Best Hiring Software in 2026: 12 Hiring Tools by Stage

The Cognitive homepage, the top pick among the best hiring software in 2026

69% of HR professionals struggled to recruit for full-time roles over the past year, according to SHRM's Talent Trends 2025. Hiring software exists to take the slow work out of that, from finding people to handing a new hire to HR. (The Cognitive is our product.)

The best hiring software in 2026 is The Cognitive for sourcing-led hiring: it finds, emails and interviews people by live AI video, then syncs with your ATS. For applicants rather than sourcing, Workable and Greenhouse each run every stage from job post to onboarding.

The best hiring software in 2026

  1. The Cognitive: best for sourcing-led hiring, when the people you want have not applied.
  2. Workable: best all-in-one ATS plus HR you can buy without a sales call.
  3. Greenhouse: best for scorecard-driven hiring with every stage under one vendor.
  4. Breezy HR: best free plan that takes a small team from job ad to offer.
  5. iCIMS: best for large employers that want one enterprise contract from careers site to onboarding.
  6. Paradox: best for hourly hiring run by a chat assistant.
  7. Paylocity Recruiting: best for mid-sized companies already running payroll on Paylocity.
  8. Rippling Recruiting: best when a signed offer should set off onboarding and payroll.
  9. hireEZ: best for enterprise teams adding AI agents on top of the ATS they keep.
  10. Homebase: best free hiring and onboarding for hourly, single-location teams.
  11. JazzHR: best first ATS for a small business moving off spreadsheets.
  12. HireVue: best for enterprises that want validated AI interviews and assessments.

What is hiring software?

Hiring software is the system an employer uses to run hiring once a role opens. It covers six stages: publishing the job, finding people, reaching out, screening and interviewing, making the offer and handing the hire to onboarding.

Each hire now takes more handling than it did. On average a hire draws 291 applications, per Ashby's 2026 Talent Trends Report, where early 2021 saw about 100. The same report finds a median of 30 days to hire for business roles and 40 days for technical ones.

AI is moving into that work quickly. LinkedIn's Future of Recruiting 2025 puts the share of organizations integrating or testing generative AI at 37%, from 27% the year before. Our pages on AI recruiting software and the best AI recruiting tools cover that side.

The twelve products here fall into four kinds:

Every ATS is hiring software, but not all hiring software is an ATS. For the system of record alone, see our ranking of applicant tracking systems. The split between AI tools and an ATS is explained in AI recruitment software versus an ATS. Places to advertise a role are covered in hiring platforms.

How do the best hiring tools compare?

"Stages" counts how many of the six stages the vendor's own site says the product runs. Only The Cognitive's price figure is shown.

Is there one hiring tool that runs every stage, end to end?

Two products run all six stages, but neither interviews the people it finds by live AI video. So "all in one" depends on where your hires come from.

In the stage view, "Yes" means the vendor's site says the product, or an add-on from the same vendor, runs that stage. "Pool" means it searches people already in your database. "?" means the vendor's site does not say.

For applicant-led hiring, Workable and Greenhouse come closest, each running all six stages. Workable publishes its prices, and Greenhouse quotes every plan. Breezy HR, iCIMS, Paradox, Paylocity and Rippling each run five, usually missing outbound search.

For sourcing-led hiring, The Cognitive is the only platform here that runs the chain end to end. It searches about 900M public profiles, emails people from your own mailbox, interviews them in a live two-way AI video call and syncs with your ATS. hireEZ also finds, reaches and screens people beside an ATS, but its screening is conversational, not live AI video, and its enterprise product goes through sales.

Job boards and company marketing bring roughly 90% of applications but only about half of hires, per Gem's 2026 Recruiting Benchmarks Report. Gem also found sourced candidates nearly eight times more likely to be hired than inbound applicants. An applicant system covers the busy half; the sourced half usually needs its own tool.

How we chose the best hiring software

To qualify, a product's own site had to show it running at least one hiring stage after a role opens, beyond advertising the job. Job boards were left out. We considered 14 tools. Ashby has its own page, Ashby alternatives, and Pinpoint adds no stage the listed ATSs lack.

We ranked these tools using feedback from hundreds of recruiters we talk with on LinkedIn, plus each vendor's own site and pricing page.

Each tool was reviewed on five criteria. Only the first and fourth set the order; the others shape each tool's "Best for" and "Watch out for" lines:

Anyone can rebuild the order from the two tables. Tools are sorted by the number of stages marked "Yes". Ties go to a published price, then to alphabetical order.

