Top HRIS Systems in 2026: 10 Platforms Compared, Plus the Hiring Step Before Them
By Sparsh Goyal, Founder at The Cognitive. Published · Last updated
- The top HRIS systems in 2026 are Rippling, BambooHR and Gusto for growing companies that want a price on the website, then ADP, HiBob, Paycom, Paylocity, UKG Pro and Workday for multi-country payroll, and Personio for Europe.
- All ten keep records and run payroll; they differ on payroll countries, benefits, compliance depth and whether a price is on the website.
- The Cognitive is listed first as the hiring step before the HRIS, not as an HRIS: it has no records, payroll, benefits or time off.
The top HRIS systems in 2026 are Rippling, BambooHR and Gusto for growing companies that want a price on the website. For mid-size and enterprise employers that pay people in more than one country, the picks are ADP Workforce Now, HiBob, Paycom, Paylocity, UKG Pro and Workday HCM. Personio fits European companies. All ten keep employee records, run payroll and track time off.
Choosing well matters: in a Gartner survey of 1,403 HR leaders (July 2024), 55% said their HR technology does not cover current and future business needs. The Cognitive is listed first, but not as an HRIS. It covers the hiring step before the HRIS: it finds people who never applied, emails them from your own mailbox and runs a live AI interview. It holds no HR records, payroll, benefits or time off.
Disclosure: The Cognitive is our product.

What is an HRIS, and what should it cover?
An HRIS (human resource information system) is the system of record for employees: who they are, what they are paid, which benefits they hold, the hours they work and the time off they take. Across the ten vendors here, the core jobs are employee records, payroll, benefits administration, time tracking, compliance reporting and applicant tracking.
Hours and pay records carry real risk. The U.S. Department of Labor's Wage and Hour Division recovered more than $259 million in back wages for nearly 176,957 employees in fiscal year 2025.

How these HRIS were ranked
The ten HRIS are scored from 0 to 8, reading only each vendor's own site. Six module checks score 1 each:
- Rec: employee records.
- Pay: payroll run in its own product, in at least one country.
- Multi: payroll in two or more countries from the same vendor, by its own engine or a partner network it sells.
- Ben: benefits enrollment (0.5 for allowances only).
- Time: time off plus hours tracking (0.5 for time off only).
- ATS: applicant tracking.
Two buying checks score 1 each: a price figure on the vendor's pricing page (Price) and a free trial or free account, not a demo (Start).
Ties go to the higher module subtotal, then alphabetical order. Rippling, BambooHR and Gusto score 7. Rippling covers all six modules, so it comes first. BambooHR and Gusto also tie on modules, five each, so they are listed alphabetically. The six on 6 cover every module and are also alphabetical, not ranked by quality. Personio scores 5.5 and comes last; its Germany-only payroll still scores 1 under the rule.
The Cognitive is not scored on these checks. It is listed first as the step before the HRIS. None of the ten describes on its own site a search of public profiles followed by a live two-way AI interview. Dayforce, SAP SuccessFactors, Oracle HCM, Deel, Paychex, Justworks and Namely were considered and left out.
These tools are ranked using feedback from recruiters the founder talks with on LinkedIn, plus each vendor's own site and pricing page.

The 11 picks, reviewed
1. The Cognitive: best for filling roles before new hires reach your HRIS
Verdict: not an HRIS; it is the hiring step in front of whichever HRIS you pick.
The Cognitive pairs AI sourcing with live AI interviews. Describe the role in plain English, adjust the filters it builds, and it searches about 900M public profiles, with a short reason for each match.
From Sourcing Pro up, it emails people from your own Gmail or Outlook and stops following up once they reply. An interested reply adds the person to the role, and you send the interview invite. The AI video interview is live and two-way, 10 or 20 minutes, in a laptop or desktop browser. The rubric is fixed per role, the questions follow each answer, and you get a scored report with the transcript. It connects to 100+ ATS.
Best for: HR teams that run their own hiring and keep losing hard roles to a thin applicant pool.
Watch out for: no HR records, payroll, benefits, time off, job posts, applications or offers. The ATS connection needs Sourcing Max or Business, or Interviews Pro, Max or Business. Phone reveals need Sourcing Pro, Max or Business.
Pricing model: AI Sourcing and AI Interviews are billed as separate monthly plans, and searches, contact reveals and interviews draw on credits. Plans start at $99 a month (see pricing).
2. Rippling: best for adding payroll, benefits and time apps one at a time on a single employee record

