Best RPO Companies in 2026: 11 Providers Ranked, Plus an In-House Option

The Cognitive homepage, the in-house alternative to the best RPO companies in 2026

The best RPO companies in 2026, by buyer rating, are Korn Ferry, KellyOCG, Hudson Talent Solutions and PeopleScout. They rank first to fourth for enterprise RPO in HRO Today's 2026 survey, and KellyOCG is also first for healthcare. Korn Ferry, KellyOCG and PeopleScout are Everest Group Leaders in 2026, as are Cielo, Allegis Global Solutions, Wilson and Randstad Sourceright. Hueman and Engage2Excel top the midsize list. The Cognitive is listed first as the in-house alternative: software your own team runs to find people, email them from your own mailbox and hold a live AI first interview. It is not an RPO provider and supplies no recruiters.

Recruitment process outsourcing was a USD 12.8 billion market in 2025, by one Grand View Research estimate, and the same report expects it to reach USD 31.5 billion by 2033. Most of that money comes from large companies.

Disclosure: The Cognitive is our product.

HRO Today ranks come from the 2026 Baker's Dozen Overall Enterprise RPO list unless marked Midsize. Everest Group status is from its 2026 RPO PEAK Matrix, as each firm announced it.

How the list was ranked

Places 2 to 9 follow the HRO Today 2026 Baker's Dozen for enterprise RPO. HRO Today says its ratings are "based solely on feedback from buyers of the rated services", scored on breadth of service, size of deals and quality of service.

The list stops at the survey's eighth enterprise place; Michael Page, Talent Solutions RPO, LevelUP HCS, Robert Walters and Orion Talent complete it on HRO Today's page. Place 10 goes to Randstad Sourceright, which is missing from the 2026 survey but is a Leader in all four of Everest Group's 2026 assessments: global, US, UK and India. Everest assessed more than 50 providers. Places 11 and 12 follow HRO Today's midsize ranking.

The Cognitive sits first on a different, checkable rule. Within this table, it is the one row that is self-serve software with a price on its website. Neither rating covers price. Notes on each firm come from its own site and announcements. The case for software draws on feedback from recruiters the founder talks with on LinkedIn.

Do you need an RPO provider, or software your team runs?

RPO hands all or part of your recruiting to an outside provider. The recruitment process outsourcing guide covers the definition, the models and the contract terms.

RPO is built for scale. Large enterprises made up about 69% of the market in 2025, by Grand View Research's estimate. If you hire hundreds of people a year across countries, a provider's recruiters and reporting earn their fee.

Smaller and steadier loads are different. Often the gap is two steps: finding people and screening them. Software can now do both. The firms sell their own AI for it: Korn Ferry runs Nimble Recruit, Cielo has Cosm by Cielo, and Hueman screens around the clock. The question is whether that AI sits inside someone else's team or in your own.

With The Cognitive, that AI sits in your own team. A recruiter describes the role in plain English, and the candidate pool, outreach history and interview reports stay in your account. Related: AI recruitment agencies and AI staffing solutions.

How do RPO providers charge?

None of the 11 firms here publishes a price; every RPO page ends in a contact form. The RPO Association describes four models:

Before comparing quotes, work out your current cost per hire.

How do you choose an RPO company?

Do you need the whole process, or one piece?

Most RPO firms here sell both full programs and single modules. Korn Ferry, Allegis Global Solutions and Wilson offer end-to-end programs and modules, and Engage2Excel sells sourcing, screening and onboarding separately. If only one step hurts, buy that step and keep the rest.

Is hiring hard for you, or just slow?

Hiring is hard for most teams: 69% of HR professionals SHRM surveyed reported difficulty recruiting for full-time roles in the past 12 months, SHRM found in 2025. A thin pool needs sourcing reach; a swamped team needs screening capacity.

How fast should a hire be?

Ashby's 2026 Talent Trends Report puts the median time to hire at 30 days for business roles and 40 for technical roles. The same report counts 291 applications per hire. Set any provider's time to fill by role family against those medians.

Where do the candidates live when the contract ends?

Ask whether candidate records, notes and outreach history move into your ATS when the contract ends, or stay in the provider's tools. Get the answer in writing.

What should you ask in the pitch?

The in-house pick and 11 RPO companies, reviewed

1. The Cognitive: best for teams that would rather keep recruiting in-house than outsource it

The Cognitive homepage
The Cognitive homepage.

Verdict: software, not a service, for teams that want the sourcing and first-round screening an RPO would do, run by their own people.

The Cognitive is AI sourcing and live AI interviews in one account. Describe the role in plain English, check the filters, and search about 900M public profiles, ten people a page. Reveal a personal email for 4 credits, or a phone number for 12 on Sourcing Pro, Max, Business and Enterprise. Email outreach goes from your own Gmail or Outlook mailbox, and follow-ups stop when someone replies.

