An internal customer against a paying client
An iCIMS recruiter works for colleagues. A hiring manager in the same company opens a requisition, approvals run up a defined chain, and success means a good hire who stays. There is no invoice at the end, which is why iCIMS spends its effort on employer brand, candidate experience and moving existing staff into new roles.
A Bullhorn recruiter works for clients who pay a fee or a margin. That changes the software. Bullhorn tracks prospects and accounts, logs every call, builds branded submission packets for a client and counts placements. Its Amplify AI even has a Prospect skill that finds target companies, which an employer ATS would never need.
Choose Bullhorn if
Situations Bullhorn writes its own pages for.
- You sell recruiting to clients and need a sales pipeline in the same system as candidates
- Client reqs arrive through vendor management systems; Bullhorn connects to 110+ of them
- You want AI that prospects for new clients as well as matching candidates
- You run Salesforce and want recruiting built on it through Recruitment Cloud
- You want a published entry price and free implementation on the smaller plans
How Bullhorn's digital workers handle one job order
Bullhorn lists more than 15 digital worker skills. These are the ones a single job order passes through, in Bullhorn's own words.
- Match Surfaces and contacts top candidates for the open role, ranked by AI relevancy scores, from the agency's database and external search.
- Screen Conducts, summarises and scores candidate interviews, then routes the strongest people to the right recruiter. Bullhorn's pages do not say whether this runs by voice, text or video.
- Present Generates a branded candidate submission ready to send to the client, replacing the manual packet a recruiter used to assemble.
- Audit Checks placements, charges and compliance rules for errors before they reach payroll or the client invoice.
Choose iCIMS if
Situations iCIMS writes its own pages for.
- You hire for your own company and the hire joins your own payroll
- Requisitions and offers must pass through approval chains before anything goes out
- Your careers site needs a chatbot, translations and employee testimonial videos
- You want employees to find internal roles through an opportunity marketplace
- You report EEO data and time to fill to executives on a schedule
How each one is packaged
Bullhorn shows its plan structure in public. iCIMS shows its product structure. Neither shows a full price list.
| Layer | iCIMS | Bullhorn |
|---|---|---|
| Entry | iCIMS Hire: ATS, text recruiting, onboarding and offer management | Starter: applicant tracking, resume parsing, client management, job posting |
| Growth | Add iCIMS Engage for automated sourcing and nurture campaigns | Core adds the 300+ partner marketplace, custom workflows and LinkedIn integrations |
| AI tier | AI is embedded across products and can be dialled up or off per step | Pro adds the recruitment CRM, AI search and match and Amplify Chat; Max adds agentic workflows |
| Brand and front end | iCIMS Employer Branding: career sites, digital assistant, testimonial videos | A career portal from Starter; a website chatbot on Max and Front Office Enterprise |
| Back office | Not sold; handed to your HCM or payroll system | Bullhorn One or Middle Office: timesheets, invoicing and pay and bill |
iCIMS vs Bullhorn pricing models
Bullhorn charges per user per month. Its pricing page prints a figure for Starter and Core, the 2 plans for small agencies, and routes Pro, Max, the larger agency plans and Recruitment Cloud to a quote. Free implementation is listed on the small agency plans. Digital workers, VMS Automation and Middle Office are priced as separate products.
iCIMS has no pricing page, and its products route to a demo or a sales call. Its quote depends on which of iCIMS Hire, Engage and Employer Branding you take and how many integrations you need. A like for like comparison is unusual anyway, because an agency and an employer rarely shortlist both.
If your recruiters send invoices, you need an agency system. If they send offer letters for your own company, you need an employer ATS. Very few teams need both.
Sourcing and screening beside either one
Revealing a verified email or phone number for a person found in search.
For roles neither database can fill, The Cognitive searches ~900M public profiles and reveals verified emails and phones. Chosen candidates take a live 10 or 20 minute AI video interview, scored 1 to 5 per criterion with overall written feedback, plus transcript and recording. Bullhorn, Recruitment Cloud included, and iCIMS sit among its 60+ ATS integrations.

Frequently asked questions
Is Bullhorn better than iCIMS?
Only for agencies. Bullhorn is built for staffing and recruitment firms, with a client CRM, submissions and pay and bill. iCIMS is built for companies hiring their own staff, with career sites, approvals, onboarding and internal mobility. Each would be a poor fit on the other's side of the market.
iCIMS vs Bullhorn pricing: which costs less?
They price differently. Bullhorn charges per user per month and publishes figures for its Starter and Core plans, with higher plans quoted. iCIMS publishes nothing and quotes by product. Read Bullhorn's pricing page for the current entry figures and ask iCIMS for a quote on iCIMS Hire alone.
Can a corporate recruiting team use Bullhorn?
Bullhorn's pages are written entirely for staffing and recruitment agencies, by agency size and by staffing vertical. A corporate team could track candidates in it, but would pay for client CRM, submissions and placement billing it does not use, and would miss employer branding and approval chains.
Can a staffing agency use iCIMS?
It could track applicants, but iCIMS's industry and role pages address employers, and its products have no client CRM, no submission packets and no pay and bill. An agency would need extra tools for each. Agency focused systems such as Bullhorn exist for that reason.
Does Bullhorn or iCIMS have an AI interviewer?
Bullhorn's Screen digital worker conducts, summarises and scores candidate interviews and routes top people to a recruiter; its pages do not say which channel it uses. iCIMS lists AI generated interview questions and automated scheduling, but no AI that holds the interview, on the pages read.
Which integrates with more tools, iCIMS or Bullhorn?
iCIMS states 800+ technology and advisory partners and more than 10,000 active integrations. Bullhorn states 300+ partners in its marketplace, plus 110+ VMS connections through VMS Automation. The partner types differ, so check the specific tools you use by name.
Is Bullhorn built on Salesforce?
One version is. Bullhorn Recruitment Cloud runs on Salesforce and Bullhorn calls itself the number 1 ISV for recruitment on that platform. The main Bullhorn platform is its own system. iCIMS is not Salesforce based on the pages read.
