Best Dover Recruiting Alternatives in 2026: 9 Options for Startups
By Sparsh Goyal, Founder at The Cognitive. Published · Last updated
- The best Dover alternative for sourcing-led hiring is The Cognitive, with Gem, Wellfound and Workable next for founders who want an ATS built in.
- Dover still sells a free ATS, a paid Premium ATS, a LinkedIn sourcing extension and a marketplace of fractional recruiters. It has no profile search from a brief and no AI interviewer.
- The Cognitive is not an ATS and has no Dover sync, so candidates come in by CSV (Dover's data export is on Premium) and interview reports are shared by link.
Dover still sells recruiting software: a free applicant tracking system (ATS), a paid Premium ATS, a free LinkedIn sourcing extension and a marketplace of fractional recruiters. The recruiters charge by the hour, on retainer or per hire. What it does not offer is a search of a large profile pool from a written brief, or an AI that interviews candidates. That gap matters because the average recruiter now processes 291 applications per hire, against roughly 100 in early 2021, according to Ashby's 2026 Talent Trends Report.
The best Dover alternative for sourcing-led hiring is The Cognitive. It finds people who never applied, emails them from your own mailbox, runs a live AI video interview and syncs with 100+ ATSs. Gem suits a startup under 30 people that wants an ATS and sourcing on one platform. Wellfound gives founders free job posts, a built-in ATS, AI sourcing agents and a recruiter on demand. Workable puts an ATS, an AI sourcing agent and HR tools in one account with published prices.
The Cognitive publishes this page and appears in it.

What does Dover sell today, and why look elsewhere?

Dover calls itself "the all-in-one recruiting solution for startups", combining "a marketplace of top fractional recruiters with a free ATS and sourcing toolkit built for early-stage teams." The Free ATS has unlimited users, jobs and candidates, a basic careers page, Gmail and Outlook integration and a candidate portal. It needs no credit card.
The paid Premium ATS adds AI resume review and applicant scoring, a fully customizable careers page and an AI notetaker. It also adds bulk candidate actions, offer management with e-signing and outreach to many candidates at once. Dover earns its money from that subscription and from a platform fee when a company works with a marketplace recruiter. Dover's site does not market the automated sourcing service TechCrunch described when Dover raised its Series A.
Four questions show when a team outgrows it.
Do you need people who are not applying?
Dover's sourcing is a free LinkedIn extension that finds emails and sends outreach "in 2 clicks", or a marketplace recruiter who does the search for you. There is no search of a profile database from a brief. That matters because direct sourcing produced 11% of hires from just 2.6% of applications in Gem's 2026 Recruiting Benchmarks Report.
Who runs the first interview?
On Premium, Dover's AI takes notes and writes synopses of interviews your team runs, and it ranks and summarises applicants. Its own words: "hiring decisions stay with your team." If a founder takes every first call, that is where the hours go.
Can you predict the recruiter bill?
Dover's marketplace recruiters work hourly, on retainer or per hire, and "Recruiters set their own rates." Fee models are compared in recruitment agency fees and commission.
Will you follow up more than once?
The Free ATS emails one candidate at a time, with follow-ups; sending a campaign to many people at once sits on Premium. Volume matters, because follow-ups do: Ashby's 2024 candidate sourcing report shows reply rates rising from 7% for a single email to 23% for a three-email sequence.
How do the Dover alternatives compare?
Only The Cognitive runs a live AI interview open to every customer; Gem, Wellfound, Workable, Ashby and Breezy HR have an ATS built in.

