Hiring Manager Software: 10 Tools for Scorecards, Feedback and Faster Decisions
By Sparsh Goyal, Founder at The Cognitive. Published · Last updated
- Top picks: The Cognitive for an AI first round with no-login manager review, Greenhouse for scorecards, Ashby for feedback summaries, Workable for mobile managers.
- BrightHire and Metaview write AI notes for human interviews, and GoodTime handles enterprise interview scheduling.
- Keep an ATS such as Greenhouse, Ashby or Workable as the system of record, and add tools for the manager's slowest step.
- I run The Cognitive. The other 9 are judged from their own websites, read on 4 October 2026.
Hiring manager software is the part of a hiring stack the manager actually touches: their open roles, a scorecard after each interview and one place to record the decision. For a structured AI first round with a manager review that needs no login, pick The Cognitive. For a full applicant tracking system (ATS), pick Greenhouse, Ashby or Workable. For AI notes on human interviews, pick BrightHire or Metaview.
In a June 2025 Robert Half survey of more than 2,200 U.S. hiring managers, 93% said hiring takes longer now than it did 2 years ago. The slow parts are the manager's own: 51% named evaluating applications and 43% named scheduling and conducting interviews.
Full disclosure: I run The Cognitive, which is on this list. Every other vendor fact below comes from each vendor's website, read on 4 October 2026.
The best hiring manager software in 2026
- The Cognitive: best for a structured AI first round plus a no-login manager review.
- Greenhouse: best for structured interview kits and scorecards at scale.
- Ashby: best for AI feedback summaries and surveying your hiring managers.
- Lever: best for auto-prepared scorecard summaries in a mid-market ATS.
- Workable: best for managers who work from a phone, on published plans.
- Teamtailor: best for companies with many occasional reviewers.
- SmartRecruiters: best for enterprises on SAP SuccessFactors.
- BrightHire: best for AI notes and one-click scorecards in human interviews.
- Metaview: best for AI interview notes with a free plan.
- GoodTime: best for enterprise interview scheduling and interviewer management.
What is hiring manager software?
Hiring manager software is any tool that gives the person making the final hiring call a lighter view of hiring than the recruiter gets. The manager sees only their own roles, fills in a structured scorecard after each interview and records a decision in one place. You usually buy it as one of 2 things.
- The manager view inside an ATS. Greenhouse, Ashby, Lever, Workable, Teamtailor and SmartRecruiters all give managers scorecards and a candidate record that the whole team shares.
- An add-on layer. These tools take one job off the manager. BrightHire and Metaview write interview notes. GoodTime handles the interviewer side of scheduling. The Cognitive runs the first-round interview itself with AI.
AI is now a normal part of that stack. SHRM reported in March 2025 that 43% of organisations use AI to support HR work, mostly for recruiting, and nearly 90% of those users say it saves them time. See also what a hiring manager is and our best hiring platforms list.

How we picked these 10
These 10 tools came from what a buyer sees in search. On 4 October 2026 I searched "hiring manager software", "best tools for hiring managers 2026" and "hiring manager portal interview feedback software". I read the pages that ranked, including 100Hires' product page and hireEZ's 2025 list of 13 tools.
A tool made the cut if its own website describes something the hiring manager uses directly: kits, scorecards, feedback, a decision step or interview scheduling. Gem made the longlist, but I could not open its scorecard documentation on the day. Each tool is described against 4 criteria.
- how little training the manager needs to give feedback;
- whether feedback is structured against the role's criteria;
- whether AI takes note-taking or a first round off the manager;
- whether a price is published.
The Cognitive is #1 on one stated criterion you can check. It runs a structured AI first-round interview and sends the result to the hiring manager with a decision link that needs no login. That ranking is my judgment, and I make the product.
The other 9 are not scored against each other. The 6 ATSs come first and the 3 add-ons after, and the 4 criteria above tell you which one fits your managers. I tested only The Cognitive hands-on and did not log into the other 9.
How do you choose hiring manager software?
Choosing hiring manager software comes down to 5 questions about your managers, your scorecards and your ATS, plus one test on a real manager.
Will your hiring managers log in at all?
Hiring managers who rarely log in to the ATS are where feedback goes missing. SmartRecruiters puts a customer quote on its homepage about managers who did not "want to go into" their previous system. If your managers rarely touch the ATS, favour a mobile app (Workable, Teamtailor) or a review link that opens from email with no account, as The Cognitive does.
Does the scorecard ask for evidence, or a gut rating?