The Cognitive is the one exception, placed first on a separate, checkable criterion. On stage count it scores 3 of 6. It is the only listed tool that sources people who never applied, emails them from your own mailbox, runs a live AI video interview and syncs with your ATS. It is also self-serve, with a published price.

How do you choose hiring tools for your team?

Five questions narrow this list to two or three names worth a trial.

Where do your best hires come from?

Count how many of your last ten hires applied and how many someone went out and found. Gem's 2026 benchmarks show direct sourcing delivering 11% of hires from just 2.6% of applications. If most hires applied and the inbox is flooded, buy an ATS with screening automation. If the hard roles were filled by people you found, add a sourcing tool such as The Cognitive or hireEZ.

Do you need a new ATS, or something beside the one you have?

Changing an ATS means moving job history, candidate records and integrations. If your ATS works but your pipeline is thin, keep it and add a tool that pushes people into it. With no ATS yet, Workable, Breezy HR or JazzHR will get you off spreadsheets in days. Founders without a recruiter should also read our guide to recruiting software for startups.

Should hiring hand off straight to HR and payroll?

Every handoff by email or spreadsheet is a chance to lose a start date or a salary. Rippling says "signing an offer triggers onboarding", Paylocity sells onboarding in the same Talent menu, and Homebase sends onboarding paperwork on its paid plans. If your payroll vendor already sells recruiting, try that module before buying a separate ATS.

How much should the AI decide?

43% of organizations use AI to support HR work, most of them for recruiting, according to SHRM's Talent Trends 2025. Some tools on this list act on their own: Workable says strong fits auto-advance and clear no's are routed out. Others only advise. Decide which steps you will let software take before you switch any of it on, and see our guide to AI screening compliance.

What makes the bill grow, and can you start without sales?

Workable prices by company size, Homebase per location, and The Cognitive by plan plus credits. Breezy HR and JazzHR sell tiers. iCIMS, Rippling, Paylocity, Greenhouse, Paradox and HireVue quote through sales.

Six of the twelve publish a price, counting hireEZ's solo plan. The guide to recruiting software pricing explains each model.

The 12 best hiring software tools, reviewed

1. The Cognitive: best for sourcing-led hiring, when the people you want have not applied

The Cognitive homepage
The Cognitive homepage.

Verdict: The Cognitive covers the front of hiring in one account: search, outreach, a scored first interview and a clean handoff to your ATS.

The Cognitive pairs AI candidate sourcing with a live AI interviewer. Type the role as a short brief and it becomes search filters you can edit. It searches about 900M public profiles and shows results ten at a time, each with a "Why this match" note giving one or two reasons from the profile.

Reveals return verified personal emails and phone numbers, with contacts enriched from 30+ sources. Email outreach goes from your own Gmail or Outlook, signed by you, and follow-ups stop when someone answers.

The interview is a live two-way video call between the candidate and an AI interviewer, lasting 10 or 20 minutes as you choose per role. Scoring follows a fixed rubric, while the questions react to each answer. The report shows how the candidate's CV claims held up in the interview. Cheat detection runs during the call, and no one is rejected automatically.

For the handoff, it imports from and exports to 100+ applicant tracking systems. It can also push sourced people into an ATS job where the offer and onboarding happen. The search side gets a fuller comparison in our ranking of AI sourcing tools.

Best for: founders, in-house teams and recruiters whose hard roles are filled by people who never applied.

Watch out for: it is not an ATS, so there is no job posting, offer or onboarding. Email outreach starts on Sourcing Pro. ATS sync needs Sourcing Max or Business, or Interview Pro, Max or Business. Phones and tablets are blocked, so candidates join from a laptop or desktop.

Pricing model: published monthly plans with credits. Both AI Sourcing and AI Interview start at $99 a month. Search costs 1 credit per person shown. A personal email costs 4 and a phone number 12, the latter on Pro and above. A 20-minute interview uses 100 credits.

2. Workable: best all-in-one ATS plus HR you can buy without a sales call

Workable homepage
Workable homepage.

Verdict: Workable is the most complete self-serve system here for a company that wants recruiting and basic HR in one place.

Workable calls itself "agentic software for recruiting and HR". It lists "Requisitions, sourcing, pipelines, screening, interviews, offers, analytics and governance" in "one deep system of record". Jobs go to "200+ job boards", and the pricing page adds an HR information system, employee onboarding and payroll preparation.

