Best Reference Check Software in 2026: 10 Tools Ranked
By Sparsh Goyal, Founder at The Cognitive. Published · Last updated
- The Cognitive ranks first for the evidence before references, and Xref is the highest-scoring tool for running the reference check itself.
- Certn suits pay-per-check buyers, Referoo suits SMS references, Refapp suits branded reports, Zinc suits UK regulated roles, and Crosschq and HiPeople suit enterprise teams.
- Pick a tool that names its fake-referee checks, and go into each reference call knowing which claims to test.
In Zety's 2026 survey of 1,007 US workers, 1 in 10 said they had asked a friend or family member to pose as a former coworker or manager. A reference call can be no better than the person on the other end. Good reference check software chases referees for you, flags the suspicious ones and gives you a report you can compare across candidates.
The best reference check software depends on the job you need done. For the evidence before references, The Cognitive ranks first. It finds candidates, runs a recorded live AI video interview and hands you a scored report that tells you what to ask referees. It does not run reference checks.
For the reference check itself, Xref suits references plus background checks on one published plan. Certn suits pay-per-check buyers, Referoo suits SMS references and Refapp suits branded reports with a free trial. Zinc suits UK regulated roles, and Crosschq and HiPeople suit enterprise teams.
Disclosure: The Cognitive is our product.
The best reference check software in 2026
- The Cognitive: best for the evidence you want before you call a referee.
- Xref: best for references and background checks on one published monthly plan.
- Certn: best for pay-per-check references from a screening company.
- Referoo: best for references by email, phone or SMS, with a free trial.
- Refapp: best for branded, benchmarked reference reports.
- Zinc: best for UK regulated references and HMRC employment checks.
- Crosschq: best for enterprise teams measuring quality of hire.
- Checkster (Harver): best for volume employers already using Harver.
- HiPeople: best for handing off the whole reference process.
- SkillSurvey (iCIMS): best for iCIMS customers who need credentialing.
What is reference check software?
Reference check software is a tool that collects and compares references for you. The candidate nominates referees, and each referee gets a short survey or a call. The tool chases replies, flags suspicious answers and returns a structured report, usually within a day or two.
The category has three kinds of product:
- Reference specialists. Digital surveys and reports, and little else (SkillSurvey).
- Screening companies. References next to background, ID or employment checks (Xref, Certn, Referoo, Refapp, Zinc). For background checks alone, see the best background check software.
- Hiring platforms. References alongside interviews, assessments and fraud checks (Crosschq, HiPeople, and Checkster inside Harver).
The Cognitive sits one step earlier, producing the interview record a reference call should test.
How do these reference check tools compare?
Places 2 to 10 are scored on six yes or no points from each vendor's own site. Each tool's score sits in brackets after its name.
| Tool | Price | Start | Fakes | Report | Interviews | Bkgd/ID | Refs |
|---|---|---|---|---|---|---|---|
| The Cognitive (1st) | Yes | Trial | n/a | Interview | Yes | No | No |
| Xref (5) | Yes | Trial | Yes | Yes | No | Yes | Yes |
| Certn (4) | Yes | Self-serve | Not stated | Yes | No | Yes | Yes |
| Referoo (4) | No | Trial | Yes | Yes | No | Yes | Yes |
| Refapp (4) | No | Trial | Yes | Yes | No | Yes | Yes |
| Zinc (4) | No | Self-serve | Yes | Yes | No | Yes | Yes |
| Crosschq (4) | No | Demo | Yes | Yes | Yes | Yes | Yes |
| Checkster (3) | No | Demo | Yes | Yes | Yes | Not stated | Yes |
| HiPeople (3) | No | Demo | Yes | Yes | Yes | Not stated | Yes |
| SkillSurvey (1) | No | Demo | Not stated | Yes | No | Not stated | Yes |
"Refs" shows whether the tool runs reference checks at all. Each of the other columns is worth one point:
- Price: a price appears on its website.
- Start: you can start with a free trial or a self-serve signup, without a sales call.
- Fakes: the vendor's own site says it detects reference fraud, or flags suspicious or fake referees or mismatched details.
- Report: it returns a structured report you can compare across candidates, with scores, graphs, benchmarks or role-specific survey templates.
- Interviews: the same vendor sells interviews or assessments in its platform.
- Bkgd/ID: the same platform runs background or identity checks.
A point counts only when the vendor's own site says so, and its product pages count as its own site. "Not stated" scores zero. Ties go first to a price on the website, then to starting without a sales call, then to alphabetical order. That is why Certn leads the four-point tools, Referoo, Refapp and Zinc follow, Crosschq closes them and Checkster sits above HiPeople.
The Cognitive is not scored, because it runs no reference checks. It is placed first on a separate rule: it is the step before references, a recorded first interview whose report tells you what referees should confirm. Among the tools here, it is the only one that runs AI interviews and publishes its prices with a free trial.
These tools are ranked using feedback from recruiters the founder talks with on LinkedIn, plus each vendor's own site and pricing page.
How do you choose reference check software?
How worried are you about fake referees?