An evidence-based scorecard is what makes hiring manager software improve hires, not just speed them up. In the same June 2025 Robert Half survey, 30% of managers admitted a hiring mistake in the past 2 years. The most common cause was inadequate assessment of technical skills, named by 54%.
Greenhouse and Teamtailor score candidates against set criteria. The Cognitive scores each criterion of a fixed rubric from 1 to 5, while the AI's questions adapt to each answer. Nothing is rejected automatically, and our guide to AI bias in hiring covers what to ask any vendor that scores candidates. Our free interview scorecard generator drafts criteria if you have none yet.
Who writes the notes?
Note-taking is a growing load because managers sit more interviews than they used to. Gem's benchmarks report, published December 2025 from 1.2M hires, puts interviews per hire up 33% since 2021. BrightHire and Metaview draft notes and scorecards from human interviews. Lever and Ashby summarise feedback inside the ATS. For a full list of note-takers, see our interview intelligence platforms comparison.
Is scheduling the real bottleneck?
Scheduling is the bottleneck for many teams: 43% of managers in Robert Half's survey said scheduling and conducting interviews now takes longer. GoodTime's own survey of 500+ talent leaders, published 26 February 2026, says recruiters spend 38% of their time scheduling interviews. It is a vendor survey, so weigh it as one. Our guide to interview scheduling software goes further.
Where does the decision live afterwards?
The decision should live in one system of record that every tool writes to. Metaview syncs notes to Ashby, Greenhouse, Lever, Gem and SmartRecruiters. The Cognitive keeps the manager's decision in its own stage history, and for candidates imported from your ATS it adds a note there. It never moves the ATS stage.
How do you test hiring manager software before buying?
Test hiring manager software on your busiest manager, not on the recruiter running the trial. Put 3 real candidates for a live role through the tool. Time 2 gaps: interview to submitted scorecard, and scorecard to decision. Compare them with Ashby's April 2026 medians of 30 days to hire for business roles and 40 for technical roles. Then ask the manager whether they would open it next week without a reminder.
The 10 best hiring manager software tools, reviewed
1. The Cognitive: best for a structured AI first round plus a no-login manager review
Verdict: The Cognitive suits teams that want the first round run for them and a manager decision straight from one email.
The Cognitive runs a live, two-way AI video interview for each candidate you invite, and it can also source candidates across ~900M public profiles. Interviews last 10 or 20 minutes. Candidates pick their own time, and the invitation tells them the interview is run by AI.
Every role needs a hiring manager email before it can be created, because that is where results go. After each interview, the manager is emailed an overall score out of 100 and a 1 to 5 score per criterion. The email also carries up to 3 strengths, a transcript preview and, once the recording is ready, a Watch Interview link.
The email's button opens a review link that needs no login. It lasts 7 days and accepts one decision. The manager chooses Approve, Skip, Hold or Reject and can add a note. The decision is saved to the candidate's stage history.
This is the kind of recording a hiring manager's Watch Interview link opens. In this 5-minute go-to-market interview, the AI asks about an outbound email campaign. It then follows up on reply rates and how leads were qualified.
The scope is narrow on purpose. The Cognitive is not an ATS, so there are no comment threads and no limited manager seat. Inside the app, the full report adds the transcript and up to 5 resume claims the AI probed, each marked verified, refuted or unclear.
Best for: teams that want a structured first round done for them and a manager decision in one sitting.
Watch out for: it does not replace your ATS, and the ATS gets a note only; stages never move.
Pricing model: monthly plans, published. AI Sourcing starts at $49/month and AI Interview at $99/month. More on the AI interviewer page.

2. Greenhouse: best for structured interview kits and scorecards at scale
Verdict: Greenhouse is a strong ATS for structured interviewing, if you are happy to buy through sales.
Greenhouse helps teams "prep kits and candidate scorecards to help interviewers assess the right skills, traits and qualifications." Its help centre, updated 21 September 2026, shows the interviewer opening the kit from the calendar event or My Dashboard. They finish with Submit Scorecard.
The kit meets the manager in the calendar invite they already open. Buying is slower. Greenhouse sells Core, Plus and Pro plans, priced to "your company's hiring needs."
Best for: mid-size and larger teams that run several structured rounds per role.
Watch out for: no published price.
Pricing model: custom quote, by plan tier.
3. Ashby: best for AI feedback summaries and surveying your hiring managers
Verdict: Ashby is the pick if you want to measure how your managers feel about hiring.
Ashby calls itself an "all-in-one recruiting platform". Interviewers get custom feedback forms and instructions. Its AI feedback summaries "automatically highlight strengths and areas to review based on raw feedback."