People you invite book their own slot for a live two-way AI video interview of 10 or 20 minutes, in a laptop or desktop browser. The invitation says an AI runs it. The rubric is fixed for the role, the questions follow each answer, and you get a scored report with the transcript. On plans that sync, it connects with 100+ ATS.

Best for: in-house teams with a steady sourcing and screening load that would rather add software than sign a provider.

Watch out for: no recruiters are provided, there is no SLA or guaranteed fill, and there is no offer management. Outreach starts on Sourcing Pro and ATS sync on Sourcing Max or Interviews Pro.

Pricing model: AI Sourcing and AI Interviews are separate monthly plans, each from $99 a month (see pricing). Credits cover usage: 1 for each person a search shows, once, and 100 for a 20-minute interview.

2. Korn Ferry RPO: best for global enterprises that want RPO tied to leadership hiring and consulting

Korn Ferry homepage
Korn Ferry homepage.

Verdict: first in the 2026 enterprise survey, and first for quality of service.

Korn Ferry says its RPO "integrates seamlessly with your team", whether you need end-to-end outsourcing or help with specific roles, markets or divisions. Its models include full or hybrid outsourcing, project recruitment to "hire 10 or 200+ at speed", and flexible services for sourcing, screening and scheduling. It claims 3,000+ RPO specialists in 110+ countries, on its own Nimble Recruit technology.

Korn Ferry acquired AMS in September 2026. Everest Group named Korn Ferry a Global Leader in 2026, with recognition in the US, UK and India assessments.

Best for: global enterprises that want RPO alongside executive search and consulting.

Watch out for: it is built for large programs, and the AMS integration is new, so ask who will run your account.

Pricing model: custom quote through sales; no price on its website.

3. KellyOCG: best for healthcare RPO and models that range from end-to-end to borrowed recruiters

KellyOCG homepage
KellyOCG homepage.

Verdict: second for enterprise RPO and first for healthcare RPO in the 2026 survey.

KellyOCG, part of Kelly, says companies hand it all or part of the recruitment process, from sourcing and screening to interviewing, offer management and onboarding. It works under the client's employer brand. Its options run from end-to-end programs to project RPO and added recruiters. Its pitch for the last: "Borrow TA support, as long as you need it."

It claims teams in 70+ countries speaking 30+ languages. Everest Group named it a Global and US Leader in 2026.

Best for: hospitals, health systems and life sciences companies, and enterprises that want flexible models.

Watch out for: the menu is wide, so pin down which model and which services the quote covers.

Pricing model: custom quote; no price on its website.

4. Hudson Talent Solutions: best for enterprise and project RPO across the Americas, APAC and EMEA

Hudson Talent Solutions homepage

It sells Enterprise RPO, Project RPO and Rapid Response, its on-demand recruiters, on a platform it calls Hudson TalentFusion.

Everest Group placed Hudson as a Major Contender and Star Performer in 2026.

Best for: enterprises that want a provider with regional teams in the Americas, APAC and EMEA.

Watch out for: Everest places it a step below Leader, so ask for references in your region and industry.

Pricing model: custom quote; no price on its website.

5. PeopleScout: best for high-volume hiring in several countries

PeopleScout homepage
PeopleScout homepage.

Verdict: fourth in the 2026 enterprise survey.

PeopleScout, part of TrueBlue, sums up its RPO as "More Talent. More Tech. More Transformation." It sells full-cycle and project-based RPO, modular "Amplifiers" and Recruiter on Demand, on its Affinix technology. Its delivery centers include Gurgaon and Bangalore in India, Bristol and Krakow.

TrueBlue announced that Everest Group named PeopleScout a Global Leader in 2026, citing its "expertise in high-volume hiring" in manufacturing, retail, healthcare and the public sector.

Cielo pitches RPO as "Far more than outsourcing. This is partnership." It sells full-service programs, modular "TA Optimizers", RPO for a single location, business unit or critical role, and High Volume RPO.

Cielo says Everest Group named it a Global Leader in 2026, for the 14th year in a row.

Best for: large programs in manufacturing, life sciences, healthcare and tech across several countries.

Watch out for: its top scores are for big deals, so a small program should ask about senior attention.

Pricing model: custom quote; no price on its website.

7. AgileOne: best for employers that want RPO from a firm that also runs contingent workforce programs

AgileOne homepage
AgileOne homepage.

Verdict: sixth in the 2026 enterprise survey.

AgileOne says its RPO fits whether you need a complete end-to-end solution or want to supplement parts of your own recruiting. It sells full-cycle RPO, Recruitment On Demand and recruitment marketing, and its recruiters can sit on site or work remotely. Its homepage leads with workforce solutions, MSP and its AccelerationVMS technology.

Best for: employers that buy contingent workforce management and want permanent hiring from the same provider.

Watch out for: no 2026 Everest status was found, and RPO is one line among several, so ask how big its RPO team is.