Worried enough to pay for detection. A 2024 ResumeTemplates.com survey of 1,250 job seekers found 46% admitted giving a false reference. Pick a tool whose own site names fraud checks: Checkster, HiPeople, Xref, Referoo, Refapp, Crosschq and Zinc all do. Ask to see it work.
Do you need references alone, or with background and ID checks?
Buy them together if you run both on most hires. In HireRight's 2025 Global Benchmark Report, more than three-quarters of businesses had found candidate discrepancies during screening in the past 12 months. Only three in five said they run identity checks. Xref, Certn, Referoo, Refapp and Zinc pair references with background checks; for identity checks alone, see candidate verification platforms.
How will referees answer?
Match the channel to the people you hire; frontline managers may answer a text and nothing else. Referoo runs references by email, phone or SMS, and Certn offers digital or phone references.
Can you launch it from your ATS?
Ask for your exact system by name. Xref lists Workday, Bullhorn, iCIMS, Lever and JobAdder among others, Crosschq names Workday, SAP, Greenhouse, iCIMS and Oracle, and SkillSurvey belongs to iCIMS.
What should happen before the reference call?
An interview that tested the CV. Only 39.0% of companies check past employment on every hire, according to the iProspectCheck 2026 State of Screening Report, which polled 1,500 US business managers and owners. For many claims, the reference call is the only check they get. Go in knowing which claims need it: referees confirm, and an interview record tells you what to confirm.
Is automated reference checking legal?
Yes, in general, but a few rules reach references directly. This is a summary, not legal advice; talk to counsel.
- FCRA investigative reports. Say a third party gathers information on a person's "character, general reputation, personal characteristics, or mode of living" through "personal interviews" with people who know them. The result can be an investigative consumer report under 15 U.S.C. 1681a(e). Section 1681d then requires telling the candidate clearly within three days of first requesting the report, and disclosing its nature and scope within five days of a written request.
- FTC and EEOC guidance. The joint guide Background Checks: What Employers Need to Know says the FCRA applies when you run checks "through a company in the business of compiling background information". It also says not to ask medical questions before a conditional job offer. The EEOC's preemployment guidance adds that an employer may not ask former employers anything it could not ask the applicant directly.
- Salary history bans. California Labor Code 432.3 bars employers from seeking an applicant's salary history "orally or in writing, personally or through an agent". Since 31 October 2017, New York City has barred employers of any size from asking about salary history. Where a ban applies, do not ask referees about pay.
- Fair chance rules. The California Fair Chance Act stops employers with five or more employees from asking about conviction history before a conditional offer. Keep it out of reference calls until then.
- GDPR Article 14. When you collect personal data about someone from another person, Article 14 of the GDPR requires telling them within a reasonable period, at the latest within one month. That makes a quiet check with an unlisted referee risky in the EU. In the US the practice is common: in Zety's 2026 survey, 37% of workers said a potential employer had contacted a former manager or coworker they had not listed.
For the questions you should not put to a referee, see the reference check questions guide.
The 10 best reference check tools, reviewed
1. The Cognitive: best for the evidence you want before you call a referee
Verdict: The Cognitive runs no reference checks; it ranks first for the interview record that tells you what referees need to confirm.
The Cognitive finds candidates with AI sourcing and interviews them with a live AI interviewer; it is not a reference tool. It earns first place on a different job: by the time you reach references, you should know what the candidate claims and where the claims are thin.
Type the brief as you would say it, and The Cognitive returns matches from about 900M public profiles, each with a one-line reason. On Sourcing Pro and above, it also emails them from your own mailbox.
The interview is live two-way AI video on a computer. Before it starts, the invitation email and booking page explain that an AI runs it, and candidates agree. Every candidate for a role meets one fixed rubric, but the follow-ups depend on what each person says.
Each interview leaves a recording, a transcript and a scored report listing strengths and the areas to probe further. When the candidate's profile or CV makes specific claims, the report notes which ones the conversation backed up. You can share it with a hiring manager by link.
Those areas to probe are the bridge to references: a short list of questions for referees, so each call tests something specific.
Best for: recruiters who want a recorded, scored first interview before they spend time on referees.
Watch out for: no referee requests, surveys or reports, and no background or ID checks, so you still need a tool below or your own calls. Outreach starts on Sourcing Pro, and sync with 100+ ATS (see integrations) comes on the higher plans.
Pricing model: AI Sourcing and AI Interviews are billed as two monthly plans. Plans start at $99 a month (see pricing). A 20-minute interview uses 100 credits. A 7-day trial needs no card.
2. Xref: best for references and background checks on one published monthly plan