Verdict: 7 of 8, all six modules plus a starting price on its site.
Rippling's HRIS page promises to "Keep employee data up to date, automate manual processes, and reduce compliance risk." Payroll runs on its own global engine, for employees and contractors abroad. Benefits automate "ACA tracking, reporting, and form submissions", and approved hours "flow instantly to Payroll".
Rippling's pricing is modular: you pay for the products you need and add more as you grow. That is the appeal: start with the HRIS, add apps later. Every app rests on Rippling's core record, so leaving means moving everything at once.
Best for: growing companies that will add payroll, benefits and time tracking in stages, staff abroad included.
Watch out for: the full price is a custom quote built from the apps you pick. See Rippling pricing.
Pricing model: most products per employee per month, some with a monthly base fee; a starting price on the website, the rest by quote.
3. BambooHR: best for HR-led teams that want records first and US payroll as an option

Verdict: 7 of 8, with a free trial and a price shown for every plan.
BambooHR brings "all your employee, payroll, time, and benefit information together in one place." Every plan includes employee records, custom reports, workflows, time off and "Compliance Intelligence".
Payroll with federal and state tax filing, and Benefits Administration, are add-ons marked "US employees only". Time and attendance is another add-on.
Best for: US companies whose HR team wants clean records and self-service first, with payroll added when ready.
Watch out for: no payroll or benefits for staff outside the US.
Pricing model: per employee per month on Core, Pro and Elite, with volume discounts and paid add-ons; prices on the website. See BambooHR pricing.
4. Gusto: best for unlimited US payroll runs with prices you can read before you sign up

Verdict: 7 of 8, with a free account, no contract and payroll at the centre.
Gusto offers "Unlimited payroll runs and seamless tax filings at no extra cost". It recommends health plans, automates enrollment and includes time tracking.
You create a free account and "pay nothing 'til you're ready to run payroll." Hiring covers the basics: post a job and track applications, or sync a separate applicant tracker. Pay abroad is for contractors, in more than 120 countries.
Best for: owner-run US businesses that want payroll, benefits and compliance handled without a large HR team.
Watch out for: no payroll for employees outside the US, and light hiring tools.
Pricing model: Simple, Plus and Premium, each a monthly base plus a per-person fee; prices on the website, no contracts.
5. ADP Workforce Now: best for moving up packaged tiers from payroll to benefits and time

Verdict: 6 of 8, all six modules sold as three clear packages.
ADP Workforce Now comes in three packages: Select covers payroll and HR, Plus adds benefits administration, and Premium adds Time and Attendance. ADP files Workforce Now under "Midsized to Enterprise Payroll (50-1,000+ Employees)".
Multi-country pay comes from a separate product, ADP Global Payroll, which runs "multi-country payroll through a unified global model." Each tier step is a sales conversation.
Best for: US employers of 50 to 1,000+ people who want a clear path from payroll to full HR.
Watch out for: global payroll is a second ADP product, outside the Workforce Now packages.
Pricing model: Select, Plus and Premium by quote; no price on the website.
6. HiBob: best for native payroll in the US and UK with deep people analytics

Verdict: 6 of 8, with three ways to set up payroll: native, partner or a mix.
HiBob offers "native payroll in the US or UK, integrated providers, or a hybrid approach." Benefits enrollment has "Built-in eligibility rules" and "Automatic benefit-to-payroll updates". Bob also tracks time and lists 150+ metrics and 35+ dashboards for people analytics.
Outside the US and UK, payroll runs through an integrated provider.
Best for: mid-size companies with US or UK staff that want strong reporting on their people.
Watch out for: every deal starts with a demo and a custom proposal.
Pricing model: start with Core and add modules; custom proposal, no price on the website.
7. Paycom: best for detailed US compliance reports built from employee-entered data