The 2026 addition is its AI Recruiting Agent, which "sources, screens and engages candidates inside the Workable ATS". Workable says it "searches 400M+ profiles" and checks each inbound candidate "against up to 14 job criteria". Strong fits auto-advance and clear no's are routed out, with a recruiter able to override. Test that routing on a real role before trusting it.

Best for: growing companies that want recruiting, HR and onboarding under one login, bought online.

Watch out for: agents use AI credits, and texting, video interviews and assessments are add-ons, so price the plan you will really run.

Pricing model: monthly or annual plans by company size, in Recruiting and HR bundles, with paid add-ons. Prices are on the site, and the 15-day trial needs no card.

3. Greenhouse: best for scorecard-driven hiring with every stage under one vendor

Greenhouse homepage
Greenhouse homepage.

Verdict: Greenhouse runs all six stages for companies that want every interviewer scoring the same things, and it sells that through a demo.

Greenhouse titles its site "Hiring system" and says it "offers an end-to-end solution". Its pricing page backs that up stage by stage. It lists "Multi-brand job boards", "Talent discovery", "Contact lookups", "Email automation", "Texting", "Job & offer approvals" and "Bulk offers". Onboarding is its own product, pitched as "strategic onboarding for more productive new hires".

For screening, Greenhouse Voice AI "provides a structured first conversation". Greenhouse Real Talent "flags fraud and misrepresentation, verifies candidates", and Notetaker maps notes "to scorecard questions". It also connects to "Claude, ChatGPT or Gemini". The scorecard side is compared in our list of hiring manager software.

Greenhouse ties Workable on stage count and ranks behind it only because every plan is quoted. Its AI interviewer talks by voice, where The Cognitive's runs on live video.

Best for: mid-sized and enterprise teams that run structured interviews and want one vendor from job post to onboarding.

Watch out for: Core, Plus and Pro are all quoted through a demo, so cost comparisons wait for a sales call.

Pricing model: Core, Plus and Pro plans by quote; no published price.

4. Breezy HR: best free plan that takes a small team from job ad to offer

Breezy HR homepage
Breezy HR homepage.

Verdict: Breezy HR gives a small team a real ATS for nothing, and grows into a paid one when hiring picks up.

Breezy HR covers hiring "from advertising jobs to making offers". It "advertises your open positions on 50+ top job sites". It also automates "pre-screening candidates, sending emails, scheduling interviews, and collecting feedback", then offers "offer management and HRIS integrations".

The free Bootstrap plan has unlimited users but one active position. Paid tiers lift the limit, and extras arrive as add-ons: Breezy Intelligence, Interview Analysis, SMS, Onboard and Perform. Its site does not describe searching for people who never applied. More free options are compared in free recruiting software.

Best for: small businesses hiring one role at a time that want to start free.

Watch out for: the free plan allows one active position, and onboarding and AI features cost extra.

Pricing model: free plan, then monthly or annual tiers, plus add-ons. Prices published, with a 14-day full-feature trial and no card.

5. iCIMS: best for large employers that want one enterprise contract from careers site to onboarding

iCIMS homepage
iCIMS homepage.

Verdict: iCIMS is built for hiring at scale across many teams and countries, and it is priced and implemented that way.

iCIMS calls itself "the intelligent hiring platform" and offers "a highly-configurable enterprise ATS". Its product list covers text recruiting, a recruitment chatbot, a CRM, career sites, offer management, high-volume hiring and onboarding software.

iCIMS says more than 4,400 companies in 200 countries use it, a quarter of the Fortune 500 among them. Its high-volume product carries a 2026 HR Tech Breakthrough Award banner. The CRM works on people already in your database, so outbound sourcing sits elsewhere.

Best for: large employers with many hiring teams that want one vendor for careers site, ATS, offers and onboarding.

Watch out for: no published price, and a configurable system needs time and people to set up.

Pricing model: quote through a demo; the site shows no price.

6. Paradox: best for hourly hiring run by a chat assistant

Paradox homepage
Paradox homepage.

Verdict: Paradox lets a small recruiting team hire thousands of hourly workers, because an assistant handles the messages, screens and bookings.

Paradox sells "conversational hiring software that gets work done for you". Its assistant, Olivia, screens applicants "through chat or text", schedules and runs video interviews, and handles "creating offers" and onboarding. Career Site Studio builds "career sites that convert", and the product list includes a Conversational CRM.

The scale claim is Paradox's own: "Compass Group hires 120,000 workers a year with a recruiting team of just 20 people." Its "Paradox for Workday" version lists candidate communication by SMS. Volume tools are compared in high-volume hiring software.