How the ranking works
These tools were picked using feedback from recruiters the founder talks with on LinkedIn, and scored only on each vendor's own site and pricing page. Nine tools made the list. Each one sells to founders or small hiring teams and replaces at least one part of Dover: the ATS, the sourcing or the recruiters. Greenhouse and Lever were left out as quote-only systems built for larger companies; they are covered in Ashby alternatives. Zoho Recruit sits in the best free recruiting software.
- Find (1): 1 for searching a profile database of people who never applied. 0.5 for a browser extension, search of candidates already in the tool, its own job-seeker network, or people found by outside recruiters.
- Outreach (1): 1 for sending email sequences or agent-written messages to people who never applied, from inside the tool.
- Interview (1): 1 for an AI that runs a live two-way interview with candidates and is open to any customer. Notetakers, one-way video and invite-only pilots score 0.
- Tracking (1): 1 for a built-in ATS or a sync with one.
Ties break in three steps. First, a built-in ATS, because a Dover user is leaving one. Second, a free way to use the sourcing feature before paying. Third, the larger published profile count. So Gem, Wellfound and Workable lead the 3s on a built-in ATS. Gem and Wellfound both have a free way to try sourcing, which Workable's trial does not, and Gem beats Wellfound on 800M+ profiles against 500M+. Pin and Juicebox both have free plans, and Pin beats Juicebox on 850M+ profiles against 800M.
The 9 Dover alternatives, reviewed
1. The Cognitive: best for sourcing-led hiring, from brief to first interview

Verdict: the one 4 of 4 on the list: it searches beyond your applicants, emails people, interviews them by live video and syncs with your ATS.
The Cognitive is AI sourcing and live AI interviews for teams that hire people who are not job hunting. You describe the role in plain English, the way you would brief a recruiter, and adjust the filters it builds. It searches about 900M public profiles and gives each match a short reason drawn from the profile. Phone numbers come with Sourcing Pro and above.
On the Sourcing Team plan and on Sourcing Pro and above, outreach goes from your own mailbox, signed by you, and follow-ups stop when someone replies. People who say yes can take a live two-way AI video interview of 10 or 20 minutes, in 9 languages, on a laptop or desktop. Each role has a fixed rubric, and the questions follow each answer. You get a scored report with the recording and transcript.
It syncs with 100+ ATSs, but Dover is not one of them. Candidates come in as a CSV file (Dover lists data export on its Premium plan), and interview reports are shared with the team by link.
Best for: founders and small teams whose hard roles go to people who are employed and not applying.
Watch out for: it is not an ATS: no job posts, careers page, applications or offers, and no human recruiters. Outreach comes with the Sourcing Team plan and with Sourcing Pro and above, and ATS sync needs Sourcing Max, Interviews Pro or a plan above them.
Pricing model: AI Sourcing and AI Interviews are separate monthly plans, with Enterprise priced on request. Plans start at $99 a month. Credits: 1 per person a search shows, 4 per personal email, 12 per phone number and 100 for a 20-minute interview. Details on the pricing page.
2. Gem: best for a startup under 30 people that wants ATS and sourcing together

Verdict: 3 of 4: an ATS like Dover's, with an 800M+ profile database inside.
Gem sells "One AI-first platform. Two ways in." Its All-in-One plan pairs an ATS with an AI sourcing agent across 800M+ profiles, multi-channel sequences and unlimited email finding.
The Startup Program is the draw. Companies under 30 employees get All-in-One free for six months and a discount after that; companies of 30 to 100 get reduced rates with no sales call. Gem lists no AI interview. More in Gem alternatives.
Best for: seed and Series A startups that want one system for applicants and sourced people.
Watch out for: the free period ends, and above 100 employees pricing is custom.
Pricing model: Startup Program prices on the website, billed monthly or yearly; other plans by quote.
3. Wellfound: best for free job posts with a recruiter you can switch on

Verdict: 3 of 4, and the alternative that looks most like Dover's mix of software and people.
Wellfound promises "Hire talent, your way." Job Posts are free, with "Unlimited job listings" and a "Built-in ATS or sync your own". Reach adds AI agents that "find candidates, write personalized outreach, and send it from your real Gmail or Outlook", searching Wellfound's own candidates plus "500M+ enriched external profiles", with a free Explore tier and per-seat paid tiers.
Autopilot is the human option: a dedicated recruiter delivers 5 to 10 candidates ready to talk each week, priced per open role per month plus a placement fee. No AI interview is mentioned.
Best for: founders who want free posts and a free ATS, with a recruiter for the odd hard role.
Watch out for: Reach is billed per seat and Autopilot adds a placement fee on every hire, so the free parts stop at job posts and the Explore tier.
Pricing model: free job posts; Reach per seat; Autopilot per role plus a placement fee; prices on the website except Reach Scale.
4. Workable: best for an ATS, an AI sourcing agent and HR from one vendor