Verdict: Xref scores five of six points, the highest on the list.
Xref pitches "Reference and Background Checks, Engagement Surveys, and Talent Pools" in one platform. Its algorithm "will alert you to any unusual activity" during referencing.
Reports use "graphs that quantify skills and core competencies", and AI Reference Summaries condense what referees said. Xref lists more than 35 integration partners. It covers the reference itself well and does not interview.
Best for: small and mid-size teams that want references, background checks and staff surveys on one subscription.
Watch out for: tiers are set by company headcount with a cap on profiles, so a fast-growing team can outgrow its tier.
Pricing model: published monthly tiers by headcount, a discount for annual billing, Enterprise by quote, and a free trial.
3. Certn: best for pay-per-check references from a screening company

Verdict: Certn scores four of six points and is the only four-point tool with a price on its site.
Certn is a background screening company with a reference product. You choose a digital or phone reference. With phone, "references are interviewed by Certn's verifications team." Candidates provide one to three references, and the report covers skills, strengths, weaknesses and working style.
Best for: teams that buy references from the same company that runs their criminal, identity and employment checks.
Watch out for: references are one product inside a screening company, and its reference page does not mention fake-referee alerts.
Pricing model: per check, with a starting price on its site and larger packages by quote. Self-serve signup.
4. Referoo: best for references by email, phone or SMS, with a free trial

Verdict: Referoo scores four of six points and is strongest where referees answer texts faster than emails.
Referoo offers "automated reference checking by email, phone or SMS" with "built-in fraud detection". Its homepage promises "All Your Employment Checks, All in One Place", including ID checks. Referoo Essential covers references; Referoo Hub adds background checks, with a per check fee.
Best for: high-volume and non-desk hiring where SMS references get answered.
Watch out for: no price on the website; plans are quoted by candidates per month.
Pricing model: plan subscription by quote, background checks per check, and a free trial.
5. Refapp: best for branded, benchmarked reference reports

Verdict: Refapp scores four of six points and pairs clean reference reports with background checks.
Refapp says more than 1,500 organizations use it. It sends "research-based, role-specific questionnaires", and responses become "a clear, comparable report with optional benchmarking", downloadable as a secure PDF. You launch checks from your ATS or in Refapp.
Its site lists "automatic fraud detection" among its features. Refapp also runs background checks from the same account, including "Name and ID verification".
Best for: agencies and small teams that want clean, comparable reports.
Watch out for: its site names automatic fraud detection but does not explain how it works, and there is no published price.
Pricing model: by quote, with a free trial and no credit card.
6. Zinc: best for UK regulated references and HMRC employment checks

Verdict: Zinc scores four of six points and is the clear pick for UK regulated sectors.
Zinc combines professional, character and regulatory references with employment verification. It offers "instant UK employment verification through HMRC" and "flags mismatched dates, job titles, and any unclear information for further review." Formats cover FCA, CQC and Ofsted requirements.
Best for: UK employers hiring into regulated roles.
Watch out for: built around UK rules, so US buyers get less from the HMRC and regulatory features.
Pricing model: a flat rate per check on Pay As You Grow, with SMB and Enterprise plans by demo; no price on the website. Self-serve signup.
7. Crosschq: best for enterprise teams measuring quality of hire

Verdict: Crosschq scores four of six points and puts interviews, references and ID checks in one platform.
Crosschq brings "interviews, references, assessments, fraud detection, and identity verification together in one connected hiring experience." Its reference product offers "135+ role-specific survey templates", launches from your ATS, and gives "fraud alerts for less-than-honest candidates". ID.me powers its identity checks.
Best for: enterprise TA teams on Workday, SAP, Greenhouse, iCIMS or Oracle that want references feeding quality-of-hire data.
Watch out for: sales-led buying and no pricing page.
Pricing model: by quote after a demo.
8. Checkster (Harver): best for volume employers already using Harver