Verdict: 6 of 8, and it lists by name the government reports it generates.
Paycom runs one database where "employees enter and manage their own HR and payroll". It "generates government-required reports in each agency's format", naming FLSA, FMLA, EEO-1, OSHA 300, 300A and 301, and VETS-4212, plus ACA and COBRA administration and tax filing in every state and locality.
Outside the US, it processes payroll locally in Canada, Ireland, Mexico and the United Kingdom. The trade-off: self-entry only pays off if staff actually use it.
Best for: US employers with heavy reporting duties, such as federal contractors or multi-site companies.
Watch out for: no pricing page; every path leads to a demo.
Pricing model: by quote; no price on the website.
8. Paylocity: best for global payroll through a partner network in 100+ countries

Verdict: 6 of 8, with global payroll run through local partners.
Paylocity lists "Global payroll support for 100+ countries", delivered through partnerships with providers in each country it serves. Benefits run with "Electronic file feeds for carriers", and time is collected "via mobile, web, kiosk, or time clock", with geofencing.
Partners give reach quickly, but payroll quality in each country depends on the local provider.
Best for: US-based companies adding employees abroad that want one login over local payroll partners.
Watch out for: pricing comes only after a demo.
Pricing model: by quote with a demo; no price on the website.
9. UKG Pro: best for frontline teams paid by the shift

Verdict: 6 of 8, built around time, scheduling and pay for people who work shifts.
By its own FAQ, UKG Pro covers "human resources, payroll, time and attendance, scheduling, talent management" and more. Benefits Hub handles benefits setup and employee elections, and its compliance tools track health benefit eligibility for Affordable Care Act reporting.
Best for: employers with large frontline and shift workforces whose payroll starts with hours and schedules.
Watch out for: UKG's own pages give different country counts for global payroll; confirm yours in writing.
Pricing model: by quote through a get-started form; no price on the website.
10. Workday HCM: best for enterprises with 1,000 or more employees

Verdict: 6 of 8, a full suite built for very large, complex employers.
Workday calls Core HCM "a scalable foundation rather than a patchwork of point solutions." It "supports payroll for more than 180 countries through a network of trusted global partners." Total Benefits builds carriers in, and absence balances flow into scheduling and payroll.
Workday says it has been a Leader in the Gartner Magic Quadrant for Cloud HCM Suites for 1,000+ Employee Enterprises for 11 years.
Best for: enterprises with 1,000+ employees across many countries and business units.
Watch out for: no pricing page; the first step is a demo request.
Pricing model: by quote after a demo; no price on the website.
11. Personio: best for European companies of 10 to 10,000 people