Best for: large hourly employers that hire in volume by chat and text.

Watch out for: demo-only buying, and a design aimed at hourly roles rather than specialist hires.

Pricing model: sold through a demo and quote; no price published.

7. Paylocity Recruiting: best for mid-sized companies already running payroll on Paylocity

Paylocity Recruiting homepage
Paylocity Recruiting homepage.

Verdict: Paylocity Recruiting makes most sense when Paylocity already pays your staff, because the hire lands where the employee record lives.

Paylocity pitches "one connected, AI-powered recruiting platform" that runs "from first touch to accepted offer". It says you can "publish to 20,000+ job boards in one click", with AI "candidate matching" and "resume summaries".

Evaluation covers "one-way video interviews, assessments, and background checks". Its AI also "rediscovers qualified candidates" and "automates outreach", working on people already in your system. Onboarding is a separate product in the same Talent menu.

Best for: mid-sized companies on Paylocity payroll that want recruiting and onboarding from the same vendor.

Watch out for: its value depends on the wider Paylocity suite, and there is no published price.

Pricing model: tailored quote after a free demo.

8. Rippling Recruiting: best when a signed offer should set off onboarding and payroll

Rippling Recruiting homepage
Rippling Recruiting homepage.

Verdict: Rippling Recruiting treats hiring as the first step of an employee's record, which suits companies that already run HR on Rippling.

Rippling calls this "the AI-native applicant tracking system". Its clearest promise: "Approving headcount opens reqs instantly, offboarding jumpstarts backfills and signing an offer triggers onboarding."

You can "post jobs instantly to thousands of boards", with native links to LinkedIn and Indeed. Knockout questions, candidate texting, self-scheduling and scorecards cover the middle, and referral bonuses are paid through Rippling Payroll. Sourcing means "rediscover and re-engage candidates from your talent pool", so finding new people takes another tool.

Best for: companies on Rippling HR and payroll that want hiring to feed straight into onboarding.

Watch out for: you are buying into the Rippling platform, priced by custom quote.

Pricing model: custom quote for the services you choose.

9. hireEZ: best for enterprise teams adding AI agents on top of the ATS they keep

hireEZ homepage
hireEZ homepage.

Verdict: hireEZ suits large hiring teams that want agents to do the busywork while their ATS stays in charge.

hireEZ's homepage now opens on EZ Agent, billed as "end-to-end agentic recruiting for enterprise teams". The pitch: "Let agents source, review, screen and schedule." The pipeline is "run by agents you direct" on top of your ATS, and "Nothing moves forward without your approval."

Its modules include Sourcing on Command, Career Sites and Landing Pages, Talent CRM and ATS Enrichment, Applicant Review, Conversational AI Screening and an AI Interview Scheduler. Offers and onboarding stay in your ATS. The enterprise plan is "configured to the stack hireEZ replaces", after "a four-week verification before you sign".

Best for: enterprise recruiting teams that want sourcing, screening and scheduling agents on an existing ATS.

Watch out for: the published price covers the solo plan only; the enterprise product is configured through sales.

Pricing model: solo plan per month with a published price and a 7-day free trial; enterprise configured and quoted.

10. Homebase: best free hiring and onboarding for hourly, single-location teams

Homebase homepage
Homebase homepage.

Verdict: Homebase is a simple way for a shop or café to stop hiring from a stack of paper applications.

Homebase sells "free AI hiring software and ATS for small businesses". You "post jobs everywhere and track every applicant for free", then Hiring Assistant will "screen candidates with AI and book interviews for you". It "screens every applicant the moment they apply, 24/7", which matters for shift roles where the fastest employer wins.

Hiring is "free on every Homebase plan" with no card. On a paid plan, the hire step sends the offer letter and onboarding paperwork, and payroll is an add-on. Shift-work tools are compared in hourly hiring software.

Best for: hourly, single-location businesses that want free job posting, AI screening and simple onboarding.

Watch out for: offers and onboarding need a paid plan, and the product is shaped around hourly staff.

Pricing model: per location per month, with a free Basic plan; hiring free on every plan; add-ons such as payroll. Prices published.

11. JazzHR: best first ATS for a small business moving off spreadsheets

JazzHR homepage
JazzHR homepage.

Verdict: JazzHR is a plain, affordable first ATS for a business that has outgrown inbox hiring but has no HR team yet.