Verdict: 3 of 4, for a small company that wants published prices and one login for recruiting and HR.
Workable's line is "The agent recruits. You manage talent." Its AI Recruiting Agent "Searches 400M+ profiles, finds strong fits before anyone applies", messages candidates and scores them against up to 14 criteria. The Sourcing, Screening and Engagement agents are add-ons paid with AI credits.
Plans are priced by employee count and bundle recruiting with HR tools. There is a 15-day free trial, but in Workable's words, "Free trial does not include Workable Agent." See Workable alternatives.
Best for: small and mid-size companies that want ATS, sourcing and basic HR from one vendor.
Watch out for: the agent costs extra and cannot be tested in the trial.
Pricing model: Standard, Premier and Enterprise by employee count, with prices on the website; agents as add-ons.
5. Pin: best for automated sourcing and scheduling beside an existing ATS

Verdict: 3 of 4, strong on hands-off sourcing, with no ATS of its own.
Pin calls itself "The AI Recruiting Platform That Fills Your Pipeline While You Sleep", searching "across 850M+ profiles". It sends email sequences and handles interview scheduling with AI. It connects to 120+ ATSs, as an add-on below Enterprise.
There is a free plan with no card, with limited searches and lookups and email sequences. Solo and Professional are per user and billed annually. Pin lists no AI interview. See Pin alternatives.
Best for: teams that keep Dover's Free ATS, or another, and want sourcing to run in the background.
Watch out for: annual billing on paid tiers, and the ATS sync costs extra below Enterprise.
Pricing model: free plan, then per-user tiers with prices on the website; Enterprise is custom.
6. Juicebox: best for technical founders who like to run searches themselves

Verdict: 3 of 4, a search tool for people who want to run sourcing themselves.
Juicebox's hero reads "Agents that source for you." It searches 800 million profiles drawn from "dozens of data sources" and sends email outreach from Gmail or Outlook.
It has no built-in ATS, but "Juicebox has 100+ ATS and CRM integrations". There is a free plan with limited searches, and paid plans are per seat. No AI interview is listed. More in Juicebox alternatives.
Best for: founders and engineers who want to search and judge profiles hands-on.
Watch out for: you still need an ATS, the ATS integrations sit on the Business plan, and Juicebox Agents are a per-agent add-on.
Pricing model: free plan, then per-seat plans, monthly or yearly, with prices on the website.
7. Ashby: best for the ATS a funded startup grows into

Verdict: 2.5 of 4: an ATS with scheduling and analytics built in, and a sales-led start.
Ashby says it is "What an ATS should be" and "The all-in-one recruiting platform that evolves at the speed of AI." It covers ATS, scheduling and analytics, with email and LinkedIn sequences, a Chrome extension, candidate search and email lookups.
Ashby has announced an AI Interviewer, which it calls "an early step", built with design partners through a waitlist. Until it is open to every customer, it scores 0 here. More in Ashby alternatives.
Best for: funded startups that will pass 50 people and want one ATS with strong reporting.
Watch out for: the main button is "Get in Touch", so expect a demo before you start.
Pricing model: Foundations, for up to 100 employees, priced by company-size band on the website; Plus and Enterprise by size and usage, no price shown.
8. Breezy HR: best for a simple paid ATS with wide job-board reach

Verdict: 1 of 4, a clean ATS swap for teams that hire from applicants.
Breezy HR offers "Simple, flexible pricing for teams of 10 to 10,000" across Startup, Growth, Business and Custom Pro. It posts to "50+ Job Boards", records one-way candidate video and sells Breezy Intelligence as an AI add-on. There is no free plan; the "Full Feature 14-Day Trial" needs no card.
Best for: small businesses replacing Dover's ATS that get enough applicants already.
Watch out for: no search for people outside your applicants.
Pricing model: four tiers with prices on the website; Custom Pro by contact.
9. Paraform: best for handing a hard role to outside recruiters