Verdict: 5.5 of 8, and the one to shortlist when European compliance comes first.
Personio connects Core HR, Talent, Payroll and Employee Finance, and says it suits companies with 10 to 10,000 employees. It promises "Compliance built for European organisations", from GDPR to local rules. Time tracking and AI applicant screening are built in.
Payroll is the catch: "Personio Payroll is currently only available in Germany"; elsewhere it prepares payroll for an outside provider. Its benefits product sells tax-optimised allowances under German tax law rather than enrollment, hence 0.5.
Best for: European companies that want GDPR-minded records and recruiting in one place.
Watch out for: native payroll only in Germany, and a 12-month minimum on yearly plans.
Pricing model: per employee per month on Core and Pro, with a starting price on the website, plus a one-time setup fee by company size.
How do you choose an HRIS?
How many employees do you have, and where?
Small US teams fit Gusto or BambooHR, European teams fit Personio, and employers in the high hundreds or thousands look at ADP, Paycom, Paylocity, UKG or Workday. Rippling and HiBob span the middle.
Do you pay employees in more than one country?
Ask how payroll works abroad, not just whether it is listed. Rippling runs its own global engine, while Paylocity and Workday use partner networks. Gusto pays only contractors abroad.
Will employees actually use it?
Adoption keeps the record accurate. In Gartner research from June 2024, 69% of more than 1,200 employees hit at least one barrier using HR technology in the past year. Ask to see employee self-service on a phone during the demo. Put AI features through the same test: in Gartner's October 2025 survey, 88% of HR leaders said their organizations had not realized significant business value from AI tools.
How heavy are your compliance duties?
List the forms you file today: EEO-1, ACA, OSHA logs, state tax registrations. Paycom lists its government reports by name, Rippling and UKG cover ACA, and Personio puts GDPR first.
Where hiring fits: the step before the HRIS
An HRIS starts working once someone is hired, and the applicant trackers inside these suites wait for applications. In Gem's 2026 Recruiting Benchmarks (December 2025), job boards and company marketing channels produced roughly 90% of applications but only about half of hires. Direct sourcing delivered 11% of hires from just 2.6% of applications.
Filling roles is hard for most HR teams: in SHRM's Talent Trends 2025 (March 2025), 69% of more than 2,000 HR professionals reported difficulty recruiting for full-time roles. The Cognitive works in that gap, before anyone applies. See also the best applicant tracking systems.
When not to pick The Cognitive
- You are buying an HRIS. It has no employee records, payroll, benefits, time off or compliance reporting. Pick from positions 2 to 11 above.
- Your roles fill from applicants. Your HRIS's applicant tracker is enough.
- You want hiring inside one HR suite. The Cognitive is a separate account with its own login.
- Your candidates work away from a computer. The live interview needs a laptop or desktop browser.
- You are on an entry plan. Outreach starts on Sourcing Pro. The ATS connection needs Sourcing Max or Business, or Interviews Pro, Max or Business.
Common mistakes when buying an HRIS, and how to start
- Buying the feature list. Seven of the ten cover all six modules; the real differences are payroll countries, compliance depth and price model.
- Reading "global payroll" as native. Ask which countries the vendor runs itself and which go through partners.
Write down headcount by country, the forms you file and the modules you need, then ask three vendors for a demo on your own payroll setup. If hiring is the bottleneck, search for one hard role in The Cognitive at the same time. The 7-day trial needs no card, and the first 100 people your searches show are free. Frequently Asked Questions
What are the top HRIS systems in 2026?
The top HRIS systems in 2026 are Rippling, BambooHR, Gusto, ADP Workforce Now, HiBob, Paycom, Paylocity, UKG Pro, Workday HCM and Personio, in that order. Rippling, BambooHR and Gusto score highest because they add a price on the website to broad module coverage.
What is the difference between an HRIS, an HRMS and an HCM?
An HRMS is mostly another name for an HRIS, while an HCM is usually an HRIS plus talent modules. An HRIS holds employee records, payroll, benefits and time, and an HCM adds performance, learning and similar tools. Workday and UKG call their products HCM suites.
Which HRIS is best for a small business?
Gusto and BambooHR fit small US businesses best. Both show prices on their websites and let you start without a sales call. Gusto leads with payroll; BambooHR leads with HR records and sells US payroll as an add-on.
Which HRIS can run payroll in more than one country?
Rippling, HiBob, Paycom, Paylocity, UKG Pro, Workday and ADP all sell payroll in two or more countries. Rippling runs its own global engine, Paylocity and Workday use partners, and ADP sells Global Payroll separately. Personio runs native payroll only in Germany.
How much does an HRIS cost?
An HRIS usually costs a fee per employee per month, but the extras differ by vendor. Gusto lets you set up a free account and pay nothing until you run payroll, and BambooHR offers a free trial. Gusto charges a monthly base plus a per-person fee, Rippling adds a monthly base fee, and Personio adds a one-time setup fee based on company size. ADP, HiBob, Paycom, Paylocity, UKG and Workday quote after a demo.
Does an HRIS include recruiting?
Yes, all ten HRIS here include applicant tracking for people who apply to your job posts. None describes searching public profiles for people who never applied and then running a live two-way AI video interview with them. The Cognitive does that step and connects to 100+ ATS, but it is not an HRIS.
