailor asks you to request a quote.
I also dropped Freshteam: Freshworks stopped renewing it from 7 March 2026, People Matters reported.
The Cognitive sits first on the test in the disclosure, and I checked both halves against all 9 others. Gem, Juicebox and Wellfound search beyond your applicants, but none runs an AI interview. Zoho Recruit and Breezy HR offer video interviews, but not a live AI interviewer. Indeed has AI screening in its Smart Screening product, but there's no price on that page. After #1, I ranked on how much a small team can do before paying: active jobs, users and how long the free terms last.
Does free recruiting software actually work?
Yes, for a small team with a short list of open roles. A free ATS moves applicants out of email, gives each one a status and lets 2 or 3 people see the same pipeline. The catch is a limit you hit once hiring picks up: Zoho Recruit and Breezy HR allow 1 active job, and LinkedIn's free post typically pauses after 10 to 30 applications.
What free ATS plans don't include is a way to reach people who haven't applied. Gem's 2026 benchmarks found sourced candidates are nearly 8 times more likely to be hired than inbound applicants. A free ATS manages the inbound side well, and the free sourcing options below are capped at a few searches or reveals.
Free trial vs free plan: what's the catch?
A free plan has no end date but caps something, usually active jobs, contacts or features. A free trial opens up the paid product but stops after a set time or a set amount of usage.
- Free plans cap volume. Breezy HR's Bootstrap gives you "1 Active Pool or Position". Zoho Recruit's Forever Free gives you "1 active job/ recruiter license". Wellfound Reach's free tier gives "20 contact reveals / mo".
- Free tiers can be time-bound. Gem is free for 6 months for companies under 30 employees, then moves to a paid plan at a discount.
- Trials cap time or usage. Workable's trial runs 15 days. The Cognitive's trial is measured in credits, so it lasts until you use them.
- Free posting caps reach. Indeed says many jobs can be posted free "subject to Indeed's terms, conditions, quality standards, and usage limits", and some are "sponsored only".
My rule: stay on a free plan while it fits your hiring, and use a trial when you have a live role and a week to test properly. A trial on a dummy role shows you the screens and nothing about candidate quality.

Dover is the best free ATS for a small business with more than 1 open role, because its free plan includes "Unlimited Users and Jobs" and 100+ job board integrations. If you hire 1 role at a time, pick Zoho Recruit for free interview scheduling, or Breezy HR for a branded careers site and posting to 50+ job boards. Which free AI recruiting tools are worth trying?
Free AI in recruiting mostly means AI search, with a cap. Juicebox's free plan includes "Limited free searches" across what it says are 800M global profiles, plus AI email templates. Wellfound Reach runs "AI sourcing agents from your inbox", with 3 active agents free. Gem's free 6 months for small companies includes its AI Sourcing Agent and AI App Review Agent.
AI screening is harder to get for free. Dover's AI Applicant Scoring sits on its paid Premium plan, and Breezy Intelligence is a paid add-on. The Cognitive's trial is the one way on this list to try sourcing and a live AI interview together before paying. What are the best free tools to find candidates?

The 10 best free recruiting software tools, reviewed
1. The Cognitive: best for finding and interviewing candidates on a trial before you pay anything
The Cognitive is AI recruiting software that sources candidates across ~900M public profiles and interviews them live with AI. It isn't an ATS. It doesn't post jobs or host a careers page, so it sits next to whichever free ATS you pick from this list.
You describe the role in plain English, and the app reads it into filters you can edit. When I typed "Senior backend engineer with 5+ years of Go who has built payments systems, Remote EU", the filters included "Remote EU", read as Germany plus 7 other countries. Everyone found is judged against your must-haves, and anyone who misses one drops below the people who meet them. Each result card opens with a "Why this match" line naming 1 or 2 reasons from the profile.
Then you invite people to a live, two-way AI video interview of 10 or 20 minutes, in any of 9 languages. Candidates book their own slot without an account, and the invitation tells them the interview is run by AI. The rubric is fixed per role and the questions adapt live.
The recording above is a 5-minute live AI interview for a go-to-market role. The AI asks about an outbound email campaign, then follows up on reply rates and on how the leads were qualified.
Each report scores every criterion 1 to 5 with written feedback, adds a weighted score out of 100 and a suggested verdict, and includes the transcript and recording. Nothing is rejected automatically. It connects to 60+ ATSs, including Zoho Recruit, Breezy and Workable, and writes a note back for candidates imported from there. Dover isn't on that list, so with Dover you'd use a CSV upload plus a read-only report link.
The Cognitive has a free trial with 100 sourcing credits. A search costs 1 credit per candidate it returns, 5 to reveal an email and 10 to reveal a phone number, and a reveal is charged only when a value comes back.
Pick it if you have a live role, your free ATS isn't bringing qualified applicants, and you want to see real candidates and real interviews before you spend anything. Stay on a free plan instead if you hire 1 or 2 people a year from applicants alone.