JazzHR calls itself "The Best ATS for Small Businesses" and covers hiring "from job posting to offer letters". "AI-powered fit recommendations" suggest which applicants fit. It connects to "payroll and HR systems" such as BambooHR and UKG, and to "LinkedIn Recruiter". JazzHR is owned by Employ.

Offers and eSignatures come only on Pro, the top of three tiers. Standard pricing does not apply to staffing or recruiting agencies, or to organizations with over 250 employees. Onboarding happens in the HR system it connects to. The small-business view is in recruiting software for small business.

Best for: small businesses under 250 people choosing their first ATS.

Watch out for: offer letters need the Pro tier, and agencies or larger firms fall outside standard pricing.

Pricing model: Hero, Plus and Pro tiers billed annually, with a monthly option. Prices published.

12. HireVue: best for enterprises that want validated AI interviews and assessments

HireVue homepage
HireVue homepage.

Verdict: HireVue is a selection layer for large employers who need evidence that their screening is consistent and defensible.

HireVue promises "AI hiring technology to reveal proven skills and capabilities", through an "end-to-end selection experience": Engage, Screen, Assess and Interview. Its AI Interviewer gives "every applicant" a conversation in "24/7 AI screening interviews built on validated hiring science".

An interview co-pilot also "joins live interviews on your own Zoom or Teams". HireVue counts 70M interviews and 200M assessments completed. It lists FedRAMP and SOC 2 Type 2, and integrates "with all leading ATS systems". It scores 1 of 6 because it is a selection layer, not an ATS. Other AI interviewers are compared in AI interview platforms.

Best for: large employers that need validated assessments and certifications such as FedRAMP.

Watch out for: you still need an ATS, and plans go through sales.

Pricing model: mid-market and enterprise plans sold through sales.

Frequently Asked Questions

What is the best hiring software in 2026?

The best hiring software in 2026 is The Cognitive for sourcing-led hiring, and Workable for an all-in-one ATS you can buy online. The Cognitive searches about 900M public profiles, emails people from your own Gmail or Outlook and interviews them by live AI video. Plans start at $99 a month. Greenhouse runs every stage too, sold by quote, and Breezy HR is the free place to start.

What is the best all-in-one hiring software?

It depends on where your hires come from: Workable or Greenhouse for applicants, The Cognitive for people you go out and find. Workable and Greenhouse both run all six stages on this list, from job posting to onboarding; Workable publishes its prices and Greenhouse quotes through a demo. The Cognitive is the only platform here that sources, emails from your own mailbox, runs a live AI video interview and syncs with your ATS.

Is hiring software the same as an ATS?

No, an ATS is one kind of hiring software, not the whole category. An applicant tracking system posts jobs, tracks applicants and usually handles offers. Hiring software also covers sourcing tools, AI interviewers, screening assistants and recruiting modules inside HR suites. Most teams keep one ATS as the system of record and add tools for the stages it handles poorly.

Is there free hiring software?

Yes, Breezy HR and Homebase both have free hiring plans. Breezy HR's Bootstrap plan gives unlimited users and one active position, and Homebase says hiring is free on every plan. Workable has a 15-day trial and The Cognitive a 7-day trial, neither needing a card. More options are in our list of free recruiting software.

Which of these hiring tools suits a small business?

Breezy HR, JazzHR and Homebase suit most small businesses best. Breezy HR is free for one open role, JazzHR fits teams under 250 people, and Homebase fits hourly teams at one location. For a deeper comparison, see recruiting software for small business.

What is AI hiring software?

AI hiring software uses AI to find, screen or interview candidates, not just to store their records. Adoption is climbing: LinkedIn's Future of Recruiting 2025 reports 37% of organizations integrating or testing generative AI, against 27% a year before. On this list, The Cognitive sources and interviews by live AI video, Workable and hireEZ run agents, and HireVue runs AI interviews. See AI recruiting software for more.

Which hiring software has built-in video interviews?

The Cognitive, HireVue, Paylocity, Paradox and Workable all offer video interviews, in different forms. The Cognitive runs a live two-way AI video interview of 10 or 20 minutes in a laptop or desktop browser. HireVue runs AI screening interviews, Paylocity lists one-way video, Paradox lists video interviewing and Workable sells video interviews as an add-on. Greenhouse's AI first interview is by voice. See AI interview platforms for more.

Will hiring software reject good candidates automatically?

Some hiring software can, so check every automated step before you switch it on. Workable says strong fits auto-advance and clear no's are routed out, with a recruiter able to override. The Cognitive rejects nobody automatically; its AI interview produces a score and report for a person to review.
