How to pick the best staffing and recruiting companies

The best staffing and recruiting companies for your role depend on which of 5 firm types you need. Temporary staffing bills an hourly rate; contingency recruiting charges a placement fee; retained search is paid either way. Compare on the fee, the guarantee and who runs the search, not on the list you found them on.

What counts as a staffing and recruiting company

Staffing and recruiting company A firm that supplies workers to another employer, or finds that employer a permanent hire. It is paid either an hourly bill rate for the hours a worker actually works, or a one-time fee when a permanent placement sticks.

Those 2 payment models sit behind almost every difference that follows. The American Staffing Association counted around 27,000 staffing and recruiting companies in the US in 2021, and says roughly 57 percent of them work in temporary and contract placement.

Before you trust a ranking

Nearly every page listing the top staffing firms or the top 10 recruiting companies is published by a firm that appears on it, or by a vendor selling to them. Check who owns the page before you trust the order.

Why no top 10 list can be the real answer

The American Staffing Association counted around 27,000 staffing and recruiting companies in the US in 2021, operating close to 54,000 offices. About 57 percent of those companies and 76 percent of the offices sit in the temporary and contract half of the market. A list of 10 covers a rounding error.

The scale is real even so. ASA reports that nearly 2.2 million temporary and contract employees worked for US staffing companies in an average week in 2024, and that the industry employs about 2 percent of the US nonfarm workforce. So the biggest recruitment companies and the largest temporary staffing companies are genuinely large. Size is still not the thing to shop on. Fit for your role is.

8 questions to ask before you sign

The guarantee decides what a bad hire costs you

If a permanent placement leaves in the first few months, the guarantee clause decides whether that is one bill or 2. Some firms replace the person at no further fee. Some refund part of what you paid. Some offer neither, and retained search is paid whether or not you hire the candidate at all.

None of this is standardised across the industry, and no figure quoted in an article will match your contract. Ask for the clause before the first CV arrives, read what triggers it, and check whether resigning, being let go and failing a background check are treated the same way. The engagement letter is the only version that binds anyone.

The most significant competitive factors in the staffing business are price and the reliability of service, both of which are often a function of the availability and quality of personnel. Robert Half Inc., Form 10-K for the financial year ended 31 December 2025

The firms most people have heard of

Unranked, and in each firm's own words. Robert Half reports 3 segments: contract talent solutions, permanent placement and its Protiviti consulting arm. Its annual report says its first division, established in 1948, was Robert Half Finance and Accounting. Its site names practice areas across finance, technology, marketing, legal and administrative support. TEKsystems describes itself as a full-stack technology services and talent provider, and says it began in 1983.

Korn Ferry describes itself as a global consulting firm that powers performance, working with clients for more than 5 decades. Randstad states it was founded in 1960 and is headquartered in the Netherlands. If you want the biggest staffing companies ranked, the paid research houses sell that league table and the order moves between editions. Revenue measures size, not fit for your role.

When the shortlist is the thing you are paying for

A 1-line brief becoming structured filters, then a judged and ranked list. Example values.

What an agency really sells is access to people who did not apply. The Cognitive does AI candidate sourcing across ~900M profiles: you write the hire in plain English and it becomes 2 groups of filters, one about the person and one about their current employer.

What a good agency does that no tool does

A recruiter who has worked your function for years carries a market map in their head, references you will never pull off a profile, and a standing relationship with somebody who is not looking. They will also sell your role to that person, on a call, in a way software cannot. That is the reliability half of the quote above, and why 2 firms quoting one rate differ.

Pay the fee when the market is unfamiliar, the vertical is narrow, the seat is senior, or nobody internally has the hours to run outreach. Do the work yourself when the blocker is simply that a share of first-year pay is more than the role's budget can carry, which is where most seed-stage and small-team searches land.

Match the firm to the role you are filling

You need 20 warehouse shifts covered next month and the work stops when the season does.

A temporary and contract firm in the industrial sector, which is where 36 percent of staffing employees work. Hourly bill rate, workers on their payroll.

What is your fill rate on a same-week request, and who carries workers' compensation?

One senior accountant, permanent, and your last 2 attempts at posting the role brought in nobody close.