Its Hiring Manager Experience surveys send managers automated surveys about the process. Ashby's docs put them on the Plus and Enterprise plans only.
Best for: data-minded talent teams at growing companies.
Watch out for: manager surveys need a higher plan.
Pricing model: tiered by company size (Foundations, Plus, Enterprise); the entry plan price is published, the rest are quoted.
4. Lever: best for auto-prepared scorecard summaries in a mid-market ATS
Verdict: Lever is a solid collaborative ATS for teams that want feedback summarised for them.
Lever, part of Employ Inc. per its footer, sells itself as "Hiring That Doesn't Hijack Your Week". Its homepage lists a "scorecard summary auto-prepared" and tools to "collaborate with hiring managers."
A prepared summary helps a manager with several scorecards to read before a debrief. Pricing is "available upon request". See Greenhouse vs Lever for the head-to-head.
Best for: mid-market teams with several interviewers per role.
Watch out for: quote-only pricing.
Pricing model: custom quote.
5. Workable: best for managers who work from a phone, on published plans
Verdict: Workable is the easiest full ATS here to try, with published plans, a no-card trial and a mobile app.
Workable describes itself as "agentic software for recruiting and HR." It offers "customizable interview kits, scorecards, and science-backed assessments", plus an iOS and Android app. Workable Agent "screens every applicant and chats to fill gaps."
A manager can review and score from a phone. Plans are tiered by headcount, and the agent runs on separate credits.
Best for: small and mid-size companies whose managers are rarely at a desk.
Watch out for: the agent is billed separately from the plan.
Pricing model: published plans by employee count (Standard, Premier, Enterprise), plus credits for the agent.
6. Teamtailor: best for companies with many occasional reviewers
Verdict: Teamtailor is the ATS to pick when dozens of people review candidates a few times a year.
Teamtailor positions itself as an ATS loved by candidates and recruiters, with AI at its core. Its scorecards let you "evaluate candidates based on a set of criteria for skills and personality traits."
Its pricing page says every plan includes "unlimited job postings and unlimited users", so an occasional hiring manager costs nothing extra. Prices are quoted, tiered by company size.
Best for: companies where many people interview a few times a year.
Watch out for: no published price.
Pricing model: custom quote by company size, unlimited users.
7. SmartRecruiters: best for enterprises on SAP SuccessFactors
Verdict: SmartRecruiters is an enterprise ATS that sells hard on hiring manager adoption.
SmartRecruiters calls itself an "AI-Powered Hiring Platform That Delivers Results" and is now part of SAP SuccessFactors. A customer on its homepage says that with SmartRecruiters "all the information they need is right there" for hiring managers. Its AI layer is called Winston.
The Essential plan shows a starting price, while Professional, High Volume and Complete say "Request Pricing".
Best for: large organisations standardising on SAP.
Watch out for: sales-led pricing above the entry plan.
Pricing model: tiered plans; entry plan published, others quoted. See our enterprise recruiting software guide.
8. BrightHire: best for AI notes and one-click scorecards in human interviews
Verdict: BrightHire is the add-on for managers who interview well and write feedback late.
BrightHire, now listed among Zoom's products, calls itself "AI built for exceptional hiring." Interviewers get real-time guides and AI-generated notes. They can "submit scorecards in one click." BrightHire Screen aims to automate first-round interviews.
One-click scorecards go straight at feedback that never arrives. The Recruiters, Teams and Enterprises plans show no prices.
Best for: teams whose human interviews are good but whose scorecards are slow.
Watch out for: no published price; you request a demo.
Pricing model: plan tiers, quoted.
9. Metaview: best for AI interview notes with a free plan
Verdict: Metaview is the cheapest way to test whether AI notes fix your feedback problem.
Metaview calls itself an "Agentic Recruiting Platform". It "handles notes, scorecards, and follow-ups automatically" for recruiters and hiring managers. It syncs with Ashby, Greenhouse, Lever, Gem and SmartRecruiters.
There is a free plan, and paid per-user plans are published. Judging from that sync list, your ATS still holds the decision.
Best for: recruiters and managers who want notes written for them, starting free.
Watch out for: you still need an ATS as the system of record.
Pricing model: per user; Free, Pro and Max published, Enterprise custom.
10. GoodTime: best for enterprise interview scheduling and interviewer management
Verdict: GoodTime is the pick when the manager's pain is calendars and interview panels, not scorecards.
GoodTime says: "We're the leader in complex enterprise-level interview scheduling." Its homepage lists interviewer "selection, auto-replacement, interviewer portal", "custom training paths and auto-shadowing", and an AI agent called Cori.