2. Dover: best free ATS for startups with several roles open at once
Dover calls itself "The Ultimate Free ATS for Startups". Its free plan includes "Unlimited Users and Jobs", "100+ Job Board Integrations", Gmail and Outlook integrations and candidate tracking. That's the most generous free ATS on this list by a distance.
The paid Premium plan adds "AI Applicant Scoring", "AI Note Taking", up to 150 LinkedIn Basic job posts and premium support. Dover also sells fractional recruiters through a marketplace. For a free user, the limits are AI and support: no applicant scoring, and a help center instead of onboarding.
Pick it if you're a startup with 3 or more open roles and several people who need to see the pipeline.
3. Zoho Recruit: best free ATS for a small business hiring 1 role at a time
Zoho Recruit sells "All-in-one recruitment software for HR teams and staffing agencies". Its Forever Free plan offers "Recruitment basics for startups looking to hire their first teams": candidate management, email management, interview scheduling and 8/5 support.
The strength is interview scheduling inside a free plan, which Breezy HR and Dover don't list for free. Paid plans come with a 15-day trial. The limit is hard: "1 active job/ recruiter license". Outgrown it? See our Zoho Recruit alternatives.
Pick it if you fill 1 role at a time and want scheduling inside your ATS.
4. Breezy HR: best free plan for a branded careers site and wide job board reach
Breezy HR calls its free plan Bootstrap, "A free-forever way to get started with Breezy and see how your hiring flow works." On its pricing page, Bootstrap includes unlimited users, unlimited candidates, a branded career site, resume parsing and distribution to "50+ Job Boards".
That makes it the best free plan here for looking professional to applicants. The limit is "1 Active Pool or Position", and AI features through Breezy Intelligence are an optional paid add-on. Paid plans have a 14-day trial with no card.
Pick it if you want a proper careers page and broad posting for a single role, with the whole team logged in.
5. Wellfound: best free job posts for startup roles, with a few free sourcing reveals
Wellfound's free Job Posts plan includes "Unlimited job listings" and a "Built-in ATS or sync your own". Its Reach product, described as "AI sourcing agents from your inbox", has a free tier with "20 contact reveals / mo" and "3 active agents".
The strength is distribution: free posts appear in "Wellfound's search, candidate email alerts, and the weekly newsletter", all aimed at startup job seekers. The limit is the same audience. A dental practice or a trucking firm is a poor fit, and 20 reveals a month runs out fast on an active search.
Pick it if you hire engineers, designers or operators for a startup.
6. Gem: best for companies under 30 people who want a full platform free for 6 months
Gem is "The AI-first recruiting platform built for better outcomes, not more tools." Its pricing page says: "Under 30 employees? You get Gem All-in-One free for six months, then 50% off when you move to a paid plan." All-in-One covers AI sourcing across 800M+ profiles, CRM, analytics, scheduling and an ATS.
No free offer here gives you more software. The trade-off is that it ends, so you're choosing a paid platform with a 6-month head start.
Pick it if you're under 30 people, expect to keep hiring, and would pay for a platform later anyway.
7. Indeed: best free job posting with screening questions built in
Indeed says "Many jobs can be posted for free", within its terms and usage limits. Free posts include screening questions, basic analytics and message templates. The limit is that some jobs are "sponsored only", and Indeed's Smart Screening, which gives each application a Smart Fit Score, has no price on its page.
Pick it if you hire local or hourly roles and want applicants this week at no cost.
8. LinkedIn: best for one free job post in front of your network
LinkedIn's help page says "Members can have up to one free job post active at a time". A free post stays active for up to 14 days, and it carries "an application limit, which typically ranges from 10 to 30 applications depending on the role." It must sit on your company's LinkedIn Page.

Pick it if you need a handful of applicants for 1 professional role and your network is active.
9. Juicebox: best free AI sourcing searches
Juicebox is an AI sourcing platform that says you can "Find top talent from 800M global profiles and 30+ diverse data sources." Its free plan includes "Limited free searches", AI email templates and 1 Juicebox Agent.
It's a good way to see what AI search does with a natural-language query. The limit is that the page doesn't say how many searches "limited" means, and there's no interview step after you find someone. Our Juicebox review covers the paid plans.
Pick it if you want to test AI candidate search before committing to any paid tool.
10. OpenCATS: best for teams that can host an open-source ATS themselves
OpenCATS is "a free, community-maintained applicant tracking system and recruiting CRM". You download it, run it on your own server and can read every line of code. Version 0.11.1 shipped on 3 September 2026, per its GitHub releases, so it's still maintained.
The software costs nothing. Hosting, security updates and backups are yours, and support comes from a community forum. For a team without a developer, that upkeep costs more than the free licence saves.
Pick it if you have technical help and want full control of your candidate data.
