What is enterprise recruiting software?
Enterprise recruiting software is the set of systems a large employer uses to attract, assess and hire people across many countries, business units and hiring managers. Buyers also call it enterprise recruitment software or enterprise talent acquisition software. What makes it enterprise is the plumbing: single sign-on, audit trails, permissions by region, and a link to the HR system that pays people. The 10 tools here fall into 4 types:
- HCM suites with recruiting built in. Workday, SAP SuccessFactors and Oracle. Recruiting shares one employee record with payroll and performance.
- Standalone enterprise ATSs. iCIMS and Greenhouse. An enterprise ATS (applicant tracking system) runs requisitions, applications, interviews and offers, and connects to whichever HCM you use.

How we ranked these 10
I started from the 10 vendors enterprise TA teams name most: Workday, SAP SuccessFactors, SmartRecruiters, Oracle, iCIMS, Greenhouse, Phenom, Eightfold, Beamery and HireVue. SAP's recruiting page says SmartRecruiters for SAP SuccessFactors "builds on and replaces the legacy SAP SuccessFactors Recruiting module", so the 2 share one entry.
For #1 I checked the disclosure rule against the other 9. Phenom and Eightfold come closest: both source outside your database and run AI interviews, Phenom's by voice and Eightfold's adaptive. Neither publishes a price or opens an account without a demo. Greenhouse's interview is voice and priced by quote, HireVue doesn't source, and the 4 suites sell through sales teams.
For #2 to #10 I weighed how deep the HCM tie goes, how much AI the vendor shows, whether a person stays in charge of every decision, and how many hiring steps one contract covers. That part is judgment. What I couldn't test: implementation time, which no vendor here publishes.
How do you choose enterprise recruiting software?
These 4 questions sort the list fast.
Which HCM pays your people?
Start there. If payroll runs on Workday, SAP or Oracle, their recruiting module shares the employee record and saves a data sync. SAP says people, job and organizational data "sync automatically" between SmartRecruiters and SuccessFactors. If your HCM is something else, a standalone ATS like iCIMS or Greenhouse is usually the cleaner pick.
Where do your hires actually come from?
Pull a year of hires by source before you buy. In Gem's 2026 benchmarks, direct sourcing delivered 11% of hires from just 2.6% of applications. Nearly half (46%) of sourced hires came from people already in the company's ATS or CRM. If your numbers look similar, buy candidate rediscovery and outbound search before a bigger careers site. Can the AI act without a person?
Ask every vendor in writing. Eightfold says its AI "never decides" and iCIMS lets you dial its AI "on or off at any step". The Cognitive never moves a candidate's ATS stage and never rejects anyone: a recruiter reads the report and decides in the ATS. Ashby's 291 applications per hire is the number that breaks first-round screening. A first interview that runs without a calendar is the usual fix. Greenhouse and Phenom use voice, HireVue and Eightfold run their own AI interviewers, and The Cognitive runs a live, two-way video interview of 10 or 20 minutes in 9 languages.
How do enterprise TA teams add AI sourcing and interviewing to an existing ATS?
Most enterprises won't replace Workday or SuccessFactors to get better AI. They add it in one of 3 ways:
- Turn on the suite's own AI. Workday's HiredScore grades candidates and finds leads "from your existing databases and partner networks". SmartRecruiters has Winston Match and Winston Screen. Least procurement work, but it mostly ranks people you already have.
- Buy a talent intelligence platform. Phenom, Eightfold and Beamery sit over the ATS with their own data, through a demo cycle and an enterprise contract.
- Plug in a layer for one job. The Cognitive and HireVue connect to the ATS and do one part of the work, starting on one requisition.
Here's the third route with The Cognitive. You connect your ATS, pick the stage to import active candidates from, and invite them to a live AI interview. The invitation tells candidates the interview is run by AI, and they book their own slot without an account. The rubric is fixed per role and the questions adapt live to each answer. Which enterprise recruiting software covers SOC 2 and GDPR?
Here is what each vendor states on its own site, read on 3 October 2026. None of this is legal advice.
- Greenhouse lists annual SOC 1 Type 2 and SOC 2 Type 2 audits, ISO 27001:2022, ISO 27701:2019 and ISO 42001:2023, and GDPR on its security page.
- Eightfold states "SOC 2, ISO 27001, and ISO 42001 compliance" and links FedRAMP from its trust menu. It also publishes bias audit results for its matching model and its AI Interviewer.
- HireVue lists SOC, ISO and FedRAMP under its enterprise platform.
- iCIMS holds TrustArc's TRUSTe Responsible AI Certification.
- Workday, SAP and Oracle: ask for the audit reports that cover the recruiting module you're buying, not just the wider suite.
The Cognitive is smaller, so here's exactly what we state. Our security page describes encryption in transit and at rest for recordings, transcripts and candidate records, role-based access, deletion on request, and EU candidate data handled in line with GDPR principles. Our privacy policy says we act as a processor for interview data. We don't list a SOC 2 report or an ISO certification on our trust pages, and we don't have a published bias audit. When I typed "Senior backend engineer with 5+ years of Go who has built payments systems, Remote EU", it read "Remote EU" as Germany plus 7 other countries. Every person found is judged against the brief's must-haves, and anyone who misses one drops below the people who meet them. Each result card opens with a "Why this match" line traced to the profile. Verified emails and phone numbers can be revealed, and email and SMS sequences come with the Sourcing Pro plan.
The interview is live and two-way, on video, for 10 or 20 minutes. The report gives a 1 to 5 score per criterion plus overall written feedback, a weighted score out of 100, a suggested verdict, the transcript and the recording. Integrity flags are logged, not scored. Nothing is rejected automatically. 2. Workday Recruiting: best for companies on Workday HCM that want recruiting in the same suite
Workday says it was named a Leader in the 2026 Gartner Magic Quadrant for Talent Acquisition Suites. Its suite bundles recruiting, candidate engagement and HiredScore AI, plus a Candidate Experience agent powered by Paradox that handles interview scheduling through conversational AI.
The HiredScore page describes AI candidate grading and leads drawn "from your existing databases and partner networks", so its AI works best on people already in reach. There's no price on the site; every path ends at Contact Sales.
Pick it if Workday already pays your people and you want one employee record from application to exit.
3. SAP SuccessFactors (SmartRecruiters): best for SAP shops replacing the legacy recruiting module
SAP completed its acquisition of SmartRecruiters in September 2025. SAP's recruiting page now sells SmartRecruiters for SAP SuccessFactors, which it says builds on and replaces the legacy SuccessFactors Recruiting module. It offers AI candidate matching, screening and interview scheduling, native SMS, WhatsApp and email, and a recruiting CRM, with Winston as the AI layer.
The fine print matters for mid-size buyers. SAP lists a minimum order of 250 users and contracts of 1 to 3 years with auto-renewal. SAP's pricing page asks you to request a quote, while SmartRecruiters' pricing page shows a starting price for its entry plan only.
Pick it if you run SuccessFactors HCM and want recruiting data to flow into it without a custom integration. If you need SmartRecruiters on its own, SAP said in 2025 it would stay available standalone "for the foreseeable future".
4. Oracle Recruiting Cloud: best for Oracle Cloud HCM estates that hire internally as much as externally
Oracle Fusion Cloud Recruiting, sold with Recruiting Booster, is "natively part of Oracle Cloud HCM". Oracle says it was a Leader in the 2025 Gartner Magic Quadrant for Talent Acquisition Suites. The standout is internal mobility: an opportunity marketplace for jobs and gigs, and AI that evaluates employees as candidates.
Its newer Career Coach agent gives candidates job recommendations and 24/7 help with questions and interview preparation. Outbound search leans on LinkedIn integrations that import profiles. There's no price on the page; Oracle routes buyers to a demo.
Pick it if you're on Oracle Cloud HCM and fill many roles from inside.
5. iCIMS: best standalone enterprise ATS with AI you can switch off step by step
iCIMS calls itself a "highly-configurable enterprise ATS". It says more than 4,400 companies in 200 countries use it, including a quarter of the Fortune 500. Its AI can be dialed "up or down, on or off at any step", which helps when legal wants AI in sourcing but not in ranking.
The iCIMS AI page lists a new Sourcing Agent, candidate ranking and talent matching. Under interviewing, it lists AI-generated interview questions rather than an AI interviewer. Pricing goes through a demo. The Cognitive's iCIMS integration adds a live AI interview on top.
Pick it if your HCM isn't Workday, SAP or Oracle and you need an ATS that bends to complex workflows.
6. Greenhouse: best for structured hiring with a voice AI first interview
Greenhouse made its name on structured hiring and now pitches "Better signal. Human judgment." Its newest product, Voice AI, runs "a two-way voice conversation with dynamic follow-up questions", using your team's questions and rubric. Real Talent adds fraud detection and identity verification.
The limits: the interview is voice, not video, and sourcing runs mainly through a prospecting Chrome plugin. Pricing is "customized based on your company's hiring needs" across Core, Plus and Pro, which our breakdown of Greenhouse pricing unpacks.