Verdict: 0.5 of 4 as software, because Paraform sells recruiters, not tools.
Paraform's promise is "Hire great people in days, not months", with "Expert recruiters and custom agents" working on critical roles. It cites a network of 10k+ recruiters.
Best for: founders with one urgent, hard role and budget for an outside recruiter.
Watch out for: fee terms are not published on its website.
Pricing model: not published; terms come after sign-up or a demo.
Which alternative does it all, end to end?
The Cognitive covers all four steps in one account. Gem, Wellfound, Workable, Pin and Juicebox each find and email people but stop before the interview. Ashby's interviewer is still with design partners. Dover tracks applicants and leaves the search and first call to you or a paid recruiter.
Each interview ends in a scorecard like this one.
A common setup keeps Dover's Free ATS for applicants and adds a sourcing tool for the roles they do not fill. More tools by stage are in the best recruiting software for startups.
What if you want a recruiter, not software?
Three routes replace Dover's recruiter marketplace: Wellfound Autopilot and Paraform, both reviewed above, and a contingency or retained agency, which works the old way.
When not to pick The Cognitive
The Cognitive is the wrong pick in four cases.
- You need an ATS first. It posts no jobs, takes no applications and sends no offers. Gem, Wellfound, Workable, Ashby or Breezy HR replace Dover's ATS.
- You want someone else to run the search. It is software, so a person on your team writes the brief and reads the results. Wellfound Autopilot or Paraform supply the recruiter.
- You want everything inside Dover. There is no Dover sync; candidates come in as a CSV file, Dover's data export sits on Premium, and reports are shared by link.
- Your candidates do not sit at a computer. The live interview needs a laptop or desktop browser.
How to move off Dover, or add to it
Decide first whether Dover's ATS is the problem or the empty pipeline is. If the ATS works, keep it and add sourcing. If you are replacing it, move your candidate data out before the switch.
A first week with The Cognitive
- Choose the role your Dover pipeline keeps missing.
- Brief it in two lines, the way you would brief a marketplace recruiter, and adjust the filters.
- Check each match's reason against the role, and save the ones worth a message.
- Reach out with a short sequence from your own mailbox on Sourcing Team, Sourcing Pro or above.
- Interview the people who reply and share the scored reports with your co-founders by link.
A 7-day trial needs no card and covers the first 100 people a search shows. Start free with The Cognitive.

Frequently Asked Questions
Is Dover still in business?
Yes. Dover still sells recruiting software: a free ATS, a paid Premium ATS, a free LinkedIn sourcing extension and a marketplace of fractional recruiters. The recruiters charge by the hour, on retainer or per hire. There is no shutdown or sunset notice on its website.
What is the best alternative to Dover recruiting?
The Cognitive is the best Dover alternative for sourcing-led hiring. It searches about 900M public profiles, emails people from your own mailbox, runs a live AI video interview and syncs with 100+ ATSs. Gem suits a startup under 30 people that wants ATS and sourcing together, and Workable suits a small company that wants ATS, a sourcing agent and HR from one vendor.
How much does Dover cost?
Dover's Free ATS costs nothing, with unlimited users, jobs and candidates. The Premium ATS is a monthly subscription with its price on Dover's pricing page. Marketplace recruiters set their own hourly, retainer or per-hire rates, and Dover earns a platform fee on that work.
Does Dover have AI interviews?
No. Dover's AI takes notes and writes synopses of interviews your team runs, and Premium adds AI resume review and applicant scoring. For an AI that interviews candidates itself, The Cognitive runs a live two-way video interview and returns a scored report with the recording and transcript.
Dover vs Ashby or Gem: which is better for a startup?
Dover is better for a seed team that wants a free ATS and the option of a marketplace recruiter. Ashby is better for a funded startup that will pass 50 people and wants scheduling and analytics in one ATS. Ashby starts with a demo; Dover's Free ATS starts with a sign-up. Gem sits between them: an ATS with an 800M+ profile database, free for six months for companies under 30 employees.
Does Dover integrate with The Cognitive?
Not directly. Dover is not on The Cognitive's list of 100+ ATS integrations, so candidates come in as a CSV file (Dover lists data export on its Premium plan) and interview reports are shared with the team by link.
What is the best free ATS for startups?
Two trackers on this list cost nothing: Dover's Free ATS, and the ATS that comes with Wellfound's free job posts. Gem gives companies under 30 employees its All-in-One plan free for six months. Breezy HR has no free plan, only a 14-day trial with no card. For a paid ATS a startup grows into, Ashby and Workable both show prices on their websites.