Verdict: Checkster scores three of six points and is best bought as part of the Harver suite.
Checkster is now part of Harver. Candidates submit references digitally, typically three to five, and referees answer on mobile. Harver says a "proprietary algorithm" judges "the legitimacy of each reference", catching family members posing as managers and checks the candidate filled in themselves. Harver also sells video interviews and assessments.
Best for: high-volume employers already using Harver's assessments or video interviews.
Watch out for: sold inside an enterprise suite, with no published price.
Pricing model: by quote after a demo.
9. HiPeople: best for handing off the whole reference process

Verdict: HiPeople scores three of six points and spells out its referee fraud checks in detail.
HiPeople sells "AI agents running recruiting, end-to-end", including sourcing, screening, AI interviews and reference checks. It says it handles references "end to end ... from collecting referee details to outreach, scheduling, rescheduling and follow-ups". Fraud signals include "professional network authentication, shared experience verification", device fingerprinting and IP, VPN and phone-number checks.
Best for: teams that want references run with no recruiter admin at all.
Watch out for: demo-led buying with no pricing page, and its site does not state background or ID checks on candidates.
Pricing model: by quote after a demo.
10. SkillSurvey (iCIMS): best for iCIMS customers who need credentialing

Verdict: SkillSurvey scores one of six points, based on the 2022 iCIMS release, and has a long track record.
iCIMS bought SkillSurvey in 2022. According to that release, SkillSurvey, founded in 2001, then served more than 2,300 companies with hundreds of job-specific surveys and credentialing tools. Today skillsurvey.com leads to an iCIMS page that is mostly a customer login.
Best for: iCIMS customers, especially teams that need credentialing.
Watch out for: little product detail on its current page, and it is bought through iCIMS sales.
Pricing model: by quote after a demo.
When to skip The Cognitive
- You need referees contacted and reported on. The Cognitive runs no reference checks. Pick any tool in places 2 to 10.
- You hire into UK regulated roles. FCA, CQC and Ofsted reference formats point to Zinc.
- You want references and background checks from one vendor. Xref, Certn, Referoo, Refapp or Zinc.
- Your references must run inside iCIMS. SkillSurvey is the native choice.
- Candidates who only have a phone. Each AI interview takes place on a computer, in a desktop or laptop browser.
What reference check mistakes should you avoid?
- Calling referees with nothing to test. A reference call without an interview record collects polite praise. Take two or three specific claims into every call.
- Taking the referee's name at face value. Stand-in referees are common enough to plan for, so use a tool that checks who is answering.
To start, pick the reference tool that fits your volume and region. Then move the evidence earlier: open a role in The Cognitive, invite your shortlist to the live AI interview, and carry each report's areas to probe into the reference calls. Try it for 7 days without a card: start free with The Cognitive.

Frequently Asked Questions
What is the best reference check software in 2026?
Xref is the highest-scoring tool for running reference checks, and The Cognitive ranks first for the interview evidence you want before references. Xref pairs references with background checks on a published monthly plan with a free trial. The Cognitive runs no reference checks; its recorded AI interview report lists areas to probe with referees.
Does The Cognitive run reference checks?
No, The Cognitive does not contact, survey or report on referees. It finds candidates and runs a recorded, transcribed live AI video interview with a scored report. The report's areas to probe become your questions for reference calls, made by hand or through a tool such as Xref, Referoo or Certn.
How does reference check software detect fake references?
Most tools check that the referee is who they claim to be. Harver says Checkster's algorithm catches family members posing as managers, HiPeople checks professional networks, IP addresses, VPNs and phone numbers, and Zinc flags mismatched dates and job titles.
How much does reference check software cost?
Pricing is per check, a subscription or a quote. Certn shows a per-check starting price and Xref publishes monthly tiers by headcount; most other vendors quote on request. Xref, Referoo and Refapp offer free trials.
Are reference checks still worth it?
Yes, when they test specific claims rather than collect general praise. In Zety's 2026 survey, 42% of US workers said references should have little to no influence on a hiring decision, and 1 in 10 had used a stand-in referee. A recorded first interview tells you which claims a referee should confirm.
What are the best SkillSurvey alternatives?
The best SkillSurvey alternatives are Xref, Refapp and Crosschq, depending on how you buy. SkillSurvey now sits inside iCIMS. Xref adds background checks on a published plan, Refapp offers role-specific questionnaires and benchmarked reports with a free trial, and Crosschq offers 135+ role-specific survey templates for enterprise teams.