7. Phenom: best for rediscovering past applicants and sourcing the open market in one CRM
Phenom "searches the candidates you already have and the open market together, and drafts outreach personalized to each person." Internal candidates surface first, and every match comes with a reason. That fits Gem's finding that 46% of sourced hires come from rediscovered candidates.
Its AI Interviewer holds "a real-time voice conversation that adapts to the candidate's answers", then produces a transcript, scores and a summary. Buying starts with a demo, and no price is published.
Pick it if you have years of applicants in your ATS and CRM and want one platform to work them, then reach beyond them.
8. Eightfold: best talent intelligence platform with published bias audits
Eightfold builds on what it calls "One billion profiles" and says its AI "never decides". Your recruiters do. Its AI Interviewer "conducts adaptive interviews at massive scale" and, by Eightfold's account, doesn't analyze facial expressions, tone of voice or accent. It publishes bias audit results for both its matching model and its AI Interviewer. It also appears in our list of talent intelligence platforms.
The trade-off is weight: Eightfold is an enterprise platform sold through a demo, with no published price.
Pick it if your legal team needs a vendor with public bias audits and you want sourcing, matching and AI interviews from one contract.
9. Beamery: best skills and CRM layer over Workday or SuccessFactors
Beamery now calls itself "The AI Platform For Workforce Transformation", with an agentic advisor named Ray. For recruiters, its recruiter solutions include a Talent CRM, sourcing and matching, talent marketing and reporting. It has certified integrations with Workday and SAP SuccessFactors.
The site leads with workforce planning and skills. I found no AI interviewer on the pages I read. Pricing goes through a demo.
Pick it if you want a skills-based CRM that sits over your HCM and feeds both hiring and internal moves.
10. HireVue: best for interviews and assessments at Fortune 100 volume
HireVue says 40% of the Fortune 100 use it and that it has completed 70M interviews. Its AI Interviewer asks questions and records responses, "including probing follow-up questions, in a natural two-way conversation". Assessments and a co-pilot for your own Zoom or Teams calls round it out.
HireVue works on the applicants you send it. I found no search for new people on its pages. Plans are discussed with sales.
Pick it if you hire thousands a year into repeatable roles and need validated assessments next to the interview.

Run a pilot on 2 requisitions you've already filled: one hard to source, one with too many applicants. For the hard role, count how many people the tool finds who weren't already in your ATS. For the busy role, check whether the AI's top 10 includes the person you actually hired.