Its homepage does not mention scorecards, so you pair it with an ATS for feedback.
Best for: large teams with heavy panel interviews.
Watch out for: scheduling and interviewer operations only.
Pricing model: custom quote, charged annually by number of candidates, not users.
Who is The Cognitive built for?
The Cognitive is built for the hiring manager who is the bottleneck without meaning to be: say, an engineering lead with 30 applicants and no time for 30 screening calls.
Most teams keep their ATS and add The Cognitive alongside it:
- Keep your ATS. Greenhouse, Lever, Ashby, Workday, Workable, SmartRecruiters and Teamtailor are among our 60+ ATS integrations. Candidates imported from your ATS get a note back with the score, summary and report link.
- Pair it with a note-taker for later rounds. BrightHire or Metaview covers human interviews; The Cognitive covers the first round.
Comment threads, viewer-only manager seats and requisition or offer approvals belong in your ATS.
How much does hiring manager software cost?
Hiring manager software pricing splits 3 ways. Most ATSs are quoted or publish only an entry plan, while Workable publishes plans by headcount. Note-takers charge per user, and Metaview has a free plan. GoodTime charges by candidates.
Per-user pricing matters because every hiring manager is a potential user. Unlimited users or a no-login link avoid paying for a seat a manager opens twice a quarter. The Cognitive runs on monthly plans you can cancel anytime.
The free trial includes 2 AI interviews plus 100 sourcing credits. Smaller teams can compare budget options in our guide to hiring software for small business.

Frequently Asked Questions
What is the best hiring manager software in 2026?
The best hiring manager software in 2026 depends on which part of the manager's job you want to shrink. The Cognitive runs a structured AI first round and sends the manager a no-login decision link. Greenhouse, Ashby and Workable lead as full ATSs, and BrightHire or Metaview write AI notes for human interviews.
Do hiring managers need their own login to review candidates?
Not always. In The Cognitive, the hiring manager reviews each AI interview from an emailed link that needs no login; it lasts 7 days and accepts one decision. Most ATSs give managers a seat instead. Teamtailor includes unlimited users on every plan, so occasional reviewers cost nothing extra.
How do I get hiring managers to submit interview feedback on time?
Take the writing off them. BrightHire captures AI notes and lets interviewers submit scorecards in one click, and Metaview drafts notes and scorecards automatically. For first rounds, The Cognitive removes the manager's write-up: the AI runs the interview, and the manager reads the report and decides.
How should a hiring manager document interview feedback for the hiring team?
A hiring manager should score each criterion of the role's scorecard with evidence from the interview, then write a short overall reason for the decision, before the debrief. Our interview feedback examples show the wording, and the free scorecard generator drafts the criteria.
Is Workable good for hiring manager collaboration on feedback and scorecards?
Yes, for small and mid-size teams. Workable offers customizable interview kits and scorecards plus an iOS and Android app, so managers can score from a phone. Its plans are published by headcount, with a 15-day free trial and no card.
Greenhouse or Lever for structured hiring and interview scorecards?
Greenhouse if structure is the priority, Lever if you want feedback summarised for you. Greenhouse builds interview kits and scorecards that interviewers open from the calendar invite, while Lever prepares a scorecard summary automatically. Both are quote-only. Our Greenhouse vs Lever comparison goes deeper.
What is the best hiring manager software for a small business?
Workable is the easiest full ATS for a small business to try, with published plans and a 15-day free trial. Teamtailor suits small companies where many people interview, since every plan has unlimited users. If the bottleneck is first-round screening, The Cognitive sends every AI interview report to the hiring manager's inbox. AI Sourcing starts at $49/month and AI Interview at $99/month.
What is the best hiring manager software for an enterprise?
Greenhouse and SmartRecruiters are the strongest enterprise picks here. Greenhouse brings structured interview kits and scorecards, and SmartRecruiters is part of SAP SuccessFactors. Add GoodTime if interview panels and scheduling are the bottleneck. Our enterprise recruiting software guide covers this tier.
Can hiring manager software update my ATS?
Yes, but how much varies. The Cognitive writes a note with the score, summary and report link to your ATS, only for candidates imported from it, and never moves the stage. Metaview syncs notes with Ashby, Greenhouse, Lever, Gem and SmartRecruiters.
Is there free hiring manager software?
Yes, a few options. Metaview has a free plan for AI interview notes, and Workable offers a 15-day free trial. The Cognitive's free trial includes 2 AI interviews plus 100 sourcing credits, enough to see what lands in your hiring manager's inbox.
