Greenhouse vs Ceipal when some of your hires are contractors
Greenhouse vs Ceipal turns on who you hire. Pick Greenhouse if nearly every hire is a full time employee and you want structured interviews, scorecards and fraud checks. Pick Ceipal if you also run contractors and staffing suppliers, since it combines an ATS, a VMS and workforce management in one system. Neither publishes prices.
The idea Ceipal sells that Greenhouse does not
Total talent management Ceipal's term for running full time, direct hire and contingent sources in one container, with an ATS, a vendor management system and workforce management sharing the same data, so a company sees every worker and every staffing supplier together.
A company hiring 200 employees and 150 contractors a year tracks both groups, the agencies supplying contractors, their timesheets and invoices in Ceipal. In Greenhouse, the employee hiring is covered and the contractor side lives elsewhere.

Employee hiring, or the whole workforce
Greenhouse is deep on one job: hiring employees well. Its plans spend their features on interview structure, scheduling, candidate experience, fraud detection and reporting on fairness. When a contractor is needed, Greenhouse's pages do not describe a way to manage the agency that supplies them.
Ceipal is broad. Its homepage calls it a Staffing OS, and it pitches corporate teams on one system for every type of worker. Its corporate FAQ says it covers full time and contract roles, the global contingent workforce and supplier ecosystems, with timesheets, invoicing and visibility into third party staffing costs.
How a contractor request runs in Ceipal
Assembled from Ceipal's VMS and corporate pages. This is the half of the workflow Greenhouse leaves to other tools.
- Open the request A manager needs a contract data engineer for 6 months. The request becomes a job that can go to your own pipeline, direct sourcing or your staffing suppliers.
- Distribute to suppliers Approved agencies see the request in the supplier portal and submit candidates. Contracts and compliance documents are tracked from origination to expiry.
- Rank everyone together AI matching scores supplier submissions alongside your own applicants, and the Search and Tag agent can trigger screening and voice AI interviews.
- Place and track time Work orders, onboarding documents and placement live in one place. Timesheets and invoices are submitted and approved against the project budget.
- Score the supplier Dashboards and automatically generated supplier scorecards show cost, quality and speed, so you can decide which agencies get the next request.

- Interview consistency matters most, with kits, scorecards and approvals per round
- Application fraud is a concern and CLEAR ID verification would help

Do not
- A large share of your workforce is contract or contingent
- You manage several staffing suppliers and want their spend and performance in one place
- You run a global capability center hiring for headquarters and local markets
- You want one vendor for ATS, VMS, onboarding and timesheets
Greenhouse and Ceipal in day to day use
On Greenhouse, a talent partner's week is built around interview loops for salaried roles. They calibrate the scorecard with the hiring manager at kickoff, watch candidates move through stages and read submitted feedback before an offer. Hiring managers are active users.
On Ceipal, a corporate recruiter might handle 10 employee roles and 25 contract requests at once. They pull resumes from integrated job boards, review supplier submissions, approve a timesheet query and check a supplier's scorecard before sending the next request. Procurement has its own reasons to log in, from contracts to spend reports.
Questions to ask in both sales calls
Neither prints a price or a full plan sheet for corporate buyers, so the first call has to do that work.
- Is the VMS priced inside the quote or as a separate line?
- How are hiring managers licensed, and do they need a paid seat?
- What does an AI interview cost and on which plan does it sit?
- Which HRIS and payroll systems connect natively for our region?
- How are contractors handled if we never buy the VMS?
- What does a migration from our current ATS involve, and how long?
- Is a free trial or sandbox available before we sign?
A scored first interview that works beside either
An interview report with a 1 to 5 score per criterion and the reasoning behind the verdict.
The Cognitive runs a live, two-way AI video interview of 10 or 20 minutes and returns a 1 to 5 score per criterion, overall written feedback, transcript and recording. It also finds people across ~900M public profiles with verified emails and phones. Greenhouse, one of 60+ ATS integrations, gets a note; Ceipal uses CSV upload plus a read-only report link.