Pricing model: custom quote; no price on its website.

8. Allegis Global Solutions: best for US enterprises hiring white-collar talent

Allegis Global Solutions homepage
Allegis Global Solutions homepage.

Verdict: seventh in the 2026 enterprise survey and third for healthcare.

Allegis Global Solutions says it will "attract, source, screen, match, coordinate, improve", end-to-end or where you need it. It sells end-to-end RPO, modules from sourcing to advisory, and time-boxed project support, on its Acumen Intelligent Workforce Platform. It claims services in 100+ countries.

In 2026 Everest Group named it a Leader for the US and India, a Global Star Performer, and a Major Contender in the UK.

Best for: US enterprises in banking, insurance, retail, tech and healthcare.

Watch out for: outside the US its ratings vary, so check the region you hire in.

Pricing model: custom quote; no price on its website.

9. Wilson: best for multi-country programs bought one module at a time

Wilson homepage
Wilson homepage.

Verdict: eighth in the 2026 enterprise survey.

Wilson describes a bespoke RPO run by a dedicated team. Beyond global programs, it sells project RPO "Ranging from 3-12 months" and modules that isolate one part of hiring, such as sourcing candidates and talent mapping. It claims 2,000+ professionals in 65 countries.

Wilson says Everest Group named it a Global and US Leader in 2026, its fifth straight year.

Best for: pharma, life sciences, healthcare and tech employers that want a short project or a single module.

Watch out for: a module leaves the rest of the process with you, so be clear where the handoff sits.

Pricing model: custom quote; no price on its website.

10. Randstad Sourceright: best for blended permanent and contingent hiring

Randstad Enterprise homepage
Randstad Enterprise homepage.

Verdict: not in the 2026 buyer survey, but a Leader in all four of Everest Group's 2026 assessments.

Randstad Sourceright, part of Randstad Enterprise, offers "Agile, modular RPO solutions" that put support "exactly where and when you need it". It names four models: end-to-end RPO, project RPO, recruiter on demand and talent BPO.

Randstad says 2026 is its 16th year in a row as an Everest Group Leader.

Best for: enterprises that hire permanent and contingent staff, blue-collar and white-collar, under one program.

Watch out for: with no 2026 buyer-survey rank, lean harder on references from current clients.

Pricing model: custom quote; no price on its website.

11. Hueman RPO: best for midsize programs in healthcare and hourly-heavy industries

Hueman RPO homepage
Hueman RPO homepage.

Pricing model: custom quote; no price on its website.

Its CXS Recruit platform can run as a full ATS and CRM or connect to your systems.

Watch out for: no 2026 Everest status was found, so ask for client references at your size.

Pricing model: custom quote; no price on its website.

Frequently Asked Questions

What are the best RPO companies in 2026?

Korn Ferry, KellyOCG, Hudson Talent Solutions and PeopleScout rank highest with buyers in HRO Today's 2026 survey of enterprise RPO. Cielo, Allegis Global Solutions, Wilson and Randstad Sourceright are Everest Group Leaders in 2026 too, as are Korn Ferry, KellyOCG and PeopleScout. For teams that want to keep recruiting in-house, The Cognitive is the software alternative.

Which RPO company is best for high-volume hiring?

PeopleScout is the clearest pick, and Everest Group cites it for "expertise in high-volume hiring" in manufacturing, retail, healthcare and the public sector. Cielo also sells a High Volume RPO. For the software side, see high-volume hiring.

Which RPO company is best for healthcare?

KellyOCG ranks first for healthcare RPO in HRO Today's 2026 survey. Korn Ferry, Allegis Global Solutions, Cielo, Hueman, PSG Global Solutions and LevelUP HCS follow, in that order.

What are the best RPO companies for mid-sized businesses?

Hueman and Engage2Excel rank first and second for midsize deals in HRO Today's 2026 survey. PSG Global Solutions, Yoh, Serendi and PharmaLogics Recruiting complete that list.

What is the best RPO provider for sourcing and screening candidates?

If sourcing and screening are all you need, buy those steps rather than a full program. Engage2Excel and Allegis Global Solutions sell both as modules, and Wilson sells sourcing on its own. Software such as The Cognitive does both in-house.

Can software replace an RPO provider?

For sourcing and first-round screening, often yes; for a full outsourced program, no. The Cognitive finds people, emails them from your own mailbox and runs a live AI video interview, but it supplies no recruiters, no SLA and no offer management. If you need a few placements rather than a program, compare staffing and recruiting companies or executive search firms.

What is the best all-in-one recruitment software?

For finding and interviewing people who never applied, The Cognitive covers the steps in one account. It searches, emails from your own mailbox, runs a live two-way AI video interview and syncs with 100+ ATS on higher plans. Plans start at $99 a month. It is not an ATS, so job posts and applications stay elsewhere.