Contingency permanent recruiting, from finance and accounting recruiters who place at that level. You pay once, on a placement that sticks.

Which 3 accountants have you placed at this level in the last year, and where?

A VP or C-level seat, confidential, where the people worth hiring are not answering recruiters.

Retained executive search, paid whether or not you hire their candidate, worked exclusively. Our guide at /blog/executive-search-firms covers the fee mechanics.

Which companies are off limits to you, and who leads the search day to day?

The first 5 engineers at a seed-stage company, where a share of each salary is real runway.

The fee arithmetic makes most startup recruiting agency and venture capital recruiting firms engagements hard here. Direct sourcing is the realistic route, and a founder can run it.

If you do use a firm, will they work 1 role at a time on agreed written terms?

A specialist role in manufacturing engineering or a regulated corner of health care that nobody in-house understands.

A vertical specialist firm. The claim is easy to make and easy to test: recent placements in that exact function, not the broader industry.

Frequently asked questions

How much do staffing and recruiting companies charge?

Two models. Temporary and contract work is billed as an hourly rate, and Robert Half's annual report states the customer pays a fixed rate only for hours worked. Permanent placement is a one-time fee paid by the employer, generally a percentage of the new hire's annual compensation. That percentage varies by firm, level and market and is not standardised, so get it in the engagement letter rather than from an article.

What is the largest staffing company in the US?

Nobody should answer this from memory. Rankings of the largest staffing firms in the US are sold by paid research houses, the order moves between editions, and the free lists repeating them are usually written by a firm on the list. Buy or check a current edition. For scale, the American Staffing Association counted around 27,000 staffing and recruiting companies in the US in 2021. Revenue rank tells you how big a firm is, not whether it places your kind of role.

What is the difference between a staffing agency and a recruiting agency?

Staffing usually means supplying temporary and contract workers who stay on the agency's payroll and are billed by the hour. Recruiting usually means finding you a permanent employee for a one-time placement fee. Plenty of firms sell both, which is why the labels blur. ASA reports that about 57 percent of US staffing and recruiting companies work in the temporary and contract sector.

How do I choose a recruiting agency?

Decide which of the 5 firm types you actually need first, because comparing a retained search firm with a contingency recruiter on price is meaningless. Then compare on terms rather than the pitch: the fee and what it is a percentage of, the guarantee clause, who runs the search day to day, and 3 named placements in your exact function. The checklist above is the call agenda.

What are the best staffing agencies for IT, finance or healthcare?

We do not publish a sector ranking, because almost every one you will find was written by a firm that appears on it. Answer it structurally instead. ASA's occupational mix shows engineering, IT and scientific work at 11 percent of staffing employees, professional and managerial at 21 percent, and health care at 8 percent. Then apply one test to any firm claiming your vertical: 3 named placements in that exact function within the last year.

What is Best of Staffing?

It is a staffing industry award associated with ClearlyRated, a firm that describes itself as a customer experience platform for B2B service firms. We could not load a current page setting out how a firm qualifies, so treat any badge you see on a firm's site as a claim to check with ClearlyRated directly. Either way it reports on satisfaction, not on whether a firm can fill your role.

Do recruiting agencies guarantee their placements?

Terms vary and nothing is standardised. Some firms replace a hire who leaves early at no further fee, some refund part of the placement fee, and some offer neither. Retained search works differently again: the firm is paid whether or not you hire a candidate it found. The only version that matters is the clause in your own engagement letter, so ask for it before you sign.

Do recruiters need a certification?

There is no licence to recruit, but ASA issues 3 credentials its members can hold: Certified Staffing Professional, Technical Services Certified and Certified Search Consultant. The CSP exam covers federal labour and employment law from a staffing perspective, including EEO law, wage and hour rules and co-employment. All 3 require at least 30 hours of continuing education within 3 years, 6 of them on employment law.

Do I need an agency, or can I source candidates myself?

Both work, and the deciding factors are whether anyone has hours to run outbound and how unfamiliar the market is. A firm brings a market map and relationships with people who are not looking. If the blocker is the fee, The Cognitive turns a 1-line brief into a ranked search across profiles, with contact reveals charged only when they succeed and email and SMS follow-up in your own name.
